Formal Meetings
         In view of the stay given by Hon’ble Chennai High Court Bench the constitution of Circle and
Local Councils is stayed once again. CHQ is taking efforts to get the stay vacated expeditiously.
Meanwhile, CHQ has requested BSNL CO to issue guidelines for holding formal meetings, since the
same is not being granted in many circles. The order is issued now (No. BSNL/39-3/SR/2005 dated 11th
May 2005). Based on this order, circle and SSA administration should hold meetings on the agenda
given by our union and thereafter issue minutes also. Circle and District Secretaries are requested to
utilize this facility effectively for settlement of staff grievances till the stay is vacated. (circle Secretaries
are requested to kindly send copy of the order to District Secretaries).
Compassionate Appointments
        CHQ is taking maximum efforts to clear the waiting list for compassionate appointments. In this
connection BSNL CO has called for certain data from the circles vide, Lr. No. 268-101/2002-Pers.IV
dated 23-12-2004 (copy enclosed). A reminder has also been sent by BSNL CO, vide letter of even no.
dated 19.04.2005. But it is regrettable to note that sixteen circles have not sent the required data. They
are:- A&N, AP, Bihar, Kolkata Telecom District, Chennai Telephone District, Chhattisgarh, HP, J&K,
Jharkhad, NE-I, NE-II, NTR, Orissa, UP (W ), UP (E), W est Bengal.
        Three circles viz., Gujarat, Kerala, Punjab have furnished incomplete data. Hence, the
concerned Circle Secretaries are requested to do the needful to send the data to BSNL CO without
further delay.
Certain important problems:-
         CHQ has nominated Com. P. Abhimanyu and K. Vallinayagam as staff side members of the
committee which will negotiate with banks for loans. Efforts are being taken to settle the loans etc.
expeditiously.
         BSNL CO has already finalized the new Group Insurance Scheme and has sent it for LIC’s
approval. Efforts are on to get it implemented w.e.f. June 2005.
         Refund of GIS amount as well as payment of remaining 25% of bonus for 2002-03 has been
referred to DOT by BSNL CO. CHQ is vigorously persuing these cases. Letters have also been written
to the Member (Finance), Telecom Commission and to Additional Secretary, DOT in this regard.
         As regards enhancing free calls, no decision is taken by BSNL CO so far. CHQ is taking best
efforts to get it done at the earliest.
Examinations
       A lot of queries are coming about JAO Part I and TTA competitive exams. JAO Part I exam will
be held on 29.05.2005. It will not be postponed. The TTA Competitive examination will be held in the
month of August.
CHQ News
       The CEC Meeting will be held from 15th to 17th June at Pune. Notification is already issued. Com.
V.A.N. Namboodiri, General Secretary is returning from UK on 27th May 2005.
