Program Information:
The Bachelor of Science in Health Systems Management (HSM) program is delivered in a
weekend format with courses offered on Saturdays and Sundays in Fall, Spring and Summer
semesters. Students must take 42 credits of program courses in order to claim the major in a
120-credit Bachelors degree program. The University of Baltimore is an upper-division
university that accepts undergraduate students in the junior and senior year. As such, students
from accredited community colleges with 56 credits can transfer directly into this program.

Curriculum Description:
The curriculum has been developed in accordance with the recommendations of the Accrediting
Commission on Education for Health Services Administration (ACHESA). Courses are offered
in the areas of Health Care Management, Health Policy, Epidemiology, Health Care Law, Health
Planning and Evaluation, Economics, Financial Accounting among other subjects along with
electives in related subject areas. The program provides an excellent understanding of the
organization, financing, and delivery of health services in modern, integrated health care
systems.
Admission Procedures and Requirements:
Students with an Associate Degree or 56 transferable credits may be accepted into the program.
Registered Nurses (RNs) and Radiologic Technologists (RTs) who are licensed in Maryland are

Opportunities for Financing Education:
Students are eligible for the full complement of Federal aid programs. Moreover, State
scholarships are available to Maryland residents through the University of Baltimore Financial
Assistance Office. Complete information can be obtained by calling 410.837.4763 or by
accessing the financial office website @ www.ubalt.edu/financialaid. Tuition at the University of
Baltimore is considerably less than most private schools and may state schools.
Opportunities After Graduation:
There are more than 170 alumni and there are typically between 85-95 students enrolled each
semester. Alumni are employed in a variety public, private, and non-profit health settings,
including hospitals, long-term care facilities, public health agencies, and insurance companies in
the mid-Atlantic region. The program is committed to maintaining contact with its alumni and
assisting them with post graduate career advice as well as advice about further professional
education. Moreover, a wide variety of high-quality career services are provided through the
Career Center of the University (www.ubalt.edu/careercenter/) throughout the year.
Faculty Information:
The program is directed by John J. Callahan (Ph. D., Syracuse University). Full-time faculty
include Kathleen Galbraith (Sc.D., Johns Hopkins University) Alan Lyles ( M.P.H., Sc.D., Johns
Hopkins University), Margaret Gillingham (M.S., Carnegie Mellon University), Lorenda Naylor
(Ph.D., American University) as well as additional full-time faculty to be added in the Fall of
2005. High quality adjunct faculty from the Center for Medicare and Medicaid Services (CMS)
and the Maryland Health Services Review Commission (HSRC) also teach in the program
