I. The firms shall have establishment and maintenance set up located at Niazamabad SSA.

The firm shall have Solvency certificate from the Bankers for a minimum of Rs. 10 lakhs,

Works Contract Tax Registration, and round the clock contact telephone/ Mobile number.



II. Either (a) or (b)



(a) Registered contractors of BSNL, MTNL in class III category and above.

(OR)



Firms who carried out at least 3 similar works in Central Government, State

Government, Central PSUs/ comprising of EA Set as part of scope of work. Cost of

each work shall not be less than 75% of estimated cost. Also firm’s turn over for the

last 3 years shall not be less than 10 times of estimated amount.



1. Contractor shall submit and confirm:

a. Valid “Chartered Accountant Certificate” and Registration Certificate with attested

copies as applicable along with application on their printed letterheads for purchase of

Tenders.

b. List of Works completed of the requisite magnitude along with attested copies of

certificate, testimonials of their satisfactory completion from the Department concerned

obtained from an officer not below the rank of Executive Engineer.

c. Copy of PAN card.

d. The tenderer shall submit the tenders in two sealed covers marked as cover 1st and 2nd.

The first cover should contain earnest money deposited in the shape of Demand draft/

pay order of a Scheduled Bank or Nationalized Bank / State Bank guaranteed by Reserve

Bank of India drawn in favour of the Accounts officer (cash), BSNL Electrical Division – I,

Hyderabad and the 2nd cover should contain the tender document. In case the first cover

is not annexed or earnest money is not in proper form, the 2nd cover containing tenders

will not be opened at all.

2. Last date for receipt of applications from agencies for issue of Tenders : 08-12-2011.

Conditions and tender forms can be had from this office upto 4 PM on Dt:09-12-2011 on

payment of Rs.573/- (inclusive of all Taxes, Non-refundable) by cash to AO (cash), BSNL

Electrical Division – I Hyderabad.



The tender will be received up to 3 PM on Dt: 12-12-2011 and opened at 3.30 PM on the

same day. In case holiday is declared on the opening day, the tenders will be opened on

the next working day.

3. The firm who quotes on the tender downloaded from the website shall be strictly follow

the following procedure.

i. First envelope shall contain tender application, tender fee(non refundable)in the form of

separate DD, Credentials of the tenderer self attested and certified by any BSNL Executive, if

not certified by BSNL Executive then original documents shall be produced at the time of

opening and EMD in the shape of DD / PO of Scheduled bank. Separate DD should be

attached for tender fee and EMD.

ii. Second envelope shall contain duly filled tender document.

The Name of work, Name of tenderer and last date of receipt of tender should be

mentioned on each envelope. In the absence of which the tender shall not be considered

and unopened tender returned forthwith.



4. The first envelope containing tender fee, attested documents proving fulfillment of

eligibility criteria and EMD in proper form shall be opened first. All originals of eligibility

criteria shall be produced for verification at the time of tender opening.





5. The second envelope shall not be opened in case:

a. Tender fee is not submitted in proper form

b. EMD is not in proper form

c. Firm fails to fulfill eligibility criteria on the basis of document submitted in

the first envelope.

6. If any difference/ discrepancies found between downloaded tender form, any hard copy

issued from division office, the contents in Draft NIT issued from EE(E)’s office will be final

& binding.

7. Tenders received by post or courier shall not be accepted.

Important Note:

1 The prices shall be quoted after taking into account the entire credit on inputs available under the MODVAT scheme introduced

w.ef 1st March 1986 and further extended on more items till date.

2 The firm shall be responsible to see that E.D /Service Tax /Customs Tariff Head shown in the above coloums are correct &

CENVAT credit for the amount shown above are admissible as per CENVAT credit Rules 2004.

3 No concession form except Form -C will be issued by BSNL.

4 Invoice favouring BSNL shall be issued by the supplier indicating ED, service Tax, with documentary proof to avail CENVAT

credit.

5 The rates quoted shall be inclusive of all taxes and duties, inclusive of octroi, entry tax, works contract tax, service tax, APGST / VAT etc.

6 The evaluation and comparison of responsive bids shall be done on the basis of Net cost to BSNL on the prices offered inclusive

of all duties and taxes(but excluding CENVAT able duties & taxes), sales Tax, packing, forwarding, freight and insurance charges

etc., as indicated in the price schedule. Octroi/Entry tax are not to be included in the composite price and hence the same will not

be considered for the purpose of evaluation and comparison of responsive bids. However, Octroi/Entry tax will be paid extra, as

per actuals wherever applicable on production of proof of payment/relevant invoices/documents.

7 If any levy / duty is not payable or documentary proof is not produced, the amount for the same shall be deducted.

8 The firm should quote for each item separately. They should not club the items while quoting.

9 In case of ambiguity, between schedule and specifications, schedule shall prevail. If there is ambiguity between “schedule and

specification” verses IS / BS standards, “schedule and specification” shall prevail.

ANNEXURE – I GENERAL CONDITIONS (A)



1 Methodology

1.1 Electrical maintenance of the BTS Sites as applicable in this contract means that

all Electro- Mechanical Services included in the schedule of work are kept in

healthy and clean condition. Wherever maintenance schedule is prescribed, the

same is carried out and breakdowns are attended to promptly.

1.2 Specific details of Maintenance activities with regard to each service are spelt out

under section pertaining to that service. In case of minor addition / alteration to

the installation the Maintenance of the same shall be done by the firm without

any cost adjustment.

1.2.1 Any defect, shortcoming brought to the notice of BSNL within the first 15 days of

taking over Maintenance by the vendor shall be the responsibility of BSNL.

However, installation is to be taken over for Maintenance immediately after

award of work.

1.3 After the contract period is over the installation has to be duly handed over to

BSNL. The contractor shall be responsible for any discrepancies vis-a-vis the

status of installation at the start of work plus any modification carried out during

the currency of the contract.



2 QUALIFICATIONS

2.1 Persons deployed for Maintenance should posses certificates of competency

issued / recognized by the State Govt. for carrying out required tasks.



2.2 For all services Electrical ITI qualified technician OR any other equivalent

certificate with at-least two years experience.



2.3 For Air- conditioning at least one person should have following qualifications.

(a) Pass in Matriculation.



(b) Must have undergone 18 months refrigerator mechanics OR equivalent

course in a recognized Technical institute, one year apprenticeship in a reputed

firm or organization of Air conditioning and Refrigeration Engineers and one

year experience in air conditioning/refrigeration in skilled capacity OR two

years apprenticeship in a reputed firm of organization of Air conditioning and

refrigeration engineers and one years experience in air conditioning/

refrigeration in skilled capacity OR five year experience in air-

conditioning/refrigeration in skilled capacity

2.4 For EA set



a) For undertaking maintenance of EA sets a minimum qualification of ITI in

Electrician trade or equivalent, from recognized institute with at least two years

experience in the line is required or the persons deployed for maintenance shall

have minimum 3 years experience in the relevant field. It is the responsibility of

the agency to engage skilled persons for carrying mtce 250 hrs/500 hrs service of

E/A sets.



b) The work force shall have knowledge of first aid i/c electrical shock

treatment, attend to fire situation and other emergencies likely to encounter for

such works. The firm shall arrange for familiarization of his team to handle E/A

set services.



3 TOOLS & PLANTS

All tools and plants required for carrying out various tasks relevant to

maintenance have to be arranged by agency at his own cost.

ANNEXURE – II GENERAL CONDITIONS (B)





1. The workers engaged by firm should maintain proper discipline and good

behavior with occupants.



2. The firm shall remove such workers from the site whose behavior is found

improper; Executive Engineer’s decision shall be final.



3. Any damage to the installation(s)/ building during the maintenance period due

to the carelessness on the part of maintenance staff shall be the responsibility of firm

& be replaced/rectified without any extra cost.



4. The agency will provide the workers with necessary T&P, Testing and safety

equipments.



5. Any accident or damage during maintenance will be the responsibility of the

agency and the BSNL will not entertain any claim, compensation, penalty etc. on this

account or on account of non-observation of any other requirement of law relevant

to his work.



6. Agency has to observe all the labour rules and regulations in force and

indemnify BSNL against any claims whatsoever, either from this clause or any other

clause in the contract.



7. Firm shall issue ID card to their workforce whenever they enter premises for

bonafide work. Nobody shall be allowed entry without work and nobody will be

allowed overnight stay without work.



8. Dismantled materials shall be returned to the BSNL except those items for

which the replacement is supplied by the agency.



9. The BSNL reserves the right to carry out any work at the risk and cost of the

agency, if the agency fails to perform any duty as per the contract.



10. The tenderer must obtain himself at his own expense all the information

necessary for the purpose of tendering.

11. Inspect the site and acquaint himself with all the local conditions, means of

access to work and nature of work etc. No claims shall be entertained on this

account.



12. The contractor shall not sublet the work or part thereof. However, service of

specialized agencies for specific work can be obtained.



13. While working inside the premises the agency shall be responsible to provide

necessities to them as per labour law. However existing facilities like water, toilet

and power for bonafide use shall be provided by BSNL. Any workforce not required

for carrying out task shall not be permitted to stay in the premises.



14. The BSNL reserves the right to terminate the contract by giving show cause

notice of one-month duration at any time during the currency of the contract.





15. The BSNL reserves the right to extend the contract for a maximum period of six

months at the same rate and conditions.





16. Firm should have round the clock contact telephone number. In case of

Emergency contractor and authorized engineer supervisor shall be available at

site on short notice from engineer-in-charge and make all efforts to make the

situation normal at the earliest.



17. A complaint book shall be kept up to date at SSA head quarters/Electrical Sub

Division by the firm and the same shall be available for checking and verification.



18. Shut down for maintenance shall be taken with prior approval of the Dept.



19. Firm is responsible to keep workable spares and consumables for due

performance of the contract. For critical spare parts firm shall have arrangement

with dealers for prompt supply.

20. Any material used/replaced by the Firm for the work shall have same

specification. Alternate Make shall be allowed only after prior approval of the

Engineer in charge.

21. Terms of Payment:

21.1 Payment shall be made monthly / Bi-monthly on submission of bill, in

duplicate, as per Performa annexed, by the vendor on its printed letter – head and

verification of the same by BSNL.



21.2 The vendor is entitled to claim monthly payment only when tendered cost

exceeds Rs.25, 000/- (Rs. Twenty Five Thousand only) per month.



22 An abstract of main tests required in respect of each service is annexed herewith.







23. Note:



i. In case of unsatisfactory performance during this period 10 (Ten) percent penalty

of the Bill amount shall be imposed and any deficiency in labour or performance of

maintenance/repair work shall be penalized. Decision of engineer-in-charge shall be

final and binding.

ii. In case of a major accident/loss on account of negligence on the part of the

contractor, the contract shall be terminated and 10% of the estimated cost shall be

recovered.

iii. In case of breakdown calls, if agency fails to send / arrange people within 24 hrs,

then department is at liberty to attend to breakdown and the expenditure incurred

will be deducted from the bills due to the agency.

24. Period of Contract: One year from the date of award letter extendable by

6 (Six) months under the same terms and conditions.



25. Participation of Near Relatives of BSNL Employees in the tenders.

The firm shall certify that there are no near relatives as specified below are working

in BSNL as per the certificate attached in page No.: ___



The near relatives for this purpose are defines as:



A)Members of a Hindu Undivided Family



B) The one is related the other in the manner as father, mother, son(s) & Son’s wife

(Daughter-in-law), Daughter(s) & daughter’s husband (son-in-law), brother(s) &

brother’s wife, sister(s), sister’s husband (brother-in-law).

C) The company or firm or any other person is not permitted to tender for works in

BSNL units in which his near relative(s) is (are) posted. The unit is defined as SSA /

Circle / Chief Engineer / Chief Architect / Corporate Office for non-executive

employees and all SSA in a circle including circle office / Chief Engg. / Chief Arch. /

Corporate office for executive employees (including those called as Gazetted Officers

at present).



26. Earnest Money



26.1 Value



The amount of earnest money to be deposited with each tender is 2% of the estimated cost

put to the tender subject to a maximum of Rs. 2 crores. Earnest money will be acceptable

in the form of CDR/FDR/DD/BG.



26.2 Validity Period



The validity period of the Earnest Money Deposit is kept 30 days beyond the tender

validity e.g. 90 +30 = 120 days, since the tender validity period is 90 days.



27. Extension of Validity



In case, where the letter of award of work cannot be placed within the validity period of

the tender, the BSNL can request all tenderers to extend the validity of their respective

tenders and the Earnest Money deposit by a reasonable period. In such cases, extension of

validity of Earnest Money deposit by 30 days beyond the extended validity date of tender

should also be asked for. While BSNL can make the request for extension, the tenderer is

free to either extend the validity or refuse the request to extend the Validity.



28. Release of Earnest Money deposit



Earnest Money deposit of all unsuccessful tenderers should be released on issue of award

letter to the successful tenderer.



Where the BSNL requests the tenderer to extend the validity of the tender beyond the

stipulated period given in the tender documents, and the tenderer refuses to extend the

validity of his tender, the Earnest Money deposit of such tenderers is returned forthwith.

29 (i) Performance Guarantee



The contractor is required to furnish performance guarantee for an amount equal to 5% of

the contract value in the form of bank guarantee (of a Nationalized / Scheduled Bank in a

standard format)/ CDR/FDR/DD within two weeks from the date of issue of award

letter. The validity period of the performance security in the form of performance bank

guarantee shall be one year from the date of actual completion of work.



(ii) Security Deposit



In addition to performance guarantee stated above, a sum @ 10% of the gross amount of

the bill shall be deducted from each running bill of the contractor till the sum along with

the sum already deposited as earnest money, will amount to security deposit of 5% of the

tendered value of the work.



30. Increase/ Decrease of tendered quantity



BSNL will have the right to increase or decrease up to 25% of the contract value

depending upon the requirement of goods and services specified in the schedule of items

without any change in the unit price or other terms and conditions at the time of award of

contract. In exceptional situation where the requirement is of an emergent nature and it is

necessary to ensure continued supplies from the existing vendors, the purchaser reserves

the right to place repeat order up to 50% of the quantities of goods and services contained

in the running tender /contract within a period of twelve months from date of award of

work at the same rate or a rate negotiated (downwardly) with the existing vendors

considering the reasonability of rates based on prevailing market conditions and the

impact of reduction in duties and taxes etc.



31. Completion of work



The work should be completed as per the time schedule mentioned in the table of mile

stones in proforma of schedules. The work is deemed to have been completed after

successful completion of the initial acceptance testing. However, bill shall be finalized

only after successful final acceptance testing as per the departmental standards by T&D

circle.



32. Extension of time



If the contractor shall desire an extension of time for completion of work on the grounds

of his having been unavoidably hindered in its execution or on any other ground, he shall

apply in writing to the Engineer – in –charge within 30 days of the hindrance on the

account on which he desires such extension as aforesaid, and the Engineer – in – charge

shall, if in his opinion reasonable grounds to be shown therefore, authorize such

provisional extension of time, if any, as in his opinion be necessary or proper.



33. Variation in Excise Duty



i. In case of statutory variation in Excise Duty in respect of EA sets only within the

stipulated date of completion of individual agreement, the same shall be paid or

recovered as per the actuals against documentary proof. However, beyond this

period the department will take advantage of any duty reduction but will not pay

extra on account of duty increase.

ii. Price adjustment provision on account of change in Excise duty shall not apply in

respect of equipment/component of equipment/materials other than EA sets.

33. The Department reserves the right to accept the quantities in full or in parts.



34.



a) Tendered rates inclusive of taxes and levies payable under the respective statutes.

However, pursuant to the Constitution (Forty Six Amendment) Act 1982, if any further

tax or levy is imposed by the Statute after the date of receipt of tenders and the

contractor(s) thereupon necessarily and properly pays taxes or levies the contractor(s)

shall be reimbursed the amount also paid provided such payment if any is not in the

opinion of SE (whose decision shall be final and binding) attributable to delay in

execution of work within the control of the contractor(s).



b) The contractor(s) shall keep necessary books of accounts and other documents for the

purpose of this condition as may be necessary and shall allow inspection of the same by

a duly authorized representative of Government and shall furnish such other

information/documents as the Engineer-in-charge may require.



c) The contractor(s) shall within a period of 30 days of imposition of any further tax or levy

pursuant to the Constitution (Forty Six Amendment) Act 1982 give a written notice

thereof to the Engineer-in-charge that the same is given pursuant to this condition

together with all necessary information relating thereto.



NOTE: No additional condition whatsoever will be accepted for turnover tax/sales tax

on works contract. In case of additional conditions for the payment of such taxes by the

contractor the tender may be liable to be summarily rejected by the accepting authority.

No conditional offer shall be entertained and rejected.

35. Tax and Duties





i. All rates quoted by the firm shall be inclusive of all taxes and duties including Excise

Duty (ED), Education Cess (EC), Central Sales Tax (CST), Entry Tax, Octrai, Value

Added Tax (VAT), WCT, Service Tax etc; as applicable.

ii. Proof of payment/exemption of Excise Duty should be produced along with the bill

raised against supply. In the absence of such proof, no payment shall be made against

supplies.

iii. All statutory deductions shall be made at source and a certificate for the same shall be

issued.

iv. Registration No. for service tax, CST, VAT and excise duty is compulsory.

v. BSNL or any of its officers should not be mentioned as consignees for receipt of any

material at site.

vi. In case of non-payment of any Taxes or Statutory levies (currently in force or prescribed

during the currency of the Contract) by the Agency, the Agency shall indemnify BSNL

against all liabilities i.e. Financial, Legal or of any other nature whatsoever; arising from

such non-payment during currency or after closure of the contract.

vii. The service tax payment voucher from the authorities shall be submitted before the

release of security deposit.





36. Miscellaneous





The firm must meet all statutory obligations towards the labours employed at its

own cost. Nothing extra shall be paid by BSNL to meet the requirements as per

34(a) above.



37. Work / Quantity distribution

a) In case of more than three tenderers participating, Work/ quantities of item of

works will be split amongst the lowest of three agencies who agree to the rates

decided by the Department in respect of 1st lowest in the following manner:



50% to the lowest tenderer and remaining quantities to other two tenderers in

INVERSE RATIO of their Evaluated price.



In case only one of L-2 & L-3 is ready to take up the work at L-1 rates the

distribution of work between L-1 and L-2 or L-3 shall be in the ratio 70: 30.

In case the other two lowest tenderers does not agree to lower the rates as

decided by the department then 100% work should be awarded to the lowest

tenderer.



b) In case three or less tenderers are participating, the work will be split the work

amongst the first two lowest firms, the proportion of work distribution shall be

as follows:



i) 70% to the first lowest tenderer.



ii) 30% to the second lowest tenderer.



In case the second lowest tenderer does not agree to bring down the rates to L1

then 100% work shall be awarded to lowest tenderer

ANNEXURE-III (SCOPE OF WORK & SPECIFICATION - AMC)



Aviation Lamps, E I & Fans



PART-I--SCOPE OF MAINTENANCE:





1. Ensuring that EI installation is always kept in clean, healthy working condition.

2. Attending day to day routine complaints in a prompt and satisfactory manner.

3. Ensuring that no breakdown in power supply takes place and in case it happens,

to take all required steps including contacting supply Co. for earliest restoration.

4. Maintaining the installation i.e. Aviation Lamps, fans, fittings and other

components of the installation in clean condition including proper sign writing.

5. Ensuring that there is no wastage of electrical energy. Details of steps to be taken

in this regard to be worked out in consultation with the maintenance-in-charge.

6. Carrying out minor additions and alterations ordered by Engineer-in-charge.

(Materials required shall be supplied by the Department).

7. Carrying out various maintenance routines and tests as stated in Part-III.

8. Maintaining registers for complaints and test results.





PART-II--TASKS TO BE PERFORMED WITHIN FIRST 15 DAYS:





Following items should be carried out within 15 days.



1. Establish an enquiry office and organize a system with the approval of Engineer-

in-charge so that complaints can be received and attended properly.

2. Measurement of the resistance of Earth stations of EI system and checking of the

continuity of earth conductor. Results to be recorded.

3. Preparing an inventory of materials to be kept at site of prompt maintenance in

consultation with Engineer-in-charge. Material for all the services to be

considered for preparation of inventory.

4. Inspection of Main Board & SDB’s for

a. Any loose/improper connection (no strand cutting for making connection

to be allowed).

b. Improper rating of switches/fuse.

c. Cleanliness.

5. General inspection of EI system to identify shortcoming. Also any other relevant

aspect which may come in the way of proper maintenance should be recorded in

register and also brought to the notice of Engineer-in-charge.

6. Insulation test.

PART-III--MAINTENANCE SCHEDULE TO BE FOLLOWED:

1. Testing of earthing system for earth resistance: After six months of initial testing and

continuity.



2. Inspection of MB & SDB : Every month after initial testing.



3. Insulation test of MB & SDB : After six month of initial testing.



4. Cleaning of fittings Aviation Lights etc. : On regular basis so that installation is

always clean and with soap solution

once in contract period.(In the month of

Feb)



5. Broken/incomplete louvers of fittings, switch plates etc. to be attended at the

earliest.



6. Painting of cable trays , SDB, MB etc. : Once during contract.



PART-IV—MATERIALS:

1. All the materials required for carrying out maintenance including aviation Light

shall be arranged by the contractor at his own cost.

2. Materials required for minor additions and alterations shall be supplied by the

department, however, vendor’s staff will carry out the installation at no extra cost.

PART-I - SCOPE OF MAINTENANCE



1. To ensure that entire system is in proper shape.

2. To carry out testing/inspection as per part-III.





PART-II - TASKS TO BE PERFORMED WITHIN 15 DAYS



1. To inspect the complete system for continuity. Proper contacts.

2. To measure earth resistance of earth stations & Record values.

3. Any shortcoming found should be recorded and brought to notice of Maintenance-

Engineer.





PART-III - MAINTENANCE SCHEDULE TO BE FOLLOWED



1. Inspect installation for continuity and proper contacts - once in a month.

2. Measure earthing values - Once in six-months ( April and October).





PART-IV -MATERIALS

1. All the material required to be arranged by the firm.

ANNEXURE-V FIRE DETECTION





PART-I (SCOPE OF MAINTENANCE)



1. To ensure that complete fire detection system is always clean and in

healthy working condition.

2. To perform tasks subsequent to a real alarm situation as per part-III.





PART-II(TASKS TO BE PERFORMED WITHIN 15 DAYS)



1. Familiarize the maintenance personnel with the Fire detection and alarm

system and their responsibility in consultation with maintenance in

charge.

2. Inspect the complete system for proper functioning. Any shortcoming

noticed should be recorded and brought to the notice of engineer-in-

charge.

3. Finalize detector cleaning and zone testing schedule (refer Section III

below).





PART-III (MAINTENANCE SCHEDULE TO BE FOLLOWED)



1. Check working of F/D system from the control panel on monthly basis.

2. Detectors to be cleaned during April and October months from the outside and

once a year (October) with blower. During this activity system should remain in

working condition.

3. The vendor shall replace the set of batteries once during the currency of contract.

NOTE:-



1. The methodology to be worked out in consultation with Engineer- in-charge as

the same may vary according to number of detectors/zones.

2. In case of fire alarm it is expected that the maintenance person has to

immediately rush to the trouble spot and also inform building in-charge/fire

department. He should also take “First aid” steps depending upon situation.

Specific details for first aid steps to be worked out in consultation with Engineer

in charge and kept on record.

3. In case of persistent problem OR if required by the Engineer-in-charge arrange

an inspection by an expert in the fire detection system for identifying defects and

solutions.

PART-IV(MATERIALS)



1. All material to be arranged by contractor.

PART-V(SPECIAL CONDITIONS RELEVANT TO PARTICULAR JOB/PARTICULAR

SITE)



1. Any addition/alteration during the period of contract shall also be maintained

by the firm and nothing extra shall be payable on this account.

2. Failure of system to activate in the event of smoke/fire will invite action as per

clause 7 of agreement.

1. Keep all the units in clean and healthy working condition.

PART-II -TASKS TO BE PERFORMED WITHIN FIRST 15 DAYS



Inspect all the units for proper electrical connection and installation etc. Any

shortcoming to be recorded and brought to the notice of Engineer-in-charge.



PART-III - MAINTENANCE SCHEDULE TO BE FOLLOWED



1. Cleaning of filters - Monthly.



2. Checking of electrical connections - Quarterly.



3. Servicing of appliance before onset of summer season - February every

year.



PART-IV - MATERIALS



The contract being comprehensive in nature all material required for attending

the fault and breakdown including replacement of parts for restoration of service

including compressor Stabilizer and Sequential Controller will be firms responsibility.

ANNEXURE-VII ENGINE ALTERNATOR SETS

(COMPREHNSIVE AMC CONTRACT)





1 Scope of AMC



1.1 Ensure that the E.A. set installation is kept in clean and healthy working

condition after periodic servicing and testing.

1.2 Carry out various maintenance activities as per manufacturer’s

recommended servicing schedule.





2 Tasks to be performed within first 15 days:





2.1 A joint inspection of SDE(E) / JTO(E) and agency is to be conducted for all

EA sets to identify defects or any short comings and brought to the notice

of Engineer-in-charge. However the agency has to carryout the

maintenance as directed by the Engineer-In-Charge without waiting for

rectification of defects identified in the joint inspection.



2.2 Check the safety devices as well as operating switches and AMF Panel for

their proper functioning. Any defective item to be attended on priority.

2.3 The system should be brought into working condition.

2.4 The persons(s) carrying out AMC should familiarize themselves with the

installation, load distribution and working of E/A set including AMF

panel. The persons(s) should clearly understand the requirement of

Department for watch and to keep various parameters in permissible

limits and responds to various alarms.

2.5 E/A set capacity vis-à-vis the loads being supplied should be checked to

ensure that there is no mismatch.

2.6 Check the earthing system for proper values. The results of inspection as

above should be recorded in register and brought to the notice of

Engineer-in-charge.

2.7 Yearly Test Schedule to be carried out before taking over the maintenance.

2.8 After rectification of defects, the agency will be responsible for carrying

out maintenance as per the schedule and attending to the emergency calls

of Building in-charge/DE/SDE(E)/JTO(E) and rectify any problems.

2.9 Subsequently, the agency will be responsible for all rectification,

replacement, calibration and testing and hand over the installation to the

new agency in healthy condition. In case the same agency continues for

AMC of E/A set, the agency will carry out these activities as per the

maintenance schedule.



3 Maintenance schedules to be followed.



The agency will carry out periodic maintenance of E/A set as per the enclosed

maintenance schedule and maintenance schedule recommended by

manufacturer. The agency will be responsible for proper working of safety

devices and alarms.



4 Materials





All material, labour including specialized work force, consumables, (except

diesel) and replacements required for comprehensive maintenance of EA set

is the responsibility of the firm.
