     Recruitment and matching jobs in schools - guidance for headteachers

Introduction
The Modern Reward Strategy (MRS) has introduced a job evaluation scheme (the
Hay scheme) for all jobs on or linked to green book conditions. This includes non-
teaching jobs in schools.

Embedding MRS into the organisation requires changes to our systems and
processes; in particular the Oracle payroll system needs to be configured to contain
MRS grades and salaries. The MRS schools steering group were consulted on the
necessary changes. The main one that affects schools is the need to hold „generic‟
job titles for common jobs in schools.

This means that if a school appoints to a role that is used in more than one school,
the job title on the employee‟s contract and payroll information will be standard. The
benefits are that this enables equality impact assessments to be undertaken
effectively. The County Council has to do these assessments on a regular basis to
make sure its pay and grading processes are in accordance with equal pay
legislation.

Also schools can be confident that by referring to this guidance when recruiting and
appointing to jobs, they will be paying people fairly and in accordance with the
County Council‟s pay and grading structure. This will help protect against possible
equal pay claims.

This guidance is designed to assist headteachers and others involved in the
recruitment and grading process in the matching of a new job in their school to the
appropriate MRS job evaluation and therefore grade. It describes the key elements
of a role and the key differences between a job and the jobs above and below it in
the structure. If a job falls outside these guidance notes advice should be sought
from the MRS Team.

The guidance is updated as new jobs or additional levels of existing jobs are
identified.

Jobs in schools
Currently NCC supplies schools with model job descriptions (templates) for non-
teaching jobs with recommended grades attached. The most up to date versions of
these were issued as part of the school workforce remodelling. There are 35
templates for schools to select from. The job evaluation work has resulted in an
expanded list of 80+ roles used in many schools (the core list) plus 70+ roles that are
only used by a small number of schools (the non core list).

       Core jobs have been put into job families.
       Non core jobs have also been allocated to a job family and are shown after the
        core roles in the relevant section.
       Each job has been given a generic reference number (formatted GR----).
       All jobs evaluated to date have been allocated to a GR number in the core or
        non core list.
       Each school has a spreadsheet showing the GR number and GR job title for
        each member of their current staff within the scope of MRS.

When to use this procedure
The procedure below should be followed when:
    Recruiting
    Changing the grade of an existing job

It may also apply when:
     Changing an employee‟s grade (please check with the MRS team before
       changing a grade)

A note about finding the correct job match
For most jobs in your school it will be clear which level they fall within. If you are
unsure please contact the MRS team and a trained job evaluator will assist you.
Please note that doing one or two tasks occasionally in the level above, does not
necessarily mean a match to the higher level. Also doing a mix of work in one job
(eg pastoral care, resource work, teaching support and administration) is fine as long
as it is work at the same level.

The existing template job descriptions support this flexibility by describing a main job
purpose and a range of activities that may be undertaken and result in the same
grade. However, if there are two distinct jobs and one of the jobs is at a higher level
then two contracts should be given. Please ask for guidance from your human
resources consultant if you are unsure whether separate contracts are required or for
advice on the structure in your school.

The MRS team are available to give information and advice on how MRS impacts on
a proposed structure.

A note regarding qualifications

This guidance gives indicative levels of qualifications usually prefaced with “able to
work at …” or “typically requires ...” and followed by “or equivalent experience”. This
is to avoid being too prescriptive. Headteachers and others involved in recruitment
should have regard to these indicative levels of qualification expected when
appointing staff.

In some roles the levels of qualifications are more formally dictated, eg by external
bodies such as by Ofsted for childcare roles; or for health and safety reasons which
dictate that those working with food must hold a current food hygiene certificate.

Possession of a higher-level qualification than that required for a role at a particular
level does not mean that person should be paid on a higher grade if the tasks and
duties do not require this. For example a fully qualified teacher choosing to work as
a teaching assistant level 1 (scale D) does not require a teaching qualification to do
their role so should be paid scale D.

Re-evaluation and appeals process
Staff covered by MRS will have a right to request a re-evaluation and those in post
before 1 May 2009 may also be able to appeal if they feel their job has been
incorrectly evaluated. If a re-evaluation or appeal results in a change to the grade,
there are three possible outcomes:

       The change will apply to all employees matched to that GR number.
       The change will move one or more employees to a different GR number.
       The change only affects the individual who made the appeal and results in a
        new GR number.

In all cases the MRS team will inform the manager/headteacher via the departmental
human resources consultant of the re-evaluation or appeal outcome. The
individual(s) will receive a letter confirming the outcome.

The MRS team will ask the Employee Services Centre to make any required changes
to the payroll system.

The importance of consistent grades
It is worth reiterating the importance of consistency in grades across Norfolk County
Council. Any differences in grades should be based on real differences in job size,
and those size differences are what the job evaluation scheme has confirmed.
Employees can complain to Employment Tribunals if they are paid less than others
doing similar jobs, even if those others are in other community schools or are non-
schools employees of Norfolk County Council. While schools have powers under
local management, those powers need to be exercised fairly if such claims are not to
be made.

The core list contains 11 job families. Use this list to establish the GR number and
GR job title for your vacancy where you already know the level. If you require more
detail, click on the relevant link to the grade level distinction information.

Recruitment procedure (for vacancies and new jobs)
   1. Is the vacancy a replacement of an existing role with the GR number and job
      title in the (supplied) school‟s baseline data?
      YES: Go to Step 5 NO: Go to Step 2

    2. Can the replacement role GR number and GR job title be clearly identified in
       the core or non core list?
       YES: Go to step 5 NO or Unsure: Go to Step 3

    3. If No or Unsure ask the MRS team for advice and to supply possible matches.
       Match Identified: Go to Step 5         No Match Identified: Go to Step 4

    4. New job requiring an evaluation: The MRS team will send you a draft Job
       Analysis Questionnaire (JAQ) and will support you through the job analysis
       process which captures the information needed about a job to give it a grade.
       Within five days of receipt of the completed and signed off JAQ the MRS team
       will provide you with an interim grade. This will be a grade from the existing
       pay and grading structure and will apply until MRS is implemented and
       employees are moved to the MRS grade for their job. Go to Step 5. (The
       MRS team will put the job through the evaluation process. This will determine
       the MRS grade and you will be notified of the outcome so that you can inform
       the person appointed to the job. This will be held against their records until
       MRS is implemented and they move to the revised grade).

    5. Go through the schools‟ recruitment process (where appropriate consult
       schools‟ personnel handbook – recruitment and selection of staff). Consider
       the effect of MRS on the job being advertised and explain all relevant changes
       to terms and conditions resulting from implementation. Special schools: If the
       Employee Services Centre recruitment team is processing the vacancy the
       MRS GR number and GR job title will be required at the point of advertising or
       recruiting. Go to step 6.

    6. Appointment decision is made. Send the offer of appointment letter and
       appendix (see templates on the Norfolk School website) to the successful
       candidate and the “Modern Reward explained” information pack. It is vital they
       receive these documents before accepting the offer of appointment as it
       details the changes to their pay, grade and terms and conditions of
       employment. In accepting the offer based on this knowledge they are
       consenting to the MRS changes being made on implementation. Send a copy
       of this letter and the appointment notification form to Employee Services
       Centre including job and salary details and MRS GR number, GR job title and
       copy of the relevant template job description or JAQ. Appointment cannot
       be made without this information from the school and may result in not
       being able to appoint at the required time.

documentation and correspondence a consistent record of the job match will be held
by the school, the Employee Services Centre and the MRS team.

Regrading procedure
If you have increased the duties of a post and it is appropriate for the role to move to
a higher grade please follow this procedure:
    1. Is the higher graded role already within the core or non core list?
       Yes: Go to Step 4 No: Go to Step 2

    2. If No or Unsure ask the MRS Team for advice and to supply possible matches.
        Match Identified: Go to Step 4        No Match Identified: Go to Step 3

    3. New job requiring an evaluation: please prepare a JAQ with advice and
       guidance from the MRS team who will put the job through the evaluation
       process and will notify you if a revised grade is appropriate. Go to Step 4.

    4. Send appointment notification form to Employee Services Centre including
       current job and salary details and MRS GR number, GR job title and copy of
       the relevant template job description or JAQ so that the salary can be changed
       to the new grade.

    5. Once completed the post holder should be given the appropriate new job
       description and informed of the change to their salary and grade.

    If the duties of a job need to decrease please consult your human resources
    consultant or the MRS team for advice on how to proceed.

    If changing an employee‟s grade (eg they are moving from the top of scale 5 to
    the bottom of scale 6), please speak to the MRS team as the GR details may
    need to change.
