ITEM MINUTES
DISCUSSED ITEMS
1. In 1974 OMBAC moved Over the Line from Mission Beach to Fiesta Island.
2. In 1992 the acreage of the event was increased to 40.1 acres total. 50 courts are now
needed to host the event (only 40 were accommodated in the master plan).
3. In 2004, the typical $4,000 fee the City of San Diego charged increased to $12,000.
4. OMBAC offset this by collecting a $60 Parking fee for RV use to cover the premium on
the $2 million insurance policy.
5. In 2006 the Public Safety fees to the city increased to $41,000 for traffic control and other
emergency related services.
6. In 2006, OMBAC started using the fenced Off-leash area for special parking, which can
handle up to 2,000 cars. The question was asked if OTL parking affected Off-Leash
fenced area users?” OMBAC responded that although less in number they are still
present during the event.
7. The requirements of OTL are 50 courts and 40 acres total area. An RV parking area of
approximately 150’ x 2,600’ is used. 200 car parking spaces are reserved for members.
Approximately 750 to 1,000 additional spaces are accommodated along the parking
areas adjacent to the shoreline around the southern end of the island.
8. A 2” potable water line exists around the OTL area that OMBAC installed.
9. The solar orientation of the courts must be North to South to avoid injuries. The
announcers stand should have their back to late day sun.
10. Permanent volleyball posts should not conflict with pedestrian areas or OTL court use. If
they exist, they need to be in the peripheral areas. The demand does exist, however, a
combination of permanent and temporary should be considered.
11. Concessions stands would be of no benefit to OTL. Permanent restrooms would be
closed during events and also of no use.
12. The dunes and mounded areas are very helpful in controlling access to and from the
event. Proposed topography change is welcomed in proposed concepts.
13. Traffic control is effective, only problematic when no control is present. There is currently
no traffic managed light control at Sea World Drive and East Mission Bay Drive during
OTL.
14. There are approximately 200 teams that participate in Jr. OTL.
15. In summary, OMBAC would prefer to stay in their current location since they are
dependant upon the parking and the funds that this raises. Also, the orientation and the
size of the proposed location will not work for them. Finally, the current location needs to
have some adjustments but can survive without much more. They do not need
bathrooms, concession buildings or other items that they are currently responsible for
bringing to the even anyway.
