On Creation Of

The Internal Technical Control System Of

The “Grid” Business Unit

In accordance with the Rules of Interaction Between the Department for Technical Audit And
General Inspection Of The Corporate Center of RAO UES of Russia And The Department Of
Technical Inspection Of JSC UES FGC during Reforming of RAO UES of Russia Holding
approved by Order No. 707 of RAO UES of Russia on 2.12.2004 "On Transfer Of Functions Of
Technical Inspection For Service Of Distributive Networks to UES FGC within the framework
of realization of the "UES FGC Technical Inspection Reforming" Project (hereinafter referred to
as the Project of Reforming) approved by decisions of the Management Board of UES FGC
(Minutes No. 204 of 12.10.2005) and meeting of the Advisory Council of the Project of
Reforming of the Operational, Technical Service and Repairs System of UES FGC (Minutes No.
60 of 24.04.2006),
the following shall be performed:
1. To create multilevel system of the internal technical control in the "Grid" Business Unit of
RAO UES of Russia (hereinafter referred to as BU Grid) with precise division of functions and
responsibility.
2. To approve the "Regulations for the Internal Technical Control System in BU Grid
(hereinafter - the Regulations) in accordance with appendix 1.
3. To approve type regulations for the technical inspection of the UES FGC branch - ETS
(Electric Transmission Systems), IDGC (Interregional Distribution Grid Companies) in
accordance with appendix 2.
4. To assign functions of methodological maintenance and efficiency estimation of the Internal
Technical Control System in BU Grid to the Technical Inspection Department of FGC UES
(Chichinskiy M.I.).
5. For the Department of Technical Inspection of UES FGC (Chichinskiy M.I.) - to assign since
17.07.2006 to UES FGC branch - ETS (hereinafter -ETS) the functions of the technical control
of operation, professional safety, industrial, fire and environmental safety at UNPG facilities.
6. For JSC UES FGC - to assign IDGC since 17.07.2006 the function for technical control of
operation, professional safety, industrial, fire and environmental safety in the distribution
network companies of JSC UES of Russia performed by branches of JSC UES FGC - Regional
Technical Supervision Centre (RTSC).
7. For the Department of Technical Inspection of JSC UES FGC (M.I. Chichinskiy), for the
Governance Centre of the Interregional Distributive Complexes of JSC UES FGC (A.A. Demin)
jointly with directors of branches of JSC UES FGC - RTSC (hereinafter - RTSC), general
directors of ETS and IDGC in a fortnight's term to coordinate the amount and to specify lists of
RTSC employees who are subject to translation to ETS and to IDGC.
8. To the Governance Centre of Interregional Distributive Network Complexes of FGC UES
(A.A. Demin) to provide performance of the uniform technical policy and methodical
management of IDGC in the field of accident-free work, professional safety, industrial, fire and
environmental safety.
9. For Director for organization of manufacture of UES FGC - D. Curland, for the Department of
Technical Inspection of JSC UES FGC (M.I. Chichinskiy) for the purpose of maintenance of
coordination and uniform methodical management of internal technical control system of UB
Grid:
9.1. In a 2 week's term to complete, coordinate and submit for approval in accordance with the
established procedure the normative documents on the internal technical control system
organization, including:
- Typical regulations for the occupational safety and reliability service (OSRS) of the Branch of
JSC UES FGC - electric grid enterprises (EGE) , Elektrosetservis, Maintenance and Repair (MR)
of ETS and DGC;
- Main principles of industrial inspection in branches and divisions of the organizations
subordinated to BU Grid;
- Main principles of self-checking in branches and divisions of the companies subordinated to
BU Grid.
9.2. Up to 1.09.2006, jointly with the Information Management of JSC UES FGC (A.G.
Chernov), Governance Centre of the Interregional Distributive Network Complexes of JSC UES
FGC (A.A. Demin) to develop the Standard for the Information Interchange between structural
divisions of the executive body of JSC UES FGC (Department for the Technical Inspection,
Governance Centre of the Interregional Distributive Network Complexes) and divisions of the
technical inspections and internal technical control of various levels in BU Grid with type
accounting forms of the information representation. To present proposals on inclusion of the
respective alterations and additions to the acting corporate rules of information exchange
between divisions of the CC, RMC, BU, ADC of RAO UES of Russia.
10. For General Directors of branches of JSC UES FGC - ETS, for General Directors of IDGC:
10.1. To provide approval, up to 15.07.2006, in accordance with the established procedure, of
structures and lists of staff of technical inspections of ETS, IDGC with its subordination directly
to General Director of the company.
10.2. On the basis of the approved basic documents on the organization of the system of internal
technical control (appendix 1, 2) and typical documents listed in Item 9.1 of the present
instruction up to 20.07.2006 to develop and approve in accordance with the established
procedure the positions, duty regulations, rules and other internal normative documents on the
organization of work of technical inspections and internal technical control.
10.3. Jointly with directors of branches of UES FGC – RTSC, to provide employment of persons
from branches of UES FGC - RTSC to created divisions of technical inspections in conformity
with lists coordinated by the department of technical inspection, Governance Center of IDGC,
RTSC, ETS and IDGC.
10.4. After approval of organizational structures and lists of staff, to submit for approval, in
accordance with the established procedure, the specified budgets for 2006 in view of the
additional charges connected with the organization and functioning of new divisions, to the
Department for the Economic Planning and Budgeting of UES FGC and Governance Centre of
the Interregional Distribution Network Complexes of UES FGC.
11. For General Directors of ETS, up to 10.07.2006, to present the proposal on updating the
budget of ETS regarding expenses for wages for III-IV quarters 2006 and amendments to the
structure of ETS management to the Personnel Management and Organizational Designing
Department of UES FGC (A.A. Blankova)
12. For General Directors of IDGC:
12.1. Up to 5.07.2006 to coordinate candidates to the positions of heads of structures of technical
inspection of IDGC with the Governance Centre of the Interregional Distributive Network
Complexes of UES FGC (A.A. Demin) and Department of Technical Inspection of UES FGC
(M.I. Chichinskiy).
12.2. Up to 15.07.2006 to coordinate changes in structures of IDGC Management and revision of
the budgets of IDGC for III-IV quarters of 2006 (the specified budgets for 2006) with the
Governance Centre of the Interregional Distributive Network Complexes of UES FGC (A.A.
Demin).
13. For the Department of Economic Planning and Budgeting of UES FGC (A.V. Inozemtsev):
13.1. In III quarter 2006 to execute redistribution of scheduled expenses for 2006 according to
the transferred functions and regular number of the personnel between branches of UES FGC,
including liquidating actions of RTSC, and to revise the budget of UES FGC for 2006 within the
limits of the approved limits of the budget of branches of UES FGC – RTSC for 2006, in view of
transfer of the personnel from RTSC to the technical inspection of ETS and IDGC according to
the presented proving documents on Item 10.4 of the present instruction.
13.2. Up to 1.08.2006 to present to the Governance Centre of the Interregional Distributive
Network Complexes of UES FGC (Demin A.A.) the calculation of funds for maintenance of
technical inspection of IDGC (with comments on the principles of calculation).
14. For Director for the manufacture organization of UES FGC D. Curland:
14.1. Jointly with the Corporate Governance Department (A.V. Perelygin), up to 10.07.2006, to
present the materials coordinated in accordance with the established procedure concerning
liquidation of RTSC, to the Management for the organization of activity of governance bodies,
for their consideration by the Board of Directors of UES FGC.
14.2. Jointly with the Personnel Management and Organizational Designing Department of UES
FGC (A.A. Blankova) and Department for the Legal Issues of UES FGC (L.Y. Akimov) in
a week's term after approval of changes to the Charter of UES FGC registered in accordance
with the established procedure (about liquidation of RTSC), to submit for approval to Chairman
of the Management Board a draft order on liquidation of branches of UES FGC - RTSC.
15. For Directors of branches of UES FGC - RTSC:
15.1. Jointly with the Department of Technical Inspection of UES FGC, General Directors of
ETS, IDGC to provide translation of RTSC employees to the newly created technical inspections
of ETS, IDGC according to the transferred functions and with the coordinated lists according to
item 7 of the present instruction.
15.2. In a five-day term after issuing the order of UES FGC about liquidation of RTSC, to issue
orders in RTSC about the forthcoming abolition (liquidation).
15.3. In a seven-day term after issue of the order of UES FGC about liquidation of RTSC, to
provide the signed notice about abolition (liquidation) of RTSC and permanent positions
occupied by the corresponding employees to the employees.
15.4. In a 70-day's term after issuing the order of UES FGC about liquidation of RTSC, to
complete translation of RTSC employees to ETS, IDGC or dismissal of employees according to
the labour legislation of the Russian Federation.
16. For the Department of Technical Inspection of UES FGC (M.I. Chichinskiy):
16.1. Up to 20.07.2006 to make necessary changes to Regulations for the Department of
Technical Inspection of UES FGC.
16.2. A month after completion of formation of the new structure of the internal technical control
in BU Grid, to present proposals on revision of the rules of interaction between the Department
of Technical Audit And General Inspection of CC - RAO UES of Russia and Department for the
Technical Inspection of UES FGC during reforming RAO UES of Russia Holding approved by
Order No. 707 of RAO UES of Russia on 2.12.2004.
17. For Director for organization of manufacture of UES FGC D. Curland, for the Department of
Technical Inspection of UES FGC (M.I. Chichinskiy), to organize development of necessary
methodical maintenance for technical audit up to the end of 2006 with attraction of Advisers
(The standard of carrying out audit using forms of reporting), and also training and special
preparation of the personnel of the Department of Technical Inspection with the subsequent
estimation of their conformity to the established requirements to qualification and competence of
technical auditors due to means of the budget allocated to the Department of Technical
Inspection for 2006.
18. Execution of the present order shall be controlled by me.

REGULATION
for the system of the internal technical control of "Grid"
Business Unit of JSC RAO UES of Russia
1. General Provisions
1.1. The present Regulations for the system of internal technical control of Grid BU (hereinafter
the Regulations) is the basic document determining legal status, main purposes, tasks, functions,
mutual relations, rights and responsibility of structures of all levels of the technical control of the
UES of Russia electric network complex.
1.2. The Regulations was developed in view of requirements of the main regulatory technical,
organizational and administrative documents of RAO UES of Russia:
- "Rules of technical operation of power plants and networks in the Russian Federation"
approved by the Ministry of Power by Order No. 229 of the Russian Federation of 19.06.2003;
- "Main provisions of controlling the industrial and economic activity and methodical
instructions on the organization of internal audit within the limits of controlling systems", RD
153-34.0-08.102-98;
- Orders of RAO UES of Russia of 11.02.2002 No. 70 "On reforming the technical inspection
systems within the limits of reforming RAO UES of Russia", and of 2.12.2004 No. 707 "On
transfer of functions of technical inspection on servicing distributive networks to UES FGC",
according to which the technical inspection of UES FGC performs functions of the technical
control (supervision) of operation of the equipment and constructions at the distributive network
facilities of all voltage classes (electric grid enterprises, distribution grid companies) being a part
of the responsibility zone of Grid BU.
1.3. The present Regulation establishes the general principles of formation, functioning and
interaction of a multilevel system of internal technical control in Grid BU (hereinafter referred to
as the system) built in the new plan of the "process" management adapted for conditions of the
electric power market functioning, defines the order of the audit organization and performance,
as well as technical inspection, internal technical control, industrial control and self-checking on
all levels of management.
1.4. The Regulation extends its effect to industrial departments of the executive body of UES
FGC, branches of UES FGC (ETS, Elektrosetservis, MR of ETS, EGE and so forth), and also to
others electric network companies (organizations) subordinated to Grid BU (IDGC, DGC).
1.5. The primary task of functioning of all levels of internal technical control integrated into the
united system acting on the basis of uniform principles is increase of efficiency, reliability and
safety of work of the equipment and the personnel of electric grids, maintenance of quality of
services on transfer of the electric power.
2. Organization of the System
2.1. Bodies (entities) of the System are the Technical Inspection Department of UES FGC
(hereinafter referred to as TID), divisions of technical inspection in branches of UES FGC - ETS
and in IDGC, occupational safety and reliability services (groups) (OSRS) in branches of UES
FGC - EGE, MR of ETS, Elektrosetservis and other organizations subordinated to Grid BU -
DGC, linear heads of industrial divisions of maintenance organizations and service providers on
maintenance and repair, and also technicians of these organizations.
2.2. Multilevel system of the internal technical control in Grid BU providing clear split of
functions and responsibility between various levels of control will be organized as follows:
2.2.1. Department of technical inspection as a division of the executive body of UES FGC.
2.2.2. Divisions of technical inspection of UES FGC branches - ETS, IDGC subordinate directly
to General Directors of the specified branches (organizations).
2.2.3. Occupational safety and reliability services (groups) (hereinafter OSRS) in branches of
UES FGC - EGE, MR of ETS, Elektrosetservis and also in DGC subordinate to technical heads
(chief engineers) of these divisions (organizations).
2.2.4. Industrial inspection is carried out by heads of industrial divisions (services) and linear
heads (on sites, in brigades, turns, etc.).
2.2.5. The bottom level of the system is self-checking of the personnel, which is carried out on
workplaces by the industrial personnel independently at performance of their official duties.
2.3. In its activity the entities of the System are guided by the legislation of the Russian
Federation, corporate administrative documents and acts, applicable specifications and technical
documentation in accordance with the normative and technical documentation lists approved in
RAO UES of Russia and UES FGC.
2.4. Basic internal normative documents of Grid BU regulating alongside with the present
Regulations the activity of all levels of technical control and structures within the System and
defining their purposes, tasks, functions, mutual relations, rights and responsibility are:
- Regulations for the Technical Inspection Department of UES FGC;
- Typical regulations for the technical inspection of UES FGC branches - ETS and IDGC;
- Standard regulations for the occupational safety and reliability service (OSRS), EGE,
Elektrosetservis, MR of ETS and DGC;
- Main principles of industrial inspection in branches and divisions of the organizations
subordinated to Grid BU;
- Main principles of self-checking in branches and divisions of the organizations subordinated to
Grid BU;
- The standard of the information exchange between divisions of technical inspections and
internal technical control of various levels with the information representation forms;
- The standard of carrying out technical audit in the electric network complex with typical
programs of checks and forms of the reporting.
The documents listed above are approved by a member of the Management Board, Managing
Director of RAO UES of Russia (Grid Business Unit ).
2.5. Branches of UES FGC, other electric network companies (organizations) subordinated to
Grid BU, on the basis of the present Regulations and the documents listed in item 2.4, in view of
specificity of manufacture and its organizational structure develop the corresponding internal
normative documents, which define a legal status, tasks, functions and mutual relations,
divisions of technical inspection and internal technical control of industrial blocks, rights and
responsibility of separate officials and employees.
2.6. The purpose of the System implementation is to provide monitoring of the technological
level of operation and technologies of safe manufacture of works as basic conditions of increases
of efficiency and quality of transfer of the electric power, reliability of electricity supply of
consumers of the Uniform National (all-Russian) Power Grid (UNPG) by:
- Industrial inspection of the condition and level of the electric networks equipment operation
and actions of the personnel during works for maintenance of reliable, safe and effective
operation of the electric networks and the personnel (function of industrial inspection);
- The internal technical control over observance of legislative and normative requirements of
electric networks technical operation, industrial, fire, environmental safety and labour safety
(function of OSRS);
- Gathering the necessary volume of the information on observance of state, corporate and
internal rules, standards and other normative and administrative documents, fixing of deviations
from technological specifications (function of technical inspection);
- The analysis of the situation from the point of view of business processes coordination in UES
FGC and as a whole in Grid BU, their conformity with strategic directions of development and
working out of proposals for acceptance of technical and organizational administrative decisions
(function of technical audit).
2.7. The main tasks of functioning of the System for achievement of the objectives are:
- Optimization (decentralization) of functions of technical and technological control of industrial
activity, delegation of control functions and powers to entities for control over various
management levels;
- Elimination of duplicating functions and relations between various divisions, industrial and
supervising structures;
- Precise differentiation and formalization of tasks, functions and spheres of the responsibility on
all technical control levels;
- Maintenance of necessary and sufficient interaction of all control levels and structures,
development of the corresponding standards, rules and procedures;
- Maintenance of representation of the administrative reporting to the management of UES FGC,
branches and other organizations subordinated to Grid BU, on the basis of gathering,
generalization and analysis of the information;
- Increase in "transparency" of management actions and supervising structures;
- Formation and functioning of the effective risk management mechanism for increase of
probability of objectives achievement tasks performance;
- Forecastability of the results of administrative influences;
- Involving of each employee, within the limits of his/her professional competence, in the
process of the technical control realization.
2.8. Performance of the listed and other tasks of management by the System is carried out on all
control levels (TID, divisions of technical inspection of ETS and IDGC, internal and industrial
inspection) in conformity with the functions assigned to heads and personnel of these divisions,
their rights and duties fixed by the internal normative and administrative documents.
2.9. Introduction and functioning of the System is provided by Chief of TID, first heads of
branches of UES FGC - ETS, Elektrosetservis, MR of ETS, and IDGC and heads of DGC, and
DGC branches.
3. Technical Audit
3.1. Technical audit (hereinafter the TA) is the main function of the Technical Inspection
Department of UES FGC and represents the procedure of the selective independent analytical
control and estimation of the conformity of technological, scientific and technical, investment
activity of all Grid BU structures and the system of effectiveness of internal technical control
with the approved purposes, strategic directions of development, state and corporate standards
and rules with revealing reasons of negative tendencies, forecasting of risks and development of
proposals on improvement of business processes.
3.2. The area of carrying out technical audit is UNPG facilities technological management and
operation realization business processes in branches of UES FGC - ETS, Elektrosetservis, MR
of ETS, EGE and distributive electric networks - in IDGC, DGC.
3.3. The primary goal of technical audit is reception of authentic information on the course of
production process, revealing problems and special-focus points, fixing and analysis of the
reasons of deviations for formation of the managing influences with application of the "signal"
indicator system.
3.4. "Signal" system of indicators is formed on the basis of:
- Results of auditor checks;
- Specific parameters of breakdown rate, fires and traumatism;
- Accounting to the key performance indicators (KPI);
- Other regular reporting.
3.5. The overall objective of technical audit is the efficiency estimation of technical inspection
structures functioning, internal technical and industrial inspection of UES FGC and Grid BU as a
whole on all levels, analysis of conformity of these structures with the risks arising during
industrial activity.
3.6. Main principles of the effective technical audit system construction:
- Independence of auditors from the objects of audit, controllability proceeding from the uniform
center, mobility;
- Continuous statistical control over deviations in results of activity on all levels of management;
- Structurization of the information and automation of the reporting composing for business
processes management on the basis of KPI;
- Carrying out control actions (auditor checks) and formation of managing influences on the
basis of audit results;
- Increase of controllability of business, proper response to changes and risks;
- Improvement of quality and optimization of the administrative information volume,
strengthening of the analytical direction;
- Unity and comparability of reports and results of inspections and audits,
- "Transparency" in formation of the reporting;
- Constant perfection of technical audit methods and improvement of auditors’ professional
skills;
- Studying, generalization, distribution of the advanced and best experience (benchmarking);
- Interest in the end result - responsibility for efficiency of technical audit (guarantee of audit).
3.7. The Technical Inspection Department of UES FGC is a special representative body of Grid
BU which performs organization, functional and methodological management of the whole
System and is directly answerable to Managing Director of Grid BU, Chairman of the
Management Board of UES FGC and Management Board of UES FGC for quality and
efficiency of its functioning.
Within the limits of realization of this purpose, TID carries out the following main functions:
3.7.1. Formation of corporate policy in the field of development and improvement of system of
the internal technical control and control over its realization, development of methods of
technical audit.
3.7.2. Coordination, methodical management and control over activity of branches and industrial
divisions of UES FGC, and also other organizations subordinated to Grid BU, in the field of
development and improvement of the internal technical control system.
3.7.3. Definition of priorities in the organization of internal technical control. Planning of
checks, coordination of work with technical inspection and internal technical control over all
levels of management.
3.7.4. Carrying out of checks under the approved plans, their generalization and analysis of
results for representation to Chairman of the Management Board of UES FGC (to Management
Board of UES FGC).
3.7.5. Revealing of regular deviations from requirements of normative and supervising
documents, forecasting of possible negative consequences and tendencies, development of
proposals under the managing decisions of top level, and also of general recommendations on
improvement of industrial activity.
3.7.6. The control of functioning and estimation of efficiency of mechanisms of technical
inspection, OSRS, industrial inspection and self-checking in branches of UES FGC and other
organizations subordinated to Grid BU for the purpose of revealing and elimination of lacks,
"bottlenecks" and their reasons reducing safety, reliability and overall performance of power
enterprises.
3.7.7. Representation to the management of UES FGC and Grid BU of analytical results of
checks, opinions on the state of affairs in the industrial area, about the condition and level of the
system effectiveness of the internal technical control with proposals for managing decisions
directed to improvement of the result, control over realization of managing decisions.
3.7.8. Participation in formation of target programs of increase of equipment reliability at SB and
OL, plans of reconstruction and technical re-equipment of facilities of UES FGC and Grid BU.
3.7.9. Control over condition of preservation of the environment. Development of proposals and
complex measures on improvement of activity of UES FGC regarding risk identification and
management, including in the field of environmental safety.
3.7.10. Participation on behalf of the UES FGC and Grid BU management of investigation of
accidents and socially significant technological infringements in electric networks operation, and
also fatal and group industrial accidents.
3.7.11. Interaction with state supervising bodies, external auditors and other agencies within the
limits of TID competence, protection and representation of interests of UES FGC in mutual
relations with them.
3.7.12. Interaction with the infrastructure of the electric power market in issues of infringing
interests of the parties, including at investigation of accidents and socially significant
technological infringements.
3.7.13. Participation in examination of the reference technical documents of the supervising
personnel of UES FGC branches, and also organizations subordinated to Grid BU, regular
quality control of training and examination of engineers and technical employees, experts and
employees of the enterprises.
4. Technical Inspection and OSRS
4.1. Technical Inspection (hereinafter TI) of ETS, IDGC is a body which performs the procedure
of the constant departmental control and accounting of conformity of activity of UES FGC
branches, other organizations subordinated to Grid BU and their structural divisions with the
requirements of normative technical and corporate organizational and administrative documents,
fixing of deviations and infringements, monitoring and methodological maintenance of OSRS
activity, systems of industrial inspection and self-checking of the personnel.
4.2. IT Basic purpose is definition of deviations and infringements, and the control over
elimination of these infringements by:
- Realization of the constant departmental control over performance of requirements to
normative and technical and organizational-administrative documents at operation of electric
equipment, buildings and constructions;
- Formation of the reporting about the state of the of internal technical control system, estimation
of conformity of the activity of industrial divisions with requirements of statutory acts, delivery
of instructions;
- Development of possible managing decisions of the technical and organizational plan for
General Directors of ETS, IDGC on the basis of the inspection results analysis.
4.3. Divisions of technical inspection in branches of UES FGC - ETS, and in IDGC carry out the
following basic functions:
4.3.1. The technical and technological control over reliable, safe and economic operation and
repair of the equipment, buildings and constructions, state of labour safety.
4.3.2. Control of performance of requirements to normative technical and executive documents
by carrying out the scheduled and special (target) checks at the facilities belonging, rented or
maintained by the personnel of ETS, IDGC.
4.3.3. Monitoring of the system of the internal technical control within the limits of the field of
activity and necessary amending.
4.3.4. Estimation, technical expert appraisal of the executed works under plans of the capital
construction, reconstruction and re-equipment for their conformity with the design assignment
and design decisions.
4.3.5. Selective quality control over the repair work which is carried out by the personnel of the
enterprise and contract organizations, and quality control of the equipment acceptance from
repairs.
4.3.6. Development of actions on elimination of the infringements revealed during checks, and
control over their performance, check of performance of instructions of the state supervising
bodies.
4.3.7. Bringing full and trustworthy information to the notice of General Directors ETS, IDGC
about quality of observance by the personnel of requirements to normative technical
documentation.
4.3.8. Presentation of reports on results of the performed checks to General Director of ETS,
IDGC, and also to the Technical Inspection Department of UES FGC according to the
established rules (Standard) of the information exchange.
4.3.9. Regular preparation and presentation to General Directors of ETS, IDGC of analytical
reports on the state of equipment of SB and OL, failure rates, labour, industrial, fire, and
environmental safety of electric network facilities.
4.3.10. The analysis of results of checks, development of variants of managing decisions,
delivery of recommendations on increase of efficiency of business for General Director of ETS,
IDGC.
4.3.11. The organization of and control over quality of investigation and accounting of
technological infringements, fires and accidents at the electric network facilities; the control over
development and carrying out of the corresponding actions on their prevention.
4.3.12. The selective control over working brigades' activity.
4.3.13. The control over the personnel training, the organization of periodic examination and
certification of the personnel (organization of work of the commissions for check of knowledge),
participation in work of examination and certifying commissions on the local level.
4.3.14. Participation in estimation of the degree of readiness of electric equipment to steady work
during the special periods (autumn and winter, floods, storms, high temperatures, etc.).
4.3.15. Participation in work of the commissions for estimation, technical expert appraisal
of the executed works under plans of capital construction and re-equipment for their conformity
with the design assignment and design decisions.
4.4. Occupational Safety and Reliability Services (Groups) (OSRS) are organized in branches
of UES FGC - EGE, Elektrosetservis, MR of ETS, other organizations subordinated to Grid BU
(DGC) as an element of the general system for maintenance of control over observance of
legislative and normative requirements to electric networks technical operation, industrial, fire,
environmental, and labour safety.
Main task OSRS is maintenance of functioning and improvement of mechanisms of occupational
safety and reliability system in the general control environment of the organization regarding
performance of requirements of federal and regional legislation, internal rules, procedures and
specifications, supervising administrative documents at specific facilities.
4.3.16. The structure, list of staff and functions of OSRS are determined by the order of the head
of UES FGC branch (EGE, Elektrosetservis, MR of ETS), DGC or divisions of the electric
network enterprise and the corresponding "Regulations for the occupational safety and reliability
service".
4.3.17. Basic functions of OSRS are:
4.3.17.1. The organization of preventive work on preclusion of technological infringements,
accidents, fires and failures at hazardous industrial facilities.
4.3.17.2. Bringing of rules and norms of occupational safety, fire and industrial safety, technical
operation of electric networks, buildings and constructions to the notice of the staff.
4.3.17.3. The control over work held by divisions on decrease in breakdown rate, industrial
traumatism and professional diseases.
4.3.17.4. Inspection of workplaces. Estimation of efficiency of industrial inspection and self-
checking.
4.3.17.5. The organization and maintenance of quality of investigation of technological
infringements in work of electric networks and power supply systems, fires, accidents,
development of preventive actions.
4.3.17.6. The control over the organization and carrying out of work with the personnel in
divisions of the branch, electric network enterprise; organization of check of expertise in rules,
specifications and technical documentation of heads of the division, technical services and
departments for branch management, electric network enterprises.
4.4. Industrial inspection is a control-related process realized by heads of divisions of the
organizations (enterprises) subordinated to Grid BU carried out by linear heads on the local level
within the limits of execution of the official duties and including:
- The regular control over organization of operation electric network facilities;
- The regulated control over the condition of the equipment, buildings and constructions, and
also their periodic technical survey;
- The control over observance of schedules, normative terms of carrying out the capital and
routine repairs, the current control of their quality;
- Carrying out regular checks in accordance with approved schedules;
- Representation of reports on results of checks to OSRS and to other technical services of the
higher organization (EGE, MR of ETS, DGC) on different directions for detailed generalization,
comparison and analysis.
4.4.1. The primary goals of industrial inspection are:
- Maintenance of conformity of the maintenance, operation and levels of technical conditions of
power installations (equipment, buildings and constructions) with the requirements of normative
documents;
- Accounting of the technical condition of the basic and auxiliary facilities, buildings and
constructions;
- Investigation and accounting of technological infringements in operation of electric
installations and their elements, fires and industrial accidents;
- Conducting the executive and maintenance repair documentation;
- Performance of requirements of specifications on occupational safety;
- Carrying out the work with the personnel in accordance with the established procedure;
- Regular check of working brigades;
- Revealing and elimination of deviations from requirements of normative and technical
documents, instructions, circulars, executive documents;
- Estimation of risks of decrease in operational reliability and safety, revealing of dangerous
production factors;
- Development and realization of specific organizational and technical actions directed to
elimination or decrease of revealed risks.
4.5. Self-checking is a bottom level of the System organized in branches and divisions of the
electric network enterprises and being the form of involving all the personnel in the system of
internal technical control of Grid BU.
4.5.1. Self-checking is carried out on the local level by the industrial personnel independently at
performance of their official duties for the purpose of estimation of quality and efficiency of
performance of requirements of the reference documents, used methods and means, conformity
of applied efforts with the tasks being solved.
4.5.2. Self-checking is an element of the competent and responsible attitude of each employee
towards the duties and tasks defined by the duty regulations.
4.5.3. Self-checking is not an additional bureaucratic mechanism, and it is realized due to use of
simple lists of control/verifying operations.
4.5.4. The basic purpose of self-checking is increase of the level of reliability, profitability,
safety and culture of manufacture. Conditions of the objective achievement are:
- Maintenance of observance by each employee of specifications at operation of electric network
facilities;
- Qualitative and scale keeping and storing of operational repair and executive documentation;
- Performance of individual requirements of specifications on occupational safety;
- non-admission of deviations from requirements of normative and technical documents,
instructions, circulars, supervising and administrative documents;
- Ability of the personnel to estimate risks arising at work, to reveal dangerous production
factors, desire and opportunity to inform the persons on them who perform industrial inspection;
- Motivation of the personnel to submission of proposals and actions directed to elimination of
infringements and discrepancies regarding improvement of quality and safety of performance of
works, improvement of working conditions.
5. Rights and duties
5.1. TID employees have the following rights:
5.1.1. At carrying out of checks of branches (divisions) of UES FGC and other organizations
subordinated to Grid BU:
- Without hindrance to visit facilities of industrial or other activity of the checked organization,
to hold its inspection;
- To have unlimited access to all technical, operational and administrative documentation, and
also to other information necessary for carrying out of audit;
- To receive, under the letter of enquiry, the information necessary for realization of audit;
- To receive explanations on arising questions and additional data necessary for carrying out of
checks;
- To involve competent employees of the checked organization during carrying out of check,
including employees of TI of ETS, (TI of IDGC) and OSRS;
- To hold conversations with the personnel concerning its competence;
- To initiate and check quality of carrying out accident control and fire-prevention trainings with
the personnel;
- To demand prohibition of work of the operative equipment and use of buildings and
constructions at revealing their emergency condition or dangerous infringements of rules of their
operation;
- To demand dismissal from the equipment operation or manufacture of works of the personnel
breaking rules of technical operation, occupational safety, fire and industrial safety, if these
infringements are hazardous to people, integrity of the equipment and environment.
5.1.2. To receive from branches of UES FGC (ETS, EGE, Elektrosetservis, MR of ETS) and
IDGC of regular reports on competence of technical inspection in accordance with the procedure
established by corporate rules (standards) of information exchange.
5.1.3. To take part on behalf of the UES FGC and Grid BU in investigation of circumstances and
reasons of failures, fires, others serious technological infringements and industrial accidents.
5.1.4. If necessary, to request additional materials (acts - instructions on inspection checks,
certificates of investigation of technological infringements, fires, accidents, orders which were
issues according to the results of investigations, etc.) from branches and enterprises of UES FGC
and other organizations subordinated to grid BU.
5.1.5. To hold spot inspections of realization of schedule plans of work of the technical
inspection divisions of UES FGC branches and IDGC.
5.1.6. According to the results of the checks held, to represent proposals on stimulation and
bringing to responsibility of heads and employees of the checked organizations, and the
corresponding divisions of technical inspections and OSRS in accordance with the established
procedure.
5.2. The Personnel Of Technical Inspection Division Has The Following Rights:
5.2.1. To hold regular checks on the schedules approved and coordinated in advance, and also to
participate in performance of special checks (related to autumn and winter period, floods, storm
season, etc.).
5.2.2. To issue instructions obligatory for performance to the supervised structures' heads of ETS
(IDGC)-EGE (DGC) directed to prevention, discontinuance or elimination of the revealed
infringements to the requirements of the normative, technical and administrative documentation.
5.2.3. To issue an interdiction on operation of the equipment and constructions at presence of
hazard of their damaging creating risks for safety of the personnel and other equipment.
5.2.4. To dismiss from operation by the equipment or manufacture of works of persons from
among the operative and repair personnel breaking or having insufficient expertise in rules of
technical operation, safety, fire safety and operational instructions, if it dangerous for people,
integrity of the equipment and the environment.
5.2.5. To use the communication facility and transport of the enterprises for business purposes
round the clock.
5.2.6. Without hindrance to visit checked facilities and to hold their inspection at any time.
5.2.7. To receive from officials of checked divisions the trustworthy information related to the
checks performed.
5.2.8. To take part in work of the commissions for investigation of technological infringements,
fires, accidents, which occurred at the controlled facilities or connected with them.
5.2.9. To take part in work of the commissions for certification and periodic examination of the
personnel.
5.2.10. To submit issues of performance of the actions specified in act instructions, to the
meetings and technical councils supervised by chief engineer of ETS (Technical Director of
IDGC), and also to the operative selector meetings.
5.3. Personnel of OSRS Has The Following Rights:
5.3.1. To check, in coordination with the management of organizations, their activity on the
issues falling within the competence of OSRS.
5.3.2. To give out obligatory instructions for execution about elimination of the revealed lacks,
regulated normative, technical, and administrative documentation.
5.3.3. Without hindrance to visit facilities at any time, to have access to all equipment of electric
networks with observance of the business hours established in the organization and also
requirements of operational regulations and rules of labour protection.
5.3.4. In coordination with the corresponding heads, to involve experts of industrial services of
the organization to performance of separate works on issues of the competence of his/her
division, to checks of the condition of labour protection, industrial, fire and environmental
safety, technical conditions and conditions of operation of the equipment, buildings and
constructions.
5.3.5. To address heads of other industrial divisions and higher heads for help in work,
explanation of separate questions and assistance in elimination of the reasons breaking normal
work of OSRS Divisions.
5.3.6. To request and receive materials concerning occupational safety, including written
explanations of heads of divisions (organizations), which contain rough infringements of rules of
occupational safety and cases of traumatism.
5.3.7. To suspend orders and instructions of heads of the organizations and industrial services, if
they contradict to the legislation of the Russian Federation and requirements of operational
regulations, POT RM, other normative and administrative documentation; to inform the persons
on this who issued such orders, with the immediate notice of the enterprise's management.
5.3.8. To demand acceptance of urgent stopping measures for operating equipment (with the
notice of the management of a senior organization), if continuation of its operation is dangerous
for life and health of employees or can result in failure or serious technological infringement.
5.3.9. To forbid a scheduled transfer of the equipment for repair without the corresponding
preparation and security of repair, and also putting of the equipment in operation after repair in
case of non-fullfilment of regulatory requirements.
5.3.10. To demand performance of the assigned actions directed to increase of reliability of the
equipment operation and safety of the personnel.
5.3.11. To dismiss brigades and separate workers from work, who have not admission to
performance of the given work or roughly break norms of occupational safety, with the
immediate notice of the management of the organization or persons who assigned the task for
manufacture of works (these requirements are subject to obligatory execution).
5.3.12. To make proposals to the management of the organization on stimulation of certain
employees for active work on creation of healthy and safe working conditions and to make
proposals on bringing to disciplinary responsibility, in accordance with the established
procedure, of the persons who are guilty in infringement of rules and norms on occupational
safety.
5.3.13. To be a representative upon the consent of the management of the organization in state
and public organizations on the issues falling within the competence of OSRS.
6. Mutual Relations Between TID of UES FGC And Divisions Of Technical Inspection Of
ETS, IDGC.
The TID, in accordance with the functions assigned to it and granted rights at mutual relations
with technical inspection of ETS, IDGC:
6.1. Provides divisions of TI with:
6.1.1. Methodical instructions, recommendations, consultations concerning organization and
improvement of the System, and the activity regarding risk identification and management.
6.1.2. Approved annual and quarter plans of TDI on carrying out auditor checks.
6.1.3. Reports on results of checks of branches and divisions of UES FGC, IDGC with
estimation of industrial activity, conclusions and recommendations on its improvement.
6.1.4. Analytical information, opinions, estimations, draft orders and other generalized materials
on the basis of the results of the checks held.
6.1.5. Organizational and administrative documents on the issues falling within the TID
competence (the order on organization of work of the UES FGC Central Commission for
examination, schedule of examination of heads and experts of ETS, IDGC in the Central
Commission, etc.).
6.1.6. Normative documents and instructions of the state supervising bodies on occupational
safety, technical operation, industrial, fire and environmental safety.
6.1.7. Organizational and administrative documents (orders, instructions), circulars on increase
of reliability and level of operation of electric networks, and also circulars, bulletins on lacks and
achievements of the electric networks of reliable and safe operation organization and work with
the personnel.
6.1.8. Correcting instructions on work of technical inspection (through General Director of ETS,
IDGC).
6.1. Receives the following from divisions of TI:
6.2.1. The accounting and operative information in accordance with the approved standard of
information exchange.
6.2.2. The generalized analytical materials (reviews) on breakdown rates, traumatism, fires,
according to the results of checks of working brigades.
6.2.3. Necessary materials according to the results of investigation of technological
infringements, accidents, failures at hazardous industrial facilities and fires (by inquiry).
6.2.4. Summary reports on performance of instructions of technical inspection and state
supervising bodies.
6.2.5. Proposals on improvement of the of System of internal technical control.
7. The responsibility
7.1. The Technical Inspection Department bears the responsibility to Managing Director of Grid
BU, Chairman of the Management Board of UES FGC and Management Board of UES FGC for
effective functioning of the whole system of the internal technical control, formation and
representation of the reporting about efficiency and adequacy of UES FGC industrial business
processes in the executive device, branches of UES FGC and other organizations subordinated to
Grid BU.
7.2. The head and employees of the Technical Inspection Department, in conformity with the
legislation of the Russian Federation, bear the responsibility defined by their labour contracts
with UES FGC including distribution of the rights and duties established by the corresponding
regulations, duty regulations and the present Regulation, for:
- Untimely and poor-quality performance of the functions stipulated by the present Regulations,
duty regulations;
- Non-provision of regularity and completeness of the control (non-execution of check plans);
- Low efficiency of all levels of the internal technical control system;
- Insufficient control over performance of actions on elimination of infringements and lacks
revealed during checks;
- Untimely or poor-quality performance of assignments of Chairman of the UES FGC
Management Board, heads of Grid BU and other control-related tasks.
7.3. Chief of the Technical Inspection Department of UES FGC is responsible for:
- Efficiency of functioning of all levels of the internal technical control system, maintenance of
its conformity with requirements of business in Grid BU and in UES FGC;
- Organization and carrying out of scheduled and off-schedule auditor checks, granting necessary
power to auditors for maintenance of qualitative technical audit;
- Duly and objective informing the UES FGC and Grid BU management on efficiency of
functioning of all levels of the internal technical control system and on results of auditor checks,
representation of analytical reports and proposals on managing decisions;
- Maintenance of conformity of the level of preparation of the Department's employees with the
qualifying requirements;
7.4. Head of the checked organization (structural division) is responsible for:
- Duly and full granting all necessary information and documents;
- Assistance in performance of audit, provisions of members of the audit group with vehicles,
communication facilities, office equipment, competent accompanying persons, creation of
normal conditions for audit carrying out;
- Organization of carrying out preliminary and final business meetings;
- Objective consideration of the reasons of discrepancies and performance of correcting actions
in the specified terms;
- Duly granting to the head of the audit group of the information on elimination of the reasons of
discrepancies and performance of the correcting actions revealed by audit.
7.5. The head and personnel of the division of technical inspection bear the personal
responsibility to General Director of ETS, IDGC:
- For completeness and sufficiency of the measures directed to improvement of industrial activity
on checked issues within the limits of their sphere of responsibility;
- For duly granting of the information on the state and efficiency of the internal technical control;
- For correctness and validity of their proposals, decisions and actions.
7.6. The head of the technical inspection is directly responsible to General Director of ETS,
IDGC for conformity of industrial activity with the normative requirements and for duly
representation of the reporting on the state of the internal technical control.
7.7. Heads (employers and other officials) and employees performing the internal technical
control, industrial inspection and self-checking in the organization bear disciplinary, civil,
administrative and criminal responsibility, in accordance with the legislation of the Russian
Federation, for non-performance of official and functional duties, if they led to accidents,
industrial diseases, failures, fires, damage to property and psychological damage.
7.8. The OSRS employees bear the responsibility for check of efficiency of the industrial
inspection and self-checking in industrial divisions.
7.9. General Directors of ETS, IDGC bear the responsibility for high-grade and qualitative
execution by the divisions' personnel of the corresponding technical inspections of their
functions within the limits of the certain territories and zones of the responsibility.

STANDARD REGULATIONS

For The Technical Inspection Of The Branch Of JSC UES FGC - ETS And IDGC

The present regulation is the basic document regulating procedural and institutional status of the
technical inspection of UES FGC branch ETS (hereinafter referred to as TI of ETS), and
interregional distribution grid company (hereinafter referred to as TI of IDGC) and defining its
tasks, functions, rights and duties, mutual relations and responsibility
1. General provisions
1.1. Technical Inspection (hereinafter referred to as TI) carries out its activity within the
frameworks of the general system of the internal technical control "Grid" Business Unit of RAO
UES of Russia (hereinafter referred to as Grid BU).
1.2. Technical inspection is a structural division of ETS (IDGC) being a branch of UES FGC,
which carries out the procedure of check of conformity of activity of technical services and other
divisions of the organization with the requirements of statutory acts in the field of operation of
the equipment, emergency control operation, occupational safety, industrial, fire and
environmental safety.
1.3. Technical Inspection is directly subordinated to General Director of ETS (IDGC) and is
supervised by head of TI.
1.4. The standard structure of a technical inspection includes two internal divisions
(departments):
- Industrial Safety Department;
- Quality Control Department,
And also inspection groups (Chief Inspector Engineers) at EGE (DGC).
1.5. Head of TI of ETS (TI of IDGC) is appointed to the position and dismissed from the
position by the order of General Director of ETS (IDGC) Branch of UES FGC in accordance
with the labour legislation of the Russian Federation and internal administrative documents.
1.6. The demands made to head of TI and chief inspector engineers:
- Higher technical education;
- Experience in electric power industry as engineers or technical employees of not less than 5
years;
- The fifth qualifying group for the electricity safety.
1.7. The procedure and periodicity of passing by the Head of the Technical Inspection and Chief
Inspector Engineers of certification for conformity with the posts occupied, checks of special
knowledge in Central Examination Board of UES FGC (IDGC) is established by the internal
documents of the organization.
1.8. In its activity Head of Technical Inspection and Chief Inspector Engineers are guided by the
legislation of the Russian Federation, supervising corporate documents of RAO UES of Russia
and UES FGC, Regulations for ETS, a branch of UES FGC (Regulations for IDGC), Regulations
for the technical control system in Grid BU, the present Regulations, other normative documents.
2. Primary Goals
2.1. Realization of the constant departmental technical control over performance of requirements
of normative, technical and executive documents at operation of the grid equipment, buildings
and constructions regulated by "Rules of technical operation of power plants and networks",
other normative documents.
2.2. Formation of the reporting and estimation of the condition of mechanisms of the internal
technical control in industrial divisions meeting the requirements of normative acts, development
on their basis of necessary managing decisions for General Director.
2.3. Optimization of the business process and mechanisms of the internal technical control and
self-checking in industrial divisions. Preparation of proposals on improvement of procedures of
the control on the basis of risk checks and analysis held.
2.4. Rendering of the methodical help to divisions of the organization in effective performance
of the industrial tasks and duties by granting the analytical opinions, estimations, forecasts,
instructions and recommendations.
3. Functions
3.1. The constant control over performance of requirements of normative, technical and
executive documents of various levels of management, instructions of the technical control
departmental and external supervising bodies by carrying out inspection checks of industrial
divisions of ETS, MR of ETS (IDGC, DGC) under the preliminarily approved and coordinated
plans (schedules), and special (target) checks.
3.2. The control over performance of requirements of "Main provisions of controlling the
industrial and economic activities and methodical instructions on for organization of internal
audit within the limits of controlling systems RD 153-34.0-08.102-98.”
3.3. Monitoring and estimation of the condition of the internal technical control system in MR
ETS (DGC) branches of UES FGC within the limits of the sphere of activity with necessary
correcting amending.
3.4. Regular control over facilities of capital construction, quality of performance of repairs and
preparation of the electric equipment for work in special periods.
3.5. Participation in work of the commissions for estimation, technical expert appraisal of the
executed works under plans of capital construction and re-equipment for their conformity with
the design assignment and design decisions.
3.6. Participation in technical audit of contractors.
3.7. The control over realization of expert systems for estimation of the conditions and state of
operation of the electric power network equipment.
3.8. Development of measures on elimination of infringements revealed during checks,
correcting managing proposals.
3.9. Representation of reports on results of the held checks to General Director of ETS (IDGC),
and also (by inquiries) to the Technical Inspection Department of UES FGC.
3.10. The analysis of results of inspections with preparation of analytical reviews and internal
executive documents, development of variants of managing decisions, recommendations on
increase of business efficiency for General Directors of ETS (IDGC).
3.11. Forecasting of risks of decrease in reliability of functioning of the power supply systems,
analysis of efficiency and process of realization of actions on minimization of the established
risks.
3.12. The organization of and control over duly and qualitative investigation of the occurred
technological infringements, fires, cases of industrial traumatism, development of and control
over execution of necessary preventive measures for their prevention.
3.13. The organization of and control over the system of preparation and certification of the
personnel (organization of work of the commissions for examination), participation in work
of the Examination and certifying commissions on the local level.
3.14. The control over functioning occupational safety controlling system. Spot inspections
of work brigades.
3.15. The control over preparation of ETS (IDGC), branches of UES FGC, for the autumn and
winter period. Participation in estimation of the degree of readiness of the electric equipment for
steady work during other special periods (floods, storms, high temperatures and so forth).
3.16. Interaction with the Technical Inspection Department of UES FGC, divisions of technical
audit and inspection of RAO UES Holding (RP Energotekhnadzor (Technical Inspection in the
Power Sector)), JSC SO-CDA and other departmental inspections in power companies created at
reforming of RAO UES of Russia.
3.17. Interaction with external supervising bodies and other organizations (Rostekhnadzor
(Russian Federal Service for Ecological, Technical and Atomic Supervision),
Minzdravsotsrazvitiya (Ministry of Public Health and Social Development) of the Russian
Federation, Rostrudinspektsiya (Federal Labour Inspectorate), Social Insurance Fund, etc.)
concerning issues falling within their competence.
4. Rights And Duties
4.1. The Head of Technical Inspection has the right:
- To submit to General Director of ETS (IDGC) proposals on realizations of managing decisions
directed to improvement of the condition of operation of the equipment, emergency control
operation, fire, industrial and environmental safety;
- To submit to General Director of ETS, (IDGC) proposals on priorities in acceptance of the
correcting measures including estimation of financial conditions of their realization, estimation
of risks and time requirements for realization of such actions;
- To make proposals to General Director of ETS, (IDGC) on bringing to material and
disciplinary responsibility, including dismissal from the position of the personnel of controllable
divisions, regularly or roughly breaking the requirements of normative and other documents;
- To submit to General Director of ETS (IDGC) proposals on change of the structure and staff of
the Technical Inspection;
To give orders and to supervise strict execution of the orders in all directions of technological
and industrial activity by the subordinated inspection personnel;
- To represent division of technical inspection, and in certain cases to represent a branch
(organization) in other organizations on the issues of its competence;
- To negotiate and correspondence on behalf of the Technical Inspection with the TID and
other divisions of the executive body of UES FGC with the corresponding divisions of ETS
(IDGC), other enterprises and organizations;
- To sign scheduled and accounting documents of the division;
- To submit to General Director of ETS (IDGC) proposals on establishment of extra charges,
surcharges and rewards for the distinguished employees of the divisions or on recovery of
penalty on infringers of labour and industrial discipline; to coordinate appointments and
dismissals of the personnel of technical inspection according to the labour legislation.
4.2. The personnel of the technical inspection division has the right:
- To hold regular checks on the preliminarily approved and coordinated schedules and to
participate in carrying out of special checks (autumn and winter period, floods, storms, etc.);
- To issue to heads of controlled structures of ETS (IDGC) – EGE (DGC) the instructions
obligatory for execution and instructions directed to prevention, termination or elimination of the
revealed infringements of requirements to the normative technical and executive documentation;
- To impose a ban on operation of the equipment and constructions at presence of hazard of their
damaging creating risks for safety of the personnel and other equipment;
- To demand discharge from management by the equipment or manufacture of works of persons
from among the operative and repair personnel, who break or are ignorant of rules of technical
operation, safety, fire safety and operational instructions, if this threatens safety of people,
integrity of the equipment and the environment;
- Round the clock use of the communication facility and transport of the enterprise for the
business purposes;
-To visit without hindrance the checked objects and to hold their inspection at any time;
- To receive from the officials of checked divisions the authentic information on the checks
being performed;
- To take part in work of the commissions for investigation of technological infringements, fires,
accidents occurred at controlled facilities or connected with them;
- To take part in work of the commissions for certification and periodic examination of the
personnel;
- To submit issues of execution of the actions specified in instructions to the meetings and
technical councils supervised by Chief Engineer of ETS (Technical Director of IDGC), and also
to the operative selector meetings.
4.3. The head of technical inspection is obliged:
- To provide performance of the approved plans of inspection checks;
- To bring the information on results of work of technical inspection in full, with proposals of
specific actions on improvement of the situation, to the notice of General Director of ETS
(IDGC) branch of UES FGC;
- To provide effective interaction with the Technical Inspection Department of UES FGC, with
controlled services (groups) of OSRS, and also with external auditors and supervising bodies.
4.4. The personnel of technical inspection is obliged:
- To follow the instructions of General Director of ETS (IDGC), requirements of internal
administrative documents, and also instructions and recommendations of TID staff and external
supervising bodies;
- To give any available information within the limits of the competence to General Director of
ETS (IDGC), and also by inquiries of TID in the form and in the terms specified in the task;
- In proper time to provide other kinds of the information according to the applicable standards
(rules);
- Immediately to inform administration and take resolute actions on elimination of rough
infringements of various-level normative and technical documents requirements;
- Constantly to raise the qualification in accordance with changing industrial conditions;
- Strictly to observe the internal labour schedule and discipline.
5. Mutual Relations of TI of ETS (TI of IDGC)
(they are specified for each ETS, IDGC separately)
5.1. With General Director of ETS (IDGC):
The TI of ETS (TI of IDGC) receives the following from General Director of ETS (IDGC):
- The approved plans of inspection checks;
- Assignments and guidelines for work.
The TI of ETS (TI of IDGC) provides:
- Quarter (annual) plans of carrying out inspection checks for approval, and reports on their
performance;
- Special reviews established by the General Director on the results of inspection checks;
- The specific proposals directed to decrease of the number of technological infringements, cases
of industrial traumatism, increase in the level of fire, industrial and ecological safety;
- The information within the limits of the competence by inquiries of General Directors.
5.2. With the Technical Inspection Department of UES FGC:
The TI of ETS (TI of IDGC) receives the following from TID (through General Director of ETS,
IDGC):
- Approved annual and quarter plans of TID on carrying out auditor checks;
- Results of technical audit (auditor reports) with estimation of technological activity,
conclusions and recommendations on its improvement;
- Methodical instructions, recommendations, consultations concerning organization and
perfection of the internal technical control system;
- Correcting instructions on work of technical inspection;
- Analytical information, conclusions, estimations, projects of orders and other generalized
materials according to the results of the held auditor checks;
- Normative documents and instructions of the state supervising bodies on labour safety,
technical operation, industrial, fire and ecological safety;
- Organizational-administrative documents (orders, instructions), circulars on increase of
reliability and the level of operation of the electric networks, and also circulars, bulletins on
available lacks and achievements of the organization of reliable and safe operation of the electric
networks and work with the personnel.
The TI of ETS (TI of IDGC) represents the following to the TID:
- The accounting and operative information according to the approved standard of the
information exchange;
- The generalized analytical materials (reviews) on breakdown rates, traumatism, fires, according
to the results of checks of working brigades;
- Summary reports on performance of instructions of technical inspection and state supervising
bodies;
- Projects of operating decisions on significant issues of the industrial activity;
- Necessary materials according to the results of investigation technological infringements,
accidents, failures at dangerous industrial facilities and fires (by inquiry);
- Other information by inquiries;
- Proposals on improvement of the internal technical control system.
5.3. With Chief Engineer of ETS (Technical Director of IDGC):
The TI of ETS (TI of IDGC) receives the following from Chief Engineer of ETS (IDGC):
- The information by inquiries;
- Summary reports on the course of performance of the actions directed to elimination of the
lacks revealed during inspection checks.
The TI of ETS (TI of IDGC) provides the following to Chief Engineer of ETS (IDGC):
- Instructions according to the results of inspection checks;
- The analysis of the situation controlled objects.
5.4. With the Occupational Safety and Reliability Services (groups) (OSRS) of EGE,
MR of ETS, DGC:
The TI of ETS (TI of IDGC) presents the following to the OSRS:
- Correcting instructions on work;
- Methodical materials;
- Analytical materials concerning operation, breakdown rates and industrial traumatism.
The TI of ETS (TI of IDGC) receives the following from OSRS:
- The accounting information according to the approved rules (standard) of information
exchange;
- The information by inquiries.
5.5. With services of MES (IDGC):
The TI of ETS (TI of IDGC) receives the following from services of MES (IDGC):
- The information by inquiries.
The TI of ETS (TI of IDGC) provides the following to services of ETS (IDGC):
- The analysis of the situation at the controlled facilities (reviews on breakdown rates,
traumatism, fires, according to the results of checks of working brigades and so forth).
5.6. With the management of the controlled enterprises - EGE (DGC), regional divisions of MR:
The TI of ETS (TI of IDGC) receives the following from the controlled enterprises:
- The information by inquiries;
- The report on the course of performance of the actions directed to elimination of the lacks
revealed during inspection checks.
The TI of ETS (TI of IDGC) provides the management of the controlled enterprises with the
following:
- Instructions according to the results of inspection checks;
- The analysis of the situation at controlled facilities.
6. The responsibility
6.1. Head TI of ETS (IDGC) directly bears the responsibility to General Director of ETS (IDGC)
for real reflection of conformity of the industrial activity to normative requirements and for duly
representation of the reporting according to the results of checks.
6.2. The head and the personnel of technical inspection ETS (IDGC) bear the personal
responsibility to the General Director:
- For incompleteness of the information and insufficiency of the measures directed to
improvement of industrial activity on checked issues within the limits of the spheres of his/her
responsibility;
- For incorrectness and groundlessness of the proposals, decisions and actions;
- For untimely granting of the information on the condition and efficiency of mechanisms of the
internal technical control;
- For failure to keep trade secret and other confidential information;
- For default of other tasks and functions stipulated by applicable normative and technical
documents, decisions of the management of the organization, and the present regulation.
6.3. The head and the personnel of the Technical Inspection of ETS (IDGC) bear, in conformity
with the legislation of the Russian Federation, the responsibility for default or inadequate
performance of rules and official duties, if it could result in or has led to accidents, occupational
diseases, failures, fires, material and psychological damage.
