It was "On Friday, November 15th, 1867 that,
Charles A. Vivian, an English comic singer,
arrived in New York. On the night of his arrival
he dropped into the Star Hotel located near
Broadway. The patrons were entertained during
meals with songs and stories by paid or
amateur performers. This form of enter-
tainment, a forerunner of the present day
cabaret, was a popular institution of that day.

It was here that Vivian struck up an
acquaintance with Richard R. Steirly, a piano
player, and he volunteered to sing a few
songs... He made such an impression on,
Robert Butler, manager of the American Theatre
located on Broadway that he was hired by
Butler, making such a hit that he was engaged
for a three week' run at the American. When
closing time came at the Star Hotel, Steirly took
Vivian around to his boarding house at 188 Elm
Street, kept by Mrs. Giesman. There he met
William Lloyd Bowron, who afterwards would
become the first member of New York City
Lodge No 1, thus becoming the first member of
the Benevolent and Protective Order of Elks

Simultaneously on February 16th of each year,
for this was the date that a little coterie of
actors styling themselves 'The Jolly Corks,'
who for some months had been meeting weekly
for social and convivial purposes, decided
upon a change of name and the adoption of a
more permanent and serious policy than mere
conviviality.” The desire for companionship
which brought a group of young actors together
was also the inspiration for the development of

the fraternal instincts which gave birth to
America's    most   distinctive and  human
brotherhood.

After hearing the story of the funeral that the “Jolly
Corks' had attended, McDonald suggested that
organization     should become a protectivc and
benevolent socicty. During the next week or ten
days McDonald broached the idea to a number of
Jolly Corks' including William Carleton , Tom Riggs
and others.

At the meeting, held on the 2nd of February, 1868,
presided over by Charles Vivian, George F.
McDonald offered a motion to organize the “Jolly
Corks” as a lodge along benevolent and fraternal
lines and providing that a committee be appointed to
formulate rules and regulations for its government,
prepare a suitable ritual, and select a new name.
Vivian having in mind an English Organization, The
Royal Antediluvian Order of Buffalos. However, the
majority were desirous of bestowing a distinctively
American title upon the new organization.

Legend has it that the name Elks was suggested in
reference to a fine Elks head which occupied a
conspicunus place in Barnum’s Museum then
located at Broadway and Ann Street The committee
Later visited Cooper Institute Library, where they
found the elk described as an animal fleet of foot ,
timorous of doing wrong, but ever ready to combat
in defense of self or the female of the species. This
description    appealed      to the committee as
containing amirable qualities for emulation by
members of a benevolent fraternaty and the title
“Elk” was incorporated in its report.

On February 16, 1868, the committee reported,
recommending that the “Jolly Conks” be merged
into the Benevolent and Protective Order of Elks and
the recommendation was adopted by a vote of 8 to 7.

In 1939 the Council of the City of New York
passed the following resolution: "Be it resolved
. . . that the two blocks remaining on Elm Street
be known as Elk Street to pay tribute to the
famous Order of Elks which was founded on that
street in the year 1867

ON FEBRUARY 16, 2007, THE BENEVOLENT AND
PROTECTIVE ORDER OF ELKS CELEBERATED ITS
139th BIRTHDAY.

                   AMERICANISM
The Americanism Committee is charged with the
implementation of the patriotic activities of the Order

participate in as many of the Grand Lodge programs

impact for Americanism in Virginia.

                    AUDITING
The purpose of the Auditing Committee is to insure
that the financial records maintained by the
Secretary and Treasurer are properly reviewed, prior
to the June Convention by a competent CPA, or firm
engaged in that type of business, and reported to
the Association meeting at that convention.

                 DRUG AWARENESS
To assist in the control of drug abuse through
volunteer work and the Benevolent and Protective
Order of Elks.       The goal of the program is
prevention, to stop drug use before it starts by
educating youth, fourth through ninth grades, about
the adverse effects of marijuana, cocaine and
alcohol, the “gateway drugs” most prevalent among
youth. The program is designed to reach youth
directly and through the adults that influence them,
their parents and teachers.

The Youth Camp Maintenance Committee is

             The Old Bedford Hotel

The concept of establishing a National Home for the
aged and needy members of our Order had been
discussed during the last decade of the 19th Century
but it was not until the Grand Lodge session in New
Orleans in 1898 that a committee was appointed to
study the feasibility.

The committee reported back at the Grand Lodge
Session in 1899 in St. Louis in favor of the proposal
and they received a sum of $25,000.00 toward
launching the project.

At Atlantic City in 1900 the committee reported that
they had reviewed several sites and had reached no
decision. However, shortly after that the Hotel
Bedford in Bedford, Virginia was purchased for
$12,500.00 and the Elks National Home was
dedicated on May 21, 1903.

At the Grand Lodge Session in 1909 in Los Angles,
Grand Exalted Ruler Holland severely criticized the
home as to its location and the character and
conditions of the buildings. A new committee was
appointed to study his criticism and they reported
back at the end of the session with the following
recommendations; 1. That the Bedford location be
abandoned and a new and modern facility be
established elsewhere. 2. That the home remain in
Bedford and that the present buildings razed and a
new and modern structure be erected. And 3.That
the present home be remolded extensively. Due to
the efforts of Fred Harper, GER 1917-1918,
Lynchburg Lodge No 321, the Grand Lodge accepted
recommendation No2.
