  h Outreach Strategy: Promote the EITC and other relevant tax messages to underserved populations by
        distributiing the IRS publications through coalition partners and affiliated organizations and other general
        outreach efforts such as utility bill inserts and media coverage.

  h      Tax Preparation Strategy: Expand community access to free income tax preparation by placing new FREE
         Tax Centers near national or regional paid preparers, adding days and hours of operation to existing locations,
         and using the mobile opportunity center to prepare returns at family, community, day care and Head Start
         education centers, churches, businesses and apartment complexes that provide access and trusted connections
         to low-income, limited English-speaking, disabled and rural taxpayers.

  h   Asset-Building Strategy: Work with community groups and government agencies to address the financial
      health of Manatee County's residences through holistic approach designed to empower citizens to control their
      economic futures and increase their assets. The Coalition will expanding existing financial education programs
      and address the additional financial concerns of underserved populations, such as higher education expenses
      and retirement savings.

        During the 2011 filing season, Manatee County consisting of 3 VITA & 6 AARP Tax-Aide sites had a combined
        total of $2.7 Million in Total Refund Dollars; over $450,000 EITC dollars with a total of over 2,800 tax returns
        prepared.
        More than 1,000 door hangers advertising the free tax preparation services were placed in low-income
        neighborhoods. The Coalition distributed news articles with photos to the major and niche media outlets in the
        county.

        Continue implementation of the asset-building strategy to expand the program again before the start of the next
        filing season in partnership with participating banks and credit unions.
        Expand partnership with AARP to provide additional resources, including computers and volunteers, to
        expanded the days and hours of operation at existing locations in an effort to transition to "store-front"
        operations.

        For the 2011 filing season, the Coalition experienced a 101.9% increase in the number of returns filed. 416 returns
        were prepared from 4 sites that were strategically placed in low income areas of the county. EITC was $187,000,
        Child Tax Credits were $76,000 and Education Credits were in excess of $10,000. The Coalition increased the
        number of volunteers from 12 to 22. Most of the new volunteers came from the Harris Corporation.
        Coalition received a $ 5,000 grant from Wal-Mart (via United Way).
        United Way of Brevard provided asset-building sessions to needy individuals identified through Brevard County
        agencies, Goodwill and the Coalition for the Hungry and Homeless. The Coalition provided tax preparation
        assistance at the Cocoa Armory Stand-down and completed approximately 12 current and prior year returns.
        United Way of Brevard partnered with Brevard Workforce Development Board to provide financial education

         The coalition held it’s financial education workshop event. Presentations were given by SPEC, University of
         Florida Extension and Raymond James Financial. There were 20 low income individuals in attendance.

     h Outreach Strategy: Recruit corporate partners in specific industries to promote and offer on-site financial
        classes. Target financial outreach to child-centric programs in cooperation with United Way programs like

        During the 2011 filing season, volunteers at 57 sites prepared 17,996 returns which included VITA, AARP,
        Benefit Bank, Beehive Bus and Beehive Kiosks. 3713 EITC returns which was an increase of 4% over last
        year. The Wal-Mart Beehive Bus visited for three weeks.
        Funding was received for the Ways to Work Program which is coordinated by Family Foundations. Family
        Foundations is also one of the two IDA sponors.
        Received an initial IRS VITA Grant and later received an additional amount that became available when
        another coalition was not able to use the funds. Grants were also received from Bank of America, Wells
        Fargo, Northeast Florida Community Action Agency, Sun Trust, NDI, Wal-Mart & United Way. Grants mainly
        used for marketing and advertising. Tracked results for sites receiving grant funds showing increased
        productivity. Coalition Kick off luncheon attended by SPEC Director Michael Beebe and many other guests.
        EITC Day and
        Over 100 "Getting to Know Us" summer in attendance. Jacksonville Mayor John Peyton issued a proclamation
        Piloted a partners and volunteers were volunteer recruiting program.
        Super Saturday event to coincide withRS office event assisted 79 taxpayers. Tax Blitz event on April 15 where
        VITA & Tax-Aide volunteers assisted 349 taxpayers with current, prior year and amended returns.
        Active member of Florida Prosperity Partnership and participant in regional and state conferences. RealSense
        partners scheduled to make several presentations during the upcoming state conference.
        Sponsored monthly financial education classes. Get Checking renamed Fresh Start.
        123 volunteers donated 484 hours to conduct 116 outreach events reaching 22,153 potential clients.

Strategies - briefly define each strategy, if applicable
         Outreach Strategy: To increase awareness of EITC, CTC, Dependent Care Credit, and e-filing among the
         residents of Miami-Dade County. The Prosperity Campaign has undertaken a marketing campaign including
         yearly kick-off events, press conferences, media spots and PSAs to encourage the public to claim EITC and
         other benefits. The campaign has been featured in various media outlets in English and Spanish languages.
h        The Prosperity Centers distributed outreach material in English, Spanish and Creole.

         Tax Preparation Strategy: To offer free tax preparation services to low-income taxpayers in Miami-Dade
         County through their prosperity affiliates. Currently there are 8 non-profit organizations that operate Prosperity
         Centers: Accion USA, CASA, Hosanna Community, Human Services Coalition-Catalyst Miami, South Florida
         Urban Ministries, St. Stephen's Episcopal Church, Touching Miami with Love, and World Relief. The focus of
         the Prosperity Campaign is to serve taxpayers who are income-eligible for EITC and to connect these
         taxpayers to other services they may be eligible for federal programs such as KidCare, Healthcare for the
h        uninsured, SNAP (food stamps), financial literacy education, homeownership, access to banking and savings
         programs, FAFSA, etc.
         Asset-Building Strategy: Coalition offers financial coaching, credit repair, small business development,
         housing and homeownership advice and savings plans. Offer Individual Development Accounts to qualified
         taxpayers that will help them become first-time homeowners or to start their own micro-enterprise. Currently,
         one Prosperity Center offers IDAs: South Florida Urban Ministries-Center for Financial Stability. Accion USA
         prosperity center, "provides micro-loans and other financial services to low- and moderate-income
         entrepreneurs who are unable to access bank credit for their small businesses. All the prosperity centers offer
h        US Savings Bonds and split refunds at the VITA sites.

         Filing Season 2011 - Human Services Coalition and other partners secured IRS VITA grant which was used to
         expand the number of sites. The Coalition promoted 30 grant sites. They prepared a total of e-filed 3,868 tax
         returns until May 31, 2011. They provided free tax preparation in three languages: English, Spanish and
         Creole. Six Prosperity Center VITA sites will remain opened until Oct. 17, 2011. The Prosperity Campaign
         website, the 211 system, and the 311 system are used to help advertise the sites.
         The Coalition hosted an EITC Awareness Day Event at its main office in Miami, Florida. State Representative
         Oscar Braynon III; various Prosperity Centers, local banks, and SPEC partners such as CASA, Consolidated
         Credit Counseling Services, Partners For Self-Employment, and South Florida Urban Ministries joined Human
         Services Coalition to celebrate the National EITC Awareness Day Event and the free tax preparation services
         available through the Prosperity Centers in Miami-Dade County.
         The Coalition partners participated in 12 Open Enrollment Day events (OEDs) in Miami-Dade County. They
         provided free tax assistance at the workplace during office hours in Jan.-March 2011. They offered an array of
         services including free tax preparation services, economic benefit screenings, healthcare access, financial
         literacy, home buying counseling and FAFSA.
         In partnership with Miami-Dade College and Single Stop USA, the Coalition operated two sites at two Miami-
         Dade College campuses. These sites are offering more services than the traditional VITA sites. The college
         students and their families would get a variety of services, public benefits screening, legal counseling, financial
         aid, financial literacy, and tax preparation services. The College financial office referred the students, who are
         applying for FAFSA to visit the VITA site and get their returns prepared by VITA volunteers.

        For the 2011 filing season, two permanent sites and one mobile site with a core of twelve volunteers and about five
        additional greeters, completed more than 1111 returns, assited nearly 1200 taxpayers (1.609 million in refunds) and

         Filing Season 2011 - The Coalition promoted 18 VITA sites in Palm Beach County which prepared over 9,700 tax
         returns with an efile rate of approximately 97%. Used the countywide 211 system to help advertise the services.
         United Way of Palm Beach County received funding from Bank of America, Wachovia Bank, the Board of County
         Commissioners, and the Walmart Foundation.
         The coalition continued to provide services to taxpayers with disabilities, including locating three sites at agencies that
         serve the disabled and providing targeted services at the Deaf Services Bureau with sign language interpreters.

    h Outreach Strategy: The coalition promotes awareness and increases the understanding of the EITC and
        CTC programs through an ongoing and coordinated marketing campaign. The coalition will continue to use
        the 2-1-1 phone service that provides information concerning the tax free preparation program and is used to
        schedule appointments. The coalition distributed over 120,000 payroll inserts to increase public awareness
        of the tax program. The Prosperity Campaign of Pasco County was awarded the VITA Grant for the third time
        which allowed us to purchase additional laptops, expand our outreach efforts in the community and
        reimburse the volunteers for travel and supplies.


    h Tax Preparation Strategy: The coalition provides free income tax preparation in partnership with VITA and
        AARP Tax-Aide programs. The coalition continually evaluates the need for additional sites and maintains an
        on-going recruitment campaign for volunteers. The coalition has approximately 150 volunteers with a 95%
        retention rate for returning volunteers. Volunteers also prepared returns in the evening at Title I schools. This
        year the coalition partnered with Sun Coast Federal Credit Union.

    h Asset-Building Strategy: The coalition developed a three-year strategic plan that will be used to promote
        financial education and asset-building. Partners of the coalition provide credit counseling classes, home
        buyer assistance programs and conduct FEAB workshops. The Prosperity Campaign was awarded grants
        totaling $19,000 from Bank of America, Wachovia and Exxon Mobile to assist in promoting financial
        education in Pasco County.

      During the 2011 filing season, 13 VITA sites throughout Pinellas County prepared more than 3,200 tax
      returns, bringing over $2.3 million through the EITC, over $6 million in total refunds, and almost $1 million
      CTC to the local economy. Pinellas County taxpayers saved over $667,800 in filing fees.
      The USF College of Business internship program offers students seeking to become CPAs credit towards
      their major. Students are required to work 75 hours preparing tax returns. This filing season we had a total of
      25 interns who prepared over 1100 tax returns, which was 39% of all the returns prepared in the county.
      Council Member Karl Nurse aided in creating new marketing opportunities this year for the EITC/VITA
      Campaign. He helped make it possible for WBC to partner with PSTA; PSTA buses now have posters and
      rack cards which will reach many of those who need the free tax preparation service. Councilmember Nurse
      made the necessary connection for WBC stuffers to be included in 90,000 City of St. Petersburg utility bills.
      The Lealman/Asian Neighborhood Family Center offers a Vietnamese financial education class where
      attendees receive a certificate which is recognized by the St. Petersburg Neighborhood Housing Services and
      Habitat for Humanity to help in the purchase of a home.
      The James B. Sanderlin Center VITA team in St. Petersburg which consists of four staff members prepared
      all of the site’s 800+ returns, bringing over $1million through EITC and over $2.2 million in total refunds to the
      local community. This is the ninth year that the Sanderlin Center has participated as a VITA site.
      The Enoch Davis Center has been a VITA site for 19 years! Most of their volunteers have been with the
      program for over 10 years and a few are over 20 years. This site prepares the most prior year and amended
      returns in the county.

        During the 2011 filing season, AARP Tax-Aide operated 10 e-file sites in the county at which volunteers
        prepared more than 7,400 e-filed returns. In its third year of operation, United Way of Sarasota prepared more
        than 800 returns at seven sites (3 of which are new). Volunteer-prepared returns claimed over $8 million in
        refunds including over $1.4 million in EITC.
        United Way of Sarasota County distributed thousands of fliers with EITC and VITA site location information.
        Provided links to the IRS EITC web page and a list of tax sites on the United Way and Sarasota County
        websites. were distributed to Goodwill's retail store customers.

  h Outreach Strategy: This year the coalition again distributed coupons promoting free tax filing through
        county offices, non-profits, faith-based organizations and other locations. Coupons were distributed at the
        Toys for Tots program before Christmas and through the Metropolitan Ministries annual Thanksgiving and
        Christmas food pantries. Additionally, radio advertisements were played on three stations including one
        Spanish language station. Members of the organization distributed EITC flyers to their clientele. E-newsletters
        were sent to various organizations. All marketing continued to include the 2-1-1 phone number so that the
        target audience has a way to find out about services that are offered. Large 2' x 3' posters were placed
        outside convenience stores in neighborhoods which cater to our lower income clientele. Yard signs and
        banners outside free tax preparation locations were used to promote tax filing.

  h     Tax Preparation Strategy: The coalition has a tax preparation partnership with VITA, AARP Tax-Aide and
        Benefit Bank. Each tax site elects the type of tax preparation program they want to use. Currently, Benefit
        Bank sites are a part of the coalition, but not a part of the VITA Program. This year the coalition introduced
        the Beehive mobile van which spent two weeks in the county at a mall, a college and a local business. A
        university requires their college accounting students to volunteer 20 hours at the VITA sites and many
        volunteered more than the minimum. The coalition had volunteers from a credit union and a bank who worked
        at several sites. The coalition partnered with the REI Tour and had a mobile site which traveled to six
        agencies that serve the disability population.

  h     Asset-Building Strategy: Almost 2,300 taxpayers used the supplemental intake sheet provided at the free
        tax preparation sites to request various types of financial education classes and counseling. This represents
        over 58% of the taxpayers who took the time to complete the supplemental form. Those requesting one-on-
        one help were put in touch with one of the 27 coalition coaches that teach financial education courses. The
        supplemental intake sheet also let us know that only 2% of the taxpayers we serve want help in securing a
        bank account. Also, we learned that over 50% plan to use their refund to pay on or pay off debt. The coalition
        supports the Tampa Bay Saves Program. The Go Direct Program is promoted at the AARP, VITA and Benefit
        Bank sites. The Master Money program was started this year with 36 people trained to be financial mentors.
        To date, 75 people have been mentored. We continue to work on the following stategies: 1) Growing the
        financial assistance provided at the time of filing taxes; and 2) Providing financial education activities for youth.

      Tax Year 2010 filing results include 9,397 returns prepared with 1,876 by Benefit Bank, 5,037 by AARP Tax-
      Aide, 2,346 by VITA and 77 by Beehive. There are a total of 37 tax preparation sites in Hillsborough of which
      28 are VITA and AARP and 9 are Benefit Bank. EITC and CTC dollars returned to the county totaled $3.8
      million. Total refunds were over $10.8 million. The e-file rate was 96.5%. Overall, the coalition reject rate was
      less than 5%.
      United Way continues as the lead agency and has a person serving in the position of volunteer coordinator for
      tax preparation as well as financial literacy. We continue to increase efforts in volunteer recruitment. A system
      was put in place this year to allow the volunteers to register directly online through the United Way website.
      The volunteers were also able to indicate where and when they were available to volunteer.
      The Tampa Bay Saves Program, in addition to getting people to open savings accounts, sponsors money
      management classes and financial coaching. Master Money training of financial volunteers has been very
      effective. Volunteers from the coalition worked with Junior Achievement in high schools. The normal five
      session personal financial training program was expanded to six sessions and high school students were
      taught the Beehive program so they could assist fellow students as well as help their families.

      The coalition is gathering information from all of the partners and agencies to compile into a resource guide for
      consumers in the Tampa Bay area.
        We are developing plans to better assist the disabled population by providing a website that allows them to
      easily access help as well as training coaches to assist them in accessing the website database.
