Anderson County CH95 Station Manager
1. Job title: Ch95 Station Manager
2. Definition: The Ch95 employee will oversee the operation of the educational and
governmental cable television channel in Anderson County called Ch95. The employee will be
responsible for the production and broadcast of live, recorded and text video productions, video
production, program development, facility design, scheduling and repair/maintenance
management for Ch95. This position requires a high level of expertise and the ability to operate
independently. The employee must stay current with a constantly changing industry including
technology, equipment and FCC rules and regulations. The employee is responsible to the
Director of Technology for the Anderson County School District for day to day operations and
supervision but will be directly responsible to the oversight committee for Ch95.
3. Equipment/Job Location:
a. The employee must be able to set up, test, operate and trouble shoot all equipment used for
the video production and post-production of all local programming for cablecast as dictated
by the limitations of the County's production equipment. The employee must also have the
ability to safely operate a motor vehicle as well as modern office equipment, including a
personal computer, calculator, fax machine, copier and multi-line telephone system.
b. The primary job location is at the Office of Technology; however, the employee will be
required to work at a variety of interior and exterior locations for the production of live or
recorded programming and / or other video projects. Interior locations on county property
will be smoke-free.
4. Essential Functions of the Job:
a. Provides primary staff support to the partners of Ch95.
b. Supervises and is responsible for the satisfactory broadcast of the meetings of City Council,
Commissions, committees and special events of the cities, county, and Anderson County
Schools. (This does not mean the Station Manger will be responsible for recording all
meetings.)
c. Directs the operation and production of appropriate programs for use on Ch95.
d. Serves as the primary producer, director, writer, videographer, graphics artist, and post-
production editor for Ch95. Work must be completed within time and funding allocations
and be of high caliber.
e. Experience generating original content related to but not limited to community and
governmental events and proceeding.
g. Oversees the acquisition, scheduling, security, and inventory of all equipment purchased by
Ch95.
h. Supervises the training and assignments of all future Ch95 employees.
m. Maintains library of video tapes produced by Ch95 or acquired by various city, county, and or
school departments and maintains appropriate cataloging, storage, and check-out procedures
to insure the proper retention and utilization of all media.

n. Effectively supervises the handling of citizen complaints regarding cable services, including
investigating the complaints, negotiating their resolution and the maintenance of complaint
records.
o. Coordinates cable construction and installation of services (with Comcast) for Ch95.
p. Develops and publicizes, as far in advance as practical, a programming schedule/guide for
Ch95.
q. Designs, installs, operates, maintains, and repairs technical video and audio production, post
production and broadcast equipment for Ch95; interprets and applies engineering data;
installs cameras, videotape recorders, routers, switchers, editors, character generators, audio
mixers, television monitors; calibrates cameras, switchers, digital video and audio amplifiers;
operates specialized test equipment.
r. Serves as the personnel support staff for the Ch95.
s. Prepares and provides annual reports related to the activity of Ch95.
5. Additional Examples of Work Performed:
a. Performs other duties and special projects as assigned.
6. Required Knowledge, Skills and Abilities:
a. Bachelor's Degree from an accredited college or university in the area of Television
Production, Programming and / or a related field required.
b. Minimum five years of full-time paid employment in professional television production.
c. Must have the legal authorization to work in the Unites States of America.
d. Must possess a driver’s license valid in the State of Tennessee with the ability to safely
operate a motor vehicle.
e. Must not have been convicted of or pleaded guilty to or entered a plea of nolo contendere to
any felony charge or to any violation of any federal or state laws or city ordinances relating to
force, violence, theft, dishonesty, gambling, liquor, or controlled substances. Finger printing
will be required before the first work day.
f. Ability to operate various video cameras as necessary.
g. Possesses strength, dexterity and the ability to setup, test, operate and break down
equipment required for the production of television programs.
h. Ability to timely develop, write, edit, direct and produce accurate and interesting live, tape
delayed, and pre-produced television programs.
i. Experience scheduling 24 hour programming with the use of automation hardware, including
a Leightronix Nexus unit and computer graphics for production.
j. Highly proficient in a Windows computer operating system environment and computer
automated television playback formats.
k. Ability to install, locate, and remove mobile television equipment at indoor and outdoor
locations with the ability to lift and carry 50 pounds of electronic equipment.
l. Ensures continued compliance with FCC Rules and Regulations and an updated knowledge of
a constantly changing industry by participating in related continuing education and
conducting research as needed.
m. Must possess excellent communication skills both oral and written.
n. Ability to train, motivate, supervise and discipline subordinate employees in the future.
o. Ability to establish and maintain effective working relationships with members of the public,
commission members, department heads, schools, and co-workers.

p. Daily schedule will be 8:00am-4:00pm under normal working conditions. However, the
ability to work variable hours including evenings, weekends and holidays will be necessary for
special events and / or meetings.
q. Ability to perform a variety of tasks simultaneously or in rapid succession, despite
interruptions.
r. Ability to report for work on time and perform job responsibilities in a timely manner in
order to meet scheduled deadlines in stressful situations.
s. Physical and mental ability to work independently and confidentially.
t. Must agree to and sign an Assignment of Copyright form, which assigns the copyright for all
work done as a Ch95 employee to the Ch95 Board of Directors.
u. Must abide by all copyright laws and Ch95 policies (developed by the Ch95 Board of
Directors) throughout all productions.
v. Ability to work with middle and high school students in the video production and editing
process.
w. Knowledge and experience in streaming video content over the internet to use for broadcast.
x. Experience developing local programming including news and third-party programming.
