                                  KERN COUNTY ARTS INITIATIVE
                              KERN COUNTY ARTS IN EDUCATION PLAN
                                      THREE YEAR PLAN


Purpose

The purpose of the Kern County Arts Initiative is to develop a comprehensive county-wide plan
for the arts with partners from the arts, education, business and community at large. Included in
the larger vision for the development of a county plan are the potential strategies that can
contribute to the support and growth of arts education in our diverse community. These
strategies and services include the following:
         Developing strategies for working with partners – local and state, arts community,
            business and higher education;
         Developing protocols to assist school districts in developing individual arts plans;
         Establishing and disseminating shared resources and curriculum materials including
            cooperative web sites;
         Developing strategies for standards based arts curriculum K-12, and the professional
            development to support it including classroom demonstrations.


The Kern County Arts Initiative is made possible through funding from the William and Flora
Hewlett Foundation and the California County Superintendent of Educational Schools
Association’s “Reinvigorating Arts Education in California” grant program. The goal of the
“Reinvigorating Arts Education in California” grant is to ensure that every student in
California is educated in the arts as a part of the standards based core comprehensive
curriculum. This purpose is reflected in the draft Kern County Arts in Education Plan Action
Steps.

Leadership for the Kern County Arts Initiative project will be provided by the Kern County
Superintendent of Schools Office (KCSOS) and the Arts Council of Kern. The leadership role of
the Arts Council of Kern is vital to fully realize the potential for community involvement and
support. KCSOS is the ―Reinvigorating Arts Education in California‖ grant recipient and will
thus be responsible for facilitating the process of the development of the county-wide arts plan.


History of Kern County Arts Initiative

The Kern County Arts Initiative is an ongoing process that engages each segment of the
community in a series of brain storming sessions, data collection, and formation of working
committees. Essential to the process of creating the final product, the Kern County Arts in
Education Plan, is the involvement and input of community members. The plan will provide a
map to building the capacity, infrastructure, and resources to support standards based arts
education programs in Kern County schools and the greater community.

The history of the process to date is outlined below:
          November 30, 2006 initial Kern County Arts Initiative meeting hosted by KCSOS to
             gather stakeholders input and identify a common vision for an integrated,
             comprehensive standards based arts education plan for the county and to begin to
             identify countywide needs;
          April 2007 follow up meeting for Kern County Arts Initiative hosted by KCSOS
             which resulted in formation of three working subcommittees to develop action steps
             for the following focus areas:

                 Professional Development;
          Subcommittee meetings to further develop to begin implementing the action steps
           in the draft plan included in this document and begin implementation;
          Scheduled January 14, 2008 meeting to share the draft plan, elicit feedback and
           input from education, arts practitioner/providers and community organization
           representatives to expand the scope and depth of the draft plan.

Development of the Plan

Goal: To develop a three year county wide Arts in Education Plan that will strengthen existing
arts education programs for all Kern County students and develop infrastructure and to support
the growth of emerging standards based arts programs.

Participating stakeholders in the Kern County Arts Initiative envision that goal becoming a reality
in Kern County through the following steps:
         Educators, arts practitioners and community organization members will assess
            current arts programs and activities available in the county. This assessment will
            identify existing strengths and gaps in collaborative arts in education practices.
         The previously mentioned stakeholders, under the leadership of KCSOS and the
            Arts Council of Kern County, will develop and implement a countywide Kern County
            Arts Plan to provide explicit standards based arts education experience to all Kern
            County students.
         Annually, the Kern County Arts Initiative working stakeholder group will monitor
            progress and impact of the action steps implementation.

Outcomes

The desired outcomes for the work of the Kern County Arts Initiative working group include, but
are not limited to:
         Increased and more focused communication between the education community and
            the community arts practitioners/providers and community organizations in the
            county regarding standards based arts education;
         Increased access for Kern County students to standards based arts instruction in
            classrooms and to their participation in enriching arts experiences in the community
            that support the standards based arts classroom instructional program;
         Increased numbers of Kern County students exiting the K-12 education system as
            productive, informed arts educated citizens that become arts practioners/providers
            and/or consumers in the Kern County community;
         Enhanced skills and knowledge for classroom teachers to better empower them to
            provide standards based arts education as part of the comprehensive core curricular
            instructional program;
         Enhanced skills and knowledge for arts practitioners/providers to fill the needs of
            Kern County students for standards based arts education in the schools and through
            arts experiences in the greater community.

The following draft action steps in the three focus areas of Access, Resources and Professional
Development have been developed as the initial steps toward the achievement of the overall
goal of the Kern County Arts Initiative and the above described outcomes.

ACCESS

Access in the arts is a matter of equity for students. A major goal of the Kern County Arts in
Education Plan is to increase access and time in the school day for Visual and Performing Arts
education and to increase access to community arts resources beyond the school day. The
Kern County Superintendent of Schools Office and partners will include, but not be limited to,
the Arts Council of Kern, district superintendents, local school board members, educators,
artists, curriculum writers and parent groups, working in a collaborative way to address the
needs of student access to sequential, standards-based arts curriculum. Through the work of
the Access subcommittee, there will be an increase in number/percent of students and families
participating in school and community Visual and Performing Arts activities. Outcomes will
include models for discrete and integrated arts education, leading to a lifelong pursuit of the
arts.

Action Steps

RESOURCES


The Kern County Arts Plan will work to ensure that all students have quality arts resources. The
resources working group will develop specific action steps to ensure that teachers and students
in all Kern County school districts have adopted Visual and Performing Arts curriculum and
instructional materials to provide arts education. This would include certificated arts educators
and adequate instructional time and facilities. In addition, the working group will develop action
steps to increase the awareness of Kern County parents and students of community arts
resources and opportunities for participation. Primary partners would include the Arts Council of
Kern, district administration and instructional staff, arts practitioners, parents, students, business
leaders and local arts advocates. The resources working group will develop documents, hard
and electronic, that are easily accessible to educators and families to provide them information
on available arts resources in Kern County. This will include establishing and coordinating the
Kern County Arts in Education website. Through the work of the resources subcommittee, there
will be an increase in number/percent of students and families participating in school and
community Visual and Performing Arts activities.

PROFESSIONAL DEVELOPMENT

The purpose of this component of the Kern County Arts Plan is to guide the process of
professional development for the Visual and Performing Arts. Best methods and resources for
Kern County will be identified and a list of professional development resources will be made
available to Kern County school districts to facilitate the process of implementation. The Kern
County Superintendent of Schools, Arts Council of Kern, Young Audiences, Bakersfield
Symphony Orchestra, Bakersfield Museum of Art and other partners will identify needs and
collaborate to provide standards-based Visual and Performing Arts professional development.
Actions will include establishing collaborative structures and developing strategies for
implementation and delivery of a comprehensive professional development plan. Through the
work of the Professional Development subcommittee, there will be an increase in
number/percent of students and families participating in school and community Visual and
Performing Arts. It is expected that through these efforts students will receive high-quality
Visual and Performing Arts instruction delivered by knowledgeable, well-trained teachers and
arts practitioners.
