According to Dembski Hart, it seems that noncompliance is neither intentional nor willful; rather, it is a result of misconception and lack of knowledge of the law. Medical practitioners in nonhospital settings are not aware of the annual training directives, nor are they aware of safety device requirements and the proper way to evaluate them, she says.
