1. Why broad roll-out of deep renovations crucial for 2050 2°goal
2. Conditions and elements of EU 27 roll-out
3. How SBN can promote deep renovations and more
Reducing GHG 80% - 95% by 2050¹ Impossible
Without Broad Roll-out of Deep Renovations
CO2 80% of GHG; 40% of energy consumption in buildings (largest potential)
New buildings only 1% - 1.3% of stock of buildings/yr. (2.1M); demolition 0.1%
Current renovation rate < 1.2% - 1.4%/yr². (30-yr. cycle); can increase 3-fold
Current energy performance improvement often only 15% - 20% per building;
cost optimal (LCC) is 60% - 90% (“deep renovation”); backed by many studies
Sub-optimal renovations “lock in” large savings potential for next 30 years
¹ European Council objective for GHG, 2050/1990 levels.; ²E²APT, ACE July 2010.
Conditions & Elements of EU 27 Roll-out
Conditionality & “progressive” incentive structures for EC & public fund leverage
ESCOs, EIB, others need to aim for 50% - 90% energy-improvement, not 25%
Cost-optimal codes & quality energy perform. certificates (IGAs) as metric for
fiscal & financial bodies to use for progressive incentives; compliance control
Better training & education now to increase productivity of labour, reduce costs
Comfort and inconvenience issues to be dealt with (technology & techniques)
Ramp-up rate of renovation gradually, start with minimum depth of renovations
E2APT: Targets: All 210 M. bldgs. renovated to factor 6 (84%) average
improvement by 2050; 5 M/yr.; 50M by 2020; EC Roadmap; MS Plans.
How SBN Promotes Deep Renovations
- Collects, harmonizes & analyzes global empirical data, case studies & simulations on
economics & technologies of deep renovations,
- Collects mappings of national building stocks & building codes for comparisons
- Communicates to policy-makers simplified costs & benefits of deep renovations
- Provides guidance for developing national, reg. local roadmaps for deep renovations
- Collects data & analyzes different funding & financing instruments for deep renovations
- Carries out studies & provides recommendations on education & training pathways
- Compares best practice examples of intelligent renovations with integrated design,
internal load reductions, intelligent system boundaries (districts), reduce inconvenience
- plus more, including sustainability issues THANK YOU.
