New buildings only 1% - 1.3% of stock of buildings/yr. (2.1M); demolition 0.1%



Current renovation rate < 1.2% - 1.4%/yr². (30-yr. cycle); can increase 3-fold





Current energy performance improvement often only 15% - 20% per building;

cost optimal (LCC) is 60% - 90% (“deep renovation”); backed by many studies

fiscal & financial bodies to use for progressive incentives; compliance control



Better training & education now to increase productivity of labour, reduce costs
