60 OVERHEAD / CREWS

The Northern Great Plains Interagency Dispatch Center also known as Great Plains
Center (GPC), manages personnel from:

   A. Black Hills National Forest (SD and WY) and Job Corp (SD)
   B. Nebraska National Forest and Grasslands (NE and SD), Nursery and
   Job Corp (NE)
   C. South Dakota State – State Division of Wildland Fire Suppression, Volunteer Fire
   Departments, State Parks, National Guard, and Department Of Corrections

   D. Wyoming State Forestry, Weston, and Crook Counties (WY)

   E. National Park Service (SD, NE and WY) - Parks, Memorials, Monuments, Scenic
   Rivers, and a Fire Use Module (FUM)

   F. Bureau of Indian Affairs (SD, NE, ND) – Agencies and Area Office
   G. Fish and Wildlife Service (SD, NE, ND) - Offices, Refuges, Hatcheries, and
   Wetland Management Districts

   H. Veterans Administration (SD) - Ft Meade, Black Hills Health Care System
   I. Various Administratively Determined (AD’s)
   J. Bureau of Land Management (SD) - Initial attack use and support on a day-to-day
   basis as needed, per agreement. Miles City Dispatch is notified when Fort Meade
   BLM IA resources are utilized.

All requests for fire or all risk will be made through the Northern Great Plains
Interagency Dispatch Center. The objective is to:

      1. Mobilize closest available resources, and not compromise minimum initial
      attack capabilities.

      2. Respond to and manage incidents according to objectives and parameters set
      by unit line officers.

All Personnel dispatched for fire from Northern Great Plains Dispatch Zone will follow
NWCG Standards. Personnel requested for other Types of Incidents, will be informed
of necessary equipment.

62 CREWS AND FIRE USE MODULES

GPC dispatches for the Tatanka IHC Type 1 crew, Type 2 crews, Camp crews and Saw
crews.

All Type 2 Crew names will have the sequential number after the name. For example,
Black Hills Interagency IA Crew 2 will be known as Black Hills Interagency IA #1, the
next Black Hills IA #2, etc. For example, if the Black Hills had 8 IA crews, the last
crew’s number would be Black Hills IA #8. An exception for sequential numbering is
made for the SDS Black Hats and the Bear Mountain Crew, which are full-time
organized crews.

The Bureau of Indian Affairs as well as the Black Hills National Forest Job Corps and
the Nebraska National Forest Job Corps may have camp crews available for
assignments. Native American Crews will be available through the Cheyenne River
Agency, Lower Brule Agency, Pine Ridge Agency, Rosebud Agency, Sisseton Agency,
Standing Rock Agency and Winnebago Agency. Whenever BIA Crews (Type 2) are
dispatched outside of the Rocky Mountain Area, one crew representative will
accompany two crews. If within the Rocky Mountain Area, a crew representative will be
a negotiated decision. It is the agencies responsibility to find a crew representative.

A hand crew may be available from the National Park Service, from those parks located
within our zone of influence.

The South Dakota state fire crews are the Black Hats and the Bear Mountain crews and
are full time organized crews. The South Dakota Department of Corrections Inmate
crews are available only in the state of South Dakota unless approved by the Governor.
Confirm with Incident Command authority that Inmate crews are acceptable prior to
ordering.

      NOTE: Units are required to submit a Passenger and Cargo Manifest form to
      GPC when a crew has been assigned to an incident.

The Wyoming Honor Conservation Camp or Department of Correction may have up to
Type 2 crews. The Smoke Busters are dispatched through the Casper Interagency
Coordination Center in Casper, WY, and the Wranglers are dispatched through the
Cody Interagency Dispatch Center in Cody, Wy. For incidents within Crook and Weston

counties in the Great Plains Zone, to obtain these crews, order through Great Plains as
they will have direct access for both crew through Casper and Cody.

      62.1 Interagency Crews

             62.1.1 Tatanka IHC, Type 1 Crew

             Crew is located south of Custer, SD and is available from May thru
             September.

             62.1.2 Black Hills Interagency Crew

             Twenty-person crews can be made up of Forest Service, State, Fish and
             Wildlife, National Park Service, Bureau of Indian Affairs and other
             Cooperators.

             Contacts: Dispatch will be informed when a crew is available. An FMO or
                       other designated person will be responsible for filling a crew and
                       letting Dispatch know about the crews availability and manifest.

             62.1.3 Job Corps Centers

             Job Corps Centers are part of the Department of Agriculture. Box Elder
             Job Corps is located near Nemo, SD and Pine Ridge Job Corps is located
             near Chadron, NE.

                    62.1.3.1     Box Elder Job Corps Center

                    Three to four 10-person camp crews with transportation are
                    available for dispatch. Job Corp members receive fire training
                    annually in the spring, with additional training later in the season.

                    Crews can be in Rapid City within 2 hours of call.

If the Box Elder crew will not be returned to the Center by 1730, the
Box Elder Job Corps Center must be notified by 1700 so meal
arrangements can be made for a later time. If the center is not
notified of their late arrival, the crew will have to be fed prior to
returning them to the Box Elder Job Corps Center.

62.1.3.2      Pine Ridge Job Corps Center

Two 10 person camp crews with transportation are available for
dispatch. Nebraska National Forest works with Pine Ridge JCC to
fill hand crews as needed. Crews are generally dispatched with
lunches and transportation, unless otherwise specified.

Crews can be in Rapid City, SD within 3 hours of call.

South Dakota State Division of Wildland Fire Suppression hosts two
organized Type 2 hand crews, the Black Hats and the Bear Mountain
Crews. In addition, the Department of Corrections has two-to-four hand
crew available.

    Forest, Nebraska National Forest, South Dakota State Division of Wildland Fire
    Suppression, Wyoming State Forestry, Weston County WY, Crook County WY,
    National Park Service, Bureau of Indian Affairs, National Fish and Wildlife
    Service and Casual Hires (AD’s).
