1. Opening and Welcome

The Chair of the meeting Mr Peter Lukey (Chief Director: Air Quality and Climate Change)
welcomed all those attending the fourth meeting of the Air Quality Officer’s (AQO) Forum –
Vaal Priority Air-Shed. He apologised for Ms Kelebogile (Shirley) Moroka who is overseas
with the Minister of Environmental Affairs and Tourism.

3. Adoption of Agenda

The draft agenda (see Annexure One) presented by the Chair was accepted by the
meeting.

4. Review and Approval of Minutes of the 3 AQO Forum meeting (22 January 2007).

5. Matters Arising from the 3 AQO Forum.

5.1 Meeting between DEAT/GDACE on expansions being considered at Mittal Steel

5.2 Capacity building and transformation                                                      to DEAT

Capacity building and transformation is specifically taken up in each division of DEAT. The
Chair alerted to a workshop that took place on 27 March 2007 to improve the coordination
about air quality management between several government departments. The Chair
reported that he is making specific recommendations to the Presidency in terms of
improved coordination to improve air quality management.

5.3 Project Plan for the implementation of an Air Quality Management Plan for the
    Vaal Triangle Air-shed Priority Area

The project plan was forwarded with the minutes of the previous meeting to all those who
attended the meeting on 22 January 2007.


5.4 Bulleted information on progress of projects

The Chair reported that information on progress made with various projects will be
published on the respective project websites. He emphasised that officials should take
ownership and the responsibility of reporting to their political counterparts. However, the
Chair invited participants to invite DEAT to attend meetings and to make presentations on
projects.

5.5 Gauteng Air Quality Management Plan

It was reported that the tender is about to be advertised.

6. Presentation on progress made to develop a Vaal Triangle Air-shed Priority Area
Air Quality Management Plan

Ms Nicola Walton, Gondwana Environmental Solutions presented on progress made with
the development of the Air Quality Management plan for the Vaal Tri-angle. (Appendix 3)

Key issues raised during the presentation included:

        That the process plan was submitted and approved by DEAT
        That as part of the “Problem Analysis” component of the AQMP development the
         following is being done:
         a) Baseline assessment
              - Collect all available meteorological data (SAWS, Government, Industries)
              - Collect all available air quality monitoring data form industries and
                municipalities
         b) Review and update emissions inventories
              - Identification of significant pollutants and sources
         c) Dispersion modelling
              - Determine spatial distribution of pollutant concentrations and potential
                health effects
         d) Review government structures and capacity
              - Assess capacity of Local, District, Provincial and National Government in
                terms of Air Quality Management
        A summary of which monitoring stations’ data is being used as well as a
         description of the locations and some monitoring data of the new stations since
         January 2007.
        A summary of which relevant structures’ capacity will be assessed.

The following issues were raised by meeting participants in response to the presentation:

       Participants asked whether the station at Klip River was up and running and Ms
        Walton replied positively.
       Data from the monitoring stations are currently not yet verified, and calibration of
        the equipment will be done during the next two weeks.

       Only verified and validated data will be published on the relevant web site. The
        data on the web site will be presented in graph format and explanatory notes will
        be published with the graphs to provide information and relevant context.
       Ms Tabby Resane will be the central person at DEAT to deal with any queries and
        questions from the public.
       Participants said that in terms of access to the monitoring stations, it is critically
        important that Gondwana Environmental solutions should respond to mal-
        functioning that only trained persons have access to the facilities and that the key-
        holders of the stations be well trained.

A brief overview was presented by Ms Odendaal, Zitholele Consulting on the stakeholder
workshop that was held on 13 February 2007 at the Stonehaven on the Vaal conference
facility. In total, 81 persons attended the workshop and the proceedings of the workshop
were sent to all whom attended.

7. Website for the Vaal Triangle Air-shed Priority Area Air Quality Management Plan

8. Presentation on progress made with the baseline characteristics for the

Ms Hanlie Liebenberg-Enslin, Airshed Planning Professionals presented progress made
with the development of the baseline characteristics report. (Appendix 3)

Key issues raised during the presentation included:

       A summary of the scope of the baseline assessment, which includes:
         - Clear description of current ambient air quality in the area and how it
             compares to the national standard
         - Clear description of health and environmental impacts
         - Identification of significant sources of air pollution in the area
         - Description of cause and effects relationship of various are pollution sources
             to the ambient air quality in the area
         - Description of the relative difficulty of reducing various emissions
         - Details on any future threats to air quality in the area
         - Identification of information gaps
       As part of the “Problem Analysis’ component of the project, the baseline
        assessment will be completed, the dispersion modelling will be reviewed and re-
        done, the emissions inventories will be reviewed and updated, current monitoring
        data will be reviewed and the Baseline Assessment Report will be compiled.
       Poor responses were received from industries in terms of the questionnaires that
        were distributed to industries and businesses in the area.

The following issues were raised by meeting participants in response to the presentation:

        in the Vaal Tri-angle area as follow-ups to the minister’s visit.

9. Presentation on progress with the Air Quality Monitoring Network in the Vaal
Triangle Air-shed Priority Area

with the project. (Appendix 3)

The following issues were raised by meeting participants in response to the presentation:

       Participants requested that the proposed training in June 2007 be thorough and in
        detail so as to ensure that when the monitoring stations are handed over to
        municipalities that they can indeed take full charges and responsibility of the
        facilities and its functions.
       A participant suggested that local universities become involved in the monitoring
        stations project, that the stations be branded, that communities be made aware of
        the stations and the role it plays in their health. Again, it was requested that
        communities be made aware of the purpose of the stations to avoid damage and
        vandalism to the stations.

No report was forthcoming from Gauteng. Representatives of Free State mentioned some          Free State and

11. Air Quality coordination workshop: 27 March 2007

The Chair reported on a workshop that was held between DEAT, DME, DPLG, Science
and Technology and other key roleplayers about air quality in low income, high density
areas and how all the roleplayers can work together to improve air quality.

Some discussion about the matter took place and the following was recommended in terms
of the Vaal Triangle priority area:
      Interventions should now be planned for thorough roll-out next winter. It was
        suggested that stakeholders to become involved be identified and trained to make
        communities aware of the Basa Nje ngo Magogo method of making fire.
      Plans already in place for this winter should go ahead, however all efforts need to
        be put in place for next winter (2008).

      Since the monitoring stations are up and running, good baseline data will be
       available after this winter as to understand the air quality situation thoroughly.
      Constant reinforcement of messages is required. A single intervention is not
       sufficient and should be kept in mind in terms of planning for winter 2008.
      It was mentioned that training in terms of the Basa-method should also be
       provided to literate people staying in urban areas that make fire in their home fire
       places.

12. Report backs on Recent Minister, Deputy Minister, MEC and/or Councillor Site
Visits.

      The Green Scorpions visited some industries in the Sasolburg area as part of the
       APPA Review projects. Further visits will be conducted.

13. Upcoming and /or planned Minister, Deputy Minister, MEC and/or Councillor Site
Visits

14. General

      It was requested whether Ekurhuleni couldn’t be part of the Vaal-Triangle airshed
       Priority Area, since they are bordering Midvaal Municipality and some pollution is
       coming from that area into the Vaal-Triangle Priority Area. The Chair announced
       that within the next two weeks, the Highveld Priority Area will be announced for
       declaration and that Ekurhuleni will form part of that area.
      Upon discussion, it was agreed that the Chair will convey to the Multi Stakeholder
       Reference Group that the minutes of the Ai Quality Officer’s Forum will not be
       made available to them. A summary of discussions will however be presented at
       each Multi Stakeholder Reference Group meeting.
      Between 17 – 27 April 14 members of Sedibeng District Municipaity will be trained
       in air quality management at the University of Johannesburg.
      Greg Scott (DEAT) will request the relevant persons to present at a next meeting
       on the burning/making of firebreaks and the status of possible exemption of
       burning fire breaks.
