1. Purpose of Report
1.1. To advise the Working Party of petitions received since the meeting on 22 June
2006.
2. Recommendation
2.1 That the petitioned requests are noted and that further appropriate
consideration (if necessary) is given when the locality is reviewed under
the Local Transport Plan or other Strategies noted in the report.
3. Background
3.1 The standard format of the report is:
New petitions received are noted in the body of the report, with officer
comments and recommendations.
Petitions previously reported for the current Municipal Year (2006/2007) are
given at Appendix 1;
Outstanding petitions for previous years are reproduced at Appendix 2; and
Petitions actioned since May 2000 are given at Appendix 3.
3.2 The following table lists the petitions received since the last report.

4.1 Parents are concerned about the speed of drivers and their lack of
consideration of parents and children wanting to cross the road at the Zebra
Crossing on Hamstel Road outside the schools. Parents report drivers failing to
stop when there are people on the crossing and even when there is a School
Crossing Patrol in attendance. Concern is also expressed about problems for
parents and children crossing Poynings Avenue at its junction with Hamstel
Road.
4.2 The concerns of parents are noted. It is suggested it would be appropriate for
this petitioned request be considered under the Local Transport Plan Safer
Journeys to School programme in conjunction with the school travel plan in the
future. Since the receipt of the petition a new School Crossing Patrol officer has
been recruited. There have also been verbal reports of accidents and near
misses. These will need to be investigated when the Police accident data is
available and if necessary the priority for an accident remedial measure will be
reassessed.
5 Corporate Implications
Resource Implications (Finance, People, Property).
5.1 The only resource implications of this report is staff time for the continued
consideration, investigation and tracking of petitioned requests.
Contribution to Council’s Vision & Critical Priorities
5.2 Petitioned requests only proceed to implementation with funding where they are
consonant with or promote the Council's Vision and Critical Priorities; chiefly
implementing the Local Transport Plan and seek to improve Customer
Satisfaction. Where funding might be proposed from a non-Council source a
proposal would only proceed to implementation if at the least it would be likely to
contribute to customer satisfaction.
Consultation
5.3 Petitioned requests arise from Council interaction with residents. Where matters
are recommended for implementation there are generally requirements for
statutory consultation procedures.
Equalities Impact Assessment
5.4 The highways and traffic policy, design and construction service will have an
Equalities Impact Assessment during October and November as part of a
corporate initiative. Any lessons learnt will be put into place for individual
projects.
Value for Money
5.5 Petitioned requests only proceed to implementation with funding where they are
consonant with or promote the Council's Vision and Critical Priorities; chiefly
implementing the Local Transport Plan and seek to improve Customer
Satisfaction.

Community Safety Implications
5.6 The priorities for Local Transport Plan funding, if applicable to a petitioned
request, include community and road safety and will be considered both during
prioritisation and as part of the design process.
Environmental Impact
5.7 There is no Environmental Impact related to this report. Where petitioned
requests proceed to implementation Environmental Impact will be considered as
part of the design process.
6 Local Transport Plan, and Traffic Management duties
6.1 The petitioned request(s) will, as appropriate, need to be considered in the
context of the Council's Local Transport Plan Policies as noted above.
6.2 The Community Safety impact of any detailed proposals brought forward for
consideration will need to be considered as part of the Council's duty under the
Crime and Disorder Act.
6.3 The congestion effects of the any detailed proposals brought forward for
consideration will need to be considered as part of the Council's duty under the
Traffic Management Act.
7 Conclusions
7.1 It is suggested that Members note the petitioned request(s) and that further
appropriate consideration given or action taken as noted above.
