Australian Customs and Border Protection Service
The Australian Customs and Border Protection Service is Australia's primary border
protection agency. For this purpose our border extends into Australia's Exclusive
Economic Zone where we have a key role in addressing threats to our environment.
In performing our role we work closely with a range of agencies, often exercising
powers on their behalf, at other times working with them to complement each others
capabilities and powers.
Together we are called upon to provide a sense of security to the community,
supporting the continuation of the Australian lifestyle.
How the Role Contributes to Customs and Border Protection Outcomes
The objective of Border Targeting is to focus Customs and Border Protection
interventions on those activities and individuals that pose a high risk to the integrity of
Australia’s national security, community protection and revenue collection measures at
the border. Border Targeting supports Customs and Border Protection in its application
of intelligence-led, risk based approaches for the processing and targeting of cargo,
passengers and crew, vessels, small craft and international mail.
In order to achieve this goal, Border Targeting provides timely and value added
information about threats at the Australian Border (intelligence), and the identification of
the risks, entities and transactions that are of greatest threat at the Australian Border
(targeting). Our products include Operational and Tactical intelligence and targeting
advice and support.
Border Targeting focuses its efforts more heavily on those entities that pose the highest
threat at the border as identified in our annual threat assessment, and put in place a
“whole of Customs and Border Protection” strategy for responding to each of the
highest threats.
The Job
Analysts are responsible for increasing our focus and intelligence holdings on serious
and organised crime groups. Research is required to be undertaken both individually
and as part of a team. Analysts are required to produce high quality, actionable tactical
and operational intelligence and targeting products and to work with client areas to
address identified or agreed risks to the Australian border.
The occupant of the position may be required to participate in joint operations with
partner law enforcement agencies targeting specified risks or projects. This may at
times require the occupant to work in an outposted location.
Key Responsibilities
Deliver quality and timely assessment of intelligence as tasked
Undertake analytical projects
Provide assistance in the development and maintenance of a profiling and alert
capability to maximise the detection of illegal movements of people and goods
across the border
Provide analytical and intelligence advice and support to internal and external
clients including joint operations with external law enforcement agencies

Record analytical work and intelligence in appropriate databases
Use and contribute to the development of a variety of intelligence databases
and systems.
Produce Border Targeting products as directed or required
Undertake analytical briefings to Customs and Border Protection Executive,
operational areas or external clients
As part of daily activities be responsible for creating complete and accurate
records in accordance with the Recordkeeping Practice Statement, and
Instructions and Guidelines
Specialist Requirements / Pre-Requisites
The incumbent of this position requires well developed analytical skills and the ability to
quickly risk assess new information in a time critical environment. A very high aptitude
for IT hardware and software is also required, as is strong communication and liaison
skills.
