ABOUT THE EMPLOYER
Arapahoe County, Colorado, the state's first county and one of the largest with a
population of more than 550,000 is looking for an exceptional candidate to join the
County's HCDS division as a Community Development Administrator.
Arapahoe County spans 806 square miles and is a land of contrast. The western part
of the County is mostly urban with residential, retail, office and industrial areas,
while the eastern portion is relatively rural. Littleton, along with Sheridan,
Englewood, Aurora, Foxfield, Glendale, Cherry Hills Village, Columbine Valley, Deer
Trail, Bow Mar, Greenwood Village, Centennial and Bennett make up the 13
incorporated communities of Arapahoe County.
There are nine school districts within the County and more than 350 local
improvement and service districts. School districts include Bennett, Strasburg,
Englewood, Sheridan, Cherry Creek, Littleton, Deer Trail, Byers and Aurora.

GENERAL STATEMENT OF DUTIES
The Community Development Administrator administers, provides technical
knowledge and monitors Community Development Block Grant (CDBG) and HOME-
funded projects for Arapahoe County Government. Ensures compliance with Federal,
State and/or County regulations.
EXAMPLES OF DUTIES

Provides guidance to grant recipients to ensure that regulations are understood and
followed to fulfill agreements between the County and various grant recipients.
Resolves grant recipient concerns and communicates grant recipient concerns to
Division Manager.
Develops and generates various reports for the U.S. Department of Housing and
Urban Development (HUD), to include the Five Year Consolidated Plan, the One Year
Action Plan, and the Consolidated Annual Performance Evaluation and Report.
Ensures reports for the U.S. Department of Housing and Urban Development (HUD)
are accurate, representative, and timely.
Administers the city of Centennial CDBG program in tandem with the County
program, including periodic updates to city council.
Administers the HOME Investment Partnerships Act program.
Provides technical and monitoring assistance to Community Housing Development
Organizations.
Coordinates with project recipients and directs grant compliance monitoring activities
to reflect regulatory compliance and timely, accurate and representative reports as
required by HUD.
Coordinates with the Division Manager to complete the annual Community
Development Block Grant application process.
Negotiates and prepares sub-recipient agreements to clearly specify what activities
are eligible grant activities and to ensure that the agreements are in sufficient detail
to enable the effective measurement of performance.
Supervises program planning, development and implementation.
Supervises the preparation and processing of financial documents such as payments,
invoices and reimbursements associated with the program.
Prepares and processes financial documentation associated with the program and
participates in the audit process.
Reviews and evaluates funding infractions and makes recommendations regarding
corrective actions to the Division Manager.
Reviews HUD policy/guidelines and issues opinions.
Facilitates the Urban County/HOME Consortium renewal process.
Reviews and develops grant applications, responds to grant eligibility and compliance
questions and recommends projects on the basis of meeting H.U.D.'s National
Objectives and expressed needs. Presents grant administration and project
information to the Board of County Commissioners in study sessions and public
hearings, as well as Centennial city council meetings.
Works with the Division Manager, Monitoring Specialist and sub-recipients to
complete site visits, verify reimbursement requests, and resolve monitoring findings
toward the goal of successfully completing the program's objectives.
Conducts environmental reviews for projects, including determination, review,
clearance, required publications, and release of funds.
Assists Division Manager with special related projects.
Works within the community to identify and implement projects or programs.
Maintains working knowledge of HUD specific software and other software pertinent
to program operations, including HUD’s Integrated Disbursement and Information
System (IDIS)
Performs other duties as assigned.
REQUIREMENTS:
Education:
B.A. in Public Administration or a related field, such as Planning, Economics, Non-
Profit Management, or Community Development.
AND
Experience:
Five (5) years of experience in housing and community development administration.
OR
Any combination of education and experience that satisfy the requirements of the
job.
To be successful on the job you will have these required Knowledge, Skills,
and Abilities:
Knowledge of grant-funded programs; i.e., performance and regulation orientation to
successfully meet the conditions/requirements of a given grant.
Knowledge of fiscal practices and procedures (i.e., budgeting, accounting and
purchasing procedures).
Public relations skills which result in the facilitation and enhancement of
private/public sector collaboration.
Knowledge of computers and commonly used computer software (i.e., word
processing, spreadsheet and database programs).
General knowledge of standard construction documents.
Ability to communicate effectively, both in oral and written form.
Ability to monitor and direct housing programs.
Ability to provide training to, and communicate with project recipients enabling them
to meet the terms of their respective agreements with the County within the context
of the regulations governing each project.
Knowledge of HUD Davis-Bacon labor regulations.
Knowledge of HUD Fair Housing standards.
Knowledge of HUD Economic Development regulations.
Knowledge of HUD Minority contracting regulations.
Knowledge of HUD housing rehabilitation programs.
Knowledge of Federal procurement guidelines.
SUPPLEMENTAL INFORMATION
Complexity/Responsibility:
Work is characterized by a variety of complex Federal, State, and County rules and
regulations; operating programs on the basis of reports which require the analysis of
fact to determine course of action. A thorough understanding of housing and
community development policy is needed in order to effect appropriate system wide
enhancements.
Scope of Interpersonal Contacts:
Contacts are with superiors, subordinates, elected officials, vendors, and the
community. Contacts require the ability to exercise a high degree of interpersonal
skills to influence persons at all levels and enact the goals and objectives of the
Division. Incumbent is accountable for the results of the contact.
Work Environment:
Work is usually confined to a standard office setting with occasional observational
trips into the field.
Physical Demands:

position.
Stands or walks up to 20% of the time respectively, sits 80% of the time.
Occasionally climbs, stoops, kneels, balances, and crouches when moving about in
the field or office.
Constantly involved in auditory and oral interaction both interpersonally and through
communication devices.
Eye, hand, and finger coordination enabling the operation of automated office
machinery.
Visual capacity enabling the operation of automated office equipment.
Occasionally: Activity exists less than 1/3 of the time.
Frequently: Activity exists 1/3 to 2/3 of the time.
Constantly: Activity exists more than 2/3 of the time.
FUNDING RESTRICTIONS:
This position is funded entirely by grant monies and is therefore susceptible
to the monetary fluctuations inherent in grant funded programs. The County
is in no way responsible for the monetary maintenance or subsidization of
this position in the event of decreased grant funding.
