                             ECONOMIC OFFENCES WING

                   INAUGURATION OF POLICE STATION EOW

                Police station Economic Offences Wing has been inaugurated by Shri Alok
Kumar Verma, IPS, Jt. Commissioner of Police, Crime, on 1.1.2008. The police station will
function from a building inside the complex of PTS Malviya Nagar in South District, New
Delhi. With the establishment of the police station, the cases pertaining to financial and
economic frauds, land and building rackets, cyber crime, intellectual property rights and
different other types of economic offences can be registered at this police station. The
members of the public can lodge complaints related to economic offences at this police
station including cyber crime. This police station will be open to the public throughout the
day and night and we hope to serve the complainants in a much better manner now.

               The establishment of this police station is certainly going to make a dent in
preventing, controlling and detecting serious economic offences in Delhi.

AUTO LIFTERS ACTIVE IN N.C.R. ARRESTED : SIX VEHCILES AND 3 C.N.G.
KITS ALONGWITH FIRE ARM RECOVERED

INTRODUCTION

        With the arrest of 2 persons namely I) Arun Kumar, aged 41 years, S/o Ram Singh,
r/o Jawahar Park, SangamVihar and ii) Dinesh Kumar Sharma, aged 45 years, s/o Ramesh
Chand Sharma r/o Neb Sarai, Mehrauli, Delhi, the South District Police has successfully
smashed a gang of active auto lifters, who are active in the NCR region. The Police team
also recovered 5 Maruti-800 cars, 1 Santro car and 3 C.N.G. kits from their possession.

INCIDENT & TEAM

        Keeping in view of the increasing incidents of auto lifting, the Police team of Special
Staff was asked to look into the growing incidents of auto lifting and nab the criminals
behind such incidents. The Police team of Special Staff comprising of SI Dalip Kumar, HCs
Phool Singh, Ram Kishan, Premjeet, Shyamvir and Rajkumar, Cts. Yashvir and Rajbir led by
Inspr. Vijay Singh, I/C Special Staff/SD under the close supervision of Sh. R.C. Saini,
ACP/Operations/SD, developed information and deployed sources to nab the auto lifters,
active in the area. During the process it came to the notice of the team that most of the
vehicles, especially Maruti-800 cars, which were lifted are later found left abundant after
removing CNG kits fitted in them. The Police team begun its investigation from this point of
view and during this process the police team received a secret information on 1.1.2008 at
about 11.00 a.m., that the accused persons involved in such crime would visit the area of PS
Lodhi Colony via Bisham Pitamaha Marg. Accordingly the Police team immediately laid a
trap in the area and apprehended above mentioned accused persons, while they were going
by a silver colour stolen Santro car, stolen from the area of PS Haus Khas in the month of
September, 07. On asking about the ownership papers of the car, both the accused were not
able to show any paper/documents related to the vehicle. Accordingly they both were
arrested. On their personal search the Police team also recovered a loaded country made
pistol alongwith one extra live cartridge.

INTERROGATION & MODUS OPEANDI
         During the course of interrogation it is revealed by both the accused that they used to
lift the vehicles fitted with C.N.G. kits. After removing the C.N.G. kit from the vehicle, they
used to left the vehicle abandoned. They used to dispose-off the C.N.G. kits in gray market
on the nominal rates around Rs. 20,000/- per kit. They confessed that so far they have
removed C.N.G. kits from more than 10 vehicles, which they have lifted
from the area of Delhi and NOIDA. They further disclosed that in NOIDA they used to lift
the CNG fitted vehicles parked nearby the educational institutes, as most of the parents used
to provide their wards the C.N.G. fitted vehicles, due to economic point of view. On their
instance the police team recovered 5 more vehicles (5 Maruti-800) and 3 CNG kits.

PROFILE

        Accused Arun Kumar hails from PS Chandosa, Aligarh, U.P., and is a well
qualified. He is MSc in Biology from Aligarh Muslim University. His father is a retired
professor from Roorkee University. Firstly he was arrested in the year 1992 for scooter theft
and later he went back to Aligarh and was arrested u/s. 408-IPC while he was active in the
AMU politics. After that he came back to Delhi and was arrested alongwith his associate
namely Dinesh Kumar Sharma, the another accused, in a case of robbery of Rs. 12 lacs by PS
Kalyanpuri, Delhi in the year January, 2005.

Accused Dinesh Kumar Sharma also hails from Aligarh and met with Arun Kumar at Aligarh
and joined hands with him for committing crime and actively involved in crime as well in the
disposal of the CNG kits.

RECOVERY

       1. Six stolen cars.
       2. 3 CNG kits.
       3. One country made pistol with 2 live cartridges.

MEHRAULI MURDER CASE SOLVED : THREE PERSONS ARRESTED:
ROBBED TRUCK AND CASH RECOVERED

INTRODUCTION

        With the arrest of 3 persons namely I) Gaffoora, aged 20 years, S/o Khempal, ii)
Riyazuddin, aged 30 years S/o Suleman and iii) Allel, aged 32 years S/o Muneer all resident
of Village Peepal Khera, PS Rajoura, Etta, U.P., the South District Police has solved a
murder case committed on 27.12.2007 in the area of Mehrauli. The Police team also
recovered the robbed truck and cash Rs. 14,000/- from their possession.

INCIDENT & TEAM
        On 29.12.2007 an information was received in the Police Post Bhati Mines, PS
Mehrauli that a person is lying dead in Dera Village near Jheel Khurd Mandir. On this
information SHO Mehrauli, Inspr. K.P. Kukrety immediately rushed to the spot alongwith
the other Police officials and found that a dead body of a male aged about 28/30 years was
lying in the jungle. The Police team also found some strangulation marks on the neck and
blood was oozing out of the left side ear. On searching minutely the dead body the police
team recovered two slips from the pocket of the deceased out of which one slip was cash
memo of Shanti Service Station, Mathura Road for the purchase of diesel for Rs. 1600/- on
27.12.2007. Accordingly a case of murder was got registered in the Police Station Mehrauli
and the investigation was entrusted to SIs A.K. Singh, I/C PP Bhati Minesh, Ravi Shanker, ,
Dinesh, HC Yashvir, Ct. Yogender etc. led by Inspr. K.P. Kukrety, SHO/Mehrauli led by Sh.
Mehar Singh, ACP/Hauz Khas.

INVESTIGATION
During the course of investigation the Police team traced the contact number of the truck
owner. The Police team immediately contacted the owner of the truck who revealed his
name Rana and also revealed that this truck is driven by his driver Manvir resident of
Badarpur accompanied by one helper/cleaner Gaffoora resident of NOIDA. He also
informed the Police team that the driver alongwith truck is missing since the day. When the
body of the deceased was shown to him, he immediately identified him as Manvir, his truck
driver. During the investigation the Police team found that the truck cleaner Gaffoora is also
missing since the day. The Police team conducted several raids at his resident at NOIDA and
finally he was apprehended by the Police team.

INTERROGATION & MODUS OPERANDI
         On sustained interrogation of the arrested accused persons Gaffoora, he disclosed that
he alongwith his two other associates namely Riyazuddin and Allel committed the murder
the truck driver Manvir to rob cash of Rs. 15000/- from him. He further disclosed that on
27.12.07 he has information that driver Manvir is carrying cash Rs. 15000/- alongwith him,
on which the helper got tempted and planned to rob this cash alongwith his above mentioned
associates. As his associates were also known to the truck driver Manvir, they easily got the
lift for going to Mehrauli. On their way to Mehrauli in between Village Palli to village Dera,
Mehrauli they strangulated the truck driver Manvir with the help of muffler and threw away
the body near Jheel Khurd Mandir, village Dera and decamped with the truck after looting
cash Rs. 15000/- from the truck driver. On his instance the Police team also arrested his
above mentioned two associates and cash Rs. 14000/- from them. The Police team also
recovered the truck on their instance.

RECOVERY

       1 Cash. Rs. 14000/-
       2. Robbed truck.
