Foreword from Community Committee Chair
The Irlam and Cadishead Community Action Plan (CAP) identifies the needs of the local
community and turns those needs into achievable actions. It also states lead
officers/partners who will be responsible for achieving these actions.

Along with other actions plans the CAP influences directorates and other service providers‟
decisions in respect of service levels and annual budgeting.

It helps to facilitate partnership working between local agencies leading to more efficient
service delivery.

It assists the Community Committee to prioritise decisions about its devolved budget

A CAP should be produced each autumn so that it can feed into the Council‟s processes for
planning the following year‟s spending priorities and budget setting

The Neighbourhood Management Team takes a lead role in progressing the CAP.

      (This section will be supplied following a review of 2008 achievements in Jan 09)

The following are some of the examples of initiatives that have been put in place to meet the
objectives laid out in the last Community Action Plan. There is other work going on to
achieve the remaining objectives. Where necessary, some initiatives have been carried over
and included in the 2007-2008 plan to ensure that they continue to be supported.

The neighbourhood area is made up of the wards of Irlam, and Cadishead. The area is
extremely varied - the northern half is moss land, enabling Irlam and Cadishead to have the
largest farming community in Salford. The southern half is mainly residential, having its own
major employment source based on the Northbank Industrial Estate.

How is the Action Plan produced
The Neighbourhood Manager, together with the local Neighbourhood Management Team,
puts together the Community Action Plan taken from various consultation processes:

      communities across the west of Salford. Consultation is ongoing for 2008/09 priority
      projects: town centres, tourism product development and Liverpool Road Corridor.

Section 4:          Policy Context and Links to Strategic Priorities

The Community Action Plan highlights the communities priorities under each of the local
strategic partnership‟s seven themes and the Council‟s seven pledges.

References are also being made to the Salford Agreement / Local Area agreement. These
show where local work is contributing to these important outcomes for the City.

The Salford West Framework includes the following local priorities for the Liverpool Road
Corridor:

Highway Investment Works
In 2004 the City Council resolved to invest £22M in the renewal of the worst pavements and carriageways across the City. A programme of
works was identified and presented to this Committee in the previous two years and progress against this programme is set out below.
Expenditure to date in Irlam & Cadishead has been £553,080 on footways and £300,237 on carriageways.

Revenue:
The annual revenue budget is approximately £5M and is spent on the maintenance of existing facilities and is generally referred to as
„maintaining the asset‟. It funds work under the following headings:

Members may recall that last year, for the first time, in an attempt to drive the recognition f local priorities further, £10,000 work of revenue
funding was devolved to each Community Committee to spend on the remediation of local concerns ffalling broadly under the headings listed
above.

All potholes on the carriageway greater that 50mm deep and trip hazards on the footway greater than 25mm deep should be identified during
safety inspections and repaired under the mainstream revenue budget. Similarly unlit lanterns should be replaced as part of the regular
service. Gullies should be cleaned on a regular basis.

In reality therefore the Community Committee should consider repairs to defects outside the above guidelines. Suggested suitable defects for
repair could be as follows:

        Sunken areas of footway or carriageways causing puddles and hence splashes
        Badly cracked areas of footway
        Defects around heavily used areas such as bus stops
        Replacement/repair of unsightly or damaged street furniture such as traffic signs

In order to provide guidance on costs repair of 1 square metre of highway costs approximately £75. It is suggested that the Community
Committee might like to identify one or two prominent areas in the neighbourhood and undertaken improvements at these locations rather than
inspect the entire Community Committee Area to identify issues. The decision however is up the Community Committee as this £10,000 is
devolved to e spent on issues of their choice on issues connected with highway maintenance.

Programme 1: Tobacco Control
National Policy & Objectives:
The Government set targets in the 2004 Public Health White paper „Choosing Health‟ which included reducing smoking among children from
13% to 9% or less by the year 2010; to reduce adult smoking in all social classes, particularly among routine and manual workers, so that the
overall rate falls from 26% to 21% or less by the year 2010 and to reduce the percentage of women who smoke during pregnancy from 18% to
15% by the year 2010.
The NSF (National Services Framework) for Coronary Heart Disease states that a National Standard for reducing Coronary Heart Disease are
that NHS and partner agencies should contribute to a reduction in the prevalence of smoking in the local population.

Local Policy & Objectives:
Within Salford the Local Strategic Partnership have provided funding for smoking cessation to set up stop smoking groups within each locality
of Salford. The LPSA2 targets are to have 5400 quitters over 3 years, 1800 (year 1), 1800 (year 2) and 1800 (year 3). The setting up of
groups aims to increase the number of 4 week quitters which links in with one of the Community Action Plan targets for 2009 which is „to
increase the number of people that stop smoking for four weeks across the city by an average of 1800 people a year to 5400. Another target
that has been set in relation to tobacco control is to reduce the mortality rates from cancer in people under 75 by 16%.

In 2006 The Salford Tobacco Control Strategy was produced for 2006-2010. The aim of this strategy is to „significantly improve health and
reduce health inequalities in Salford in the longer term by reducing the incidence of smoking related diseases in Salford‟. From this aim four
main objectives were set. These were; to reduce the number of young people smoking, reduce the prevalence of smoking in Salford by adults,
reduce exposure to environmental tobacco smoke, lead a publicity and marketing campaign to raise awareness of services.

Programme 2: Food
National Policy & Objectives:
Choosing a Better Diet: a food and health action plan (DOH 2005) identifies 5areas for action that arose from the Better Diet
Consultation. These were improving information and education on food issues, including better food labelling and food promotion
to children; improving diet for children and young people, especially in schools; improving range of healthier foods i.e. foods with
less salt, fat and sugar content; helping communities help themselves such as better access to healthy foods and finally support
from the NHS.

Making the Vision real – Our Community Plan for Salford 2006-2016 (Partners IN Salford 2005) set objectives to improve health by promoting
healthy food. These link with national policy as they include reducing sugar in children‟s food and drink; improving diet in schools. As well as
having objectives the plan has set targets that they hope to reach by 2009. These are:
Reducing the number of deaths from heart disease, stroke and related diseases in people under 75 by 10%
Increasing the percentage of primary and secondary schools that achieve the Healthy Schools Standard to 100%
To reduce the percentage of five year old children affected by tooth decay from 53% to 45% (2005).

There is currently an Obesity Strategy being produced for Salford which will incorporate action plans for improving food and nutrition in children
and adults, including for example work to promote breastfeeding and healthy weaning, work with the retail sector to encourage healthy food
provision, and work with employers in Salford to promote healthy food policies.

Programme 3: Physical Activity

National Policy & Objectives

Since 1996, the Government recommendation on physical activity has been that adults should participate in a minimum of 30 minutes of at
least moderate intensity activity (such as brisk walking, cycling or climbing the stairs) on five or more days of the week. In 2004 the Chief
Medical Officer restated this recommendation in the report At least five a week, and highlighted the importance of physical activity in the
prevention of CHD, diabetes and obesity.

Choosing Activity: a physical activity plan (DOH 2005) identified 4 actions from the consultation process. These were to improve information
and raise awareness of the benefits of activity; support activity in the community by addressing barriers such as safety, cost and locality;
support activity in early years and schools and improve community access to school facilities; and support and encourage everyday activity
such as walking and cycling.

NICE produced Public Health Intervention Guidance on physical activity (2006). It gives four recommendations for increasing physical activity
including brief intervention, community based exercise for walking and cycling, exercise referral schemes and use of pedometers.

All national policy identifies issues that can be worked on at a local level.


Local Policy & Objectives
There is currently a Food and Physical Activity strategy being produced for Salford. The community plan identifies two objectives for physical
activity, which are increasing participation by every citizen in sport and physical activity and increase opportunities in local communities for
older citizens to remain active and healthy. From these objectives a target has been set for 2009 to increase the percentage of adults
participating in at least 30minutes moderate intensity sport and active recreation (including recreational walking) by 1.1% a year.

Programme 4: Sexual Health
National Policy & Objectives
The National Strategy for Sexual Health and HIV was produced in 2001 by the Department of Health. It identifies that there is a clear
relationship between sexual ill health, poverty and social exclusion. Sexual Health is also highlighted as a priority area for action in Choosing
Health (DOH 2004). Choosing Health describes the need for sexual health services to be delivered in a range of community settings, as well as
for the development of prevention services. Choosing Health identifies that by March 2007 there will be a National Screening Programme for
Chlamydia, and that by 2008 patients referred to a GUM clinic will be able to have an appointment within 48hours. More capital has been
invested to modernise a whole range of sexual health services within the NHS, which in turn should lead to more accessible services, faster
access to treatment and better communication to those people who are at risk. The National Teenage Pregnancy Strategy also sets targets
around reducing the rate of teenage conceptions by half in under 18‟s, and to set a downward trend in the rate of conceptions in under 16s, by
2010.

Local Policy & Objectives
Salford PCT have produced a Sexual Health Strategy for 2006-2010 which identifies two strategic aims; to improve the sexual health of the
population of Salford as a whole and to narrow sexual health inequalities. The strategy outlines the redesign of sexual health services across
Salford, and movement of previously secondary care based GUM services to community settings. The strategy also discusses the proposal of
Walk in/open access services for sexual health services. The Community Plan for Salford also sets targets around sexual health, including to
reduce the number of newly acquired HIV and gonorrhoea infections by 2015, and to reduce teenage conceptions from 52% (2002) to 33.6%
by 2009. This will be achieved through better sex and relationships education, better access to sexual health services and better support for
pregnant teenagers and teenage parents.

Programme 5: Alcohol
National policy & objectives

The National Alcohol Harm Reduction Strategy aims to tackle the harmful effect of alcohol within England. From the consultation document it hopes to
identify and if possible prevent consequences of alcohol misuse, manage consequences of alcohol i.e. anti-social behaviour and help the individuals who
suffer due to consequences of alcohol misuse. Choosing Health (DOH 2004) identify the need for guidance training to ensure that all Health Professionals

are able to identify alcohol problems at an early stage. They are looking at new approaches targeting screening and brief intervention in the NHS with a
particular focus on Accident & Emergency.

The Home Office produced a document called Tackling Drugs to build a Better Britain. This strategy aims to complement action to restrict supply of illegal
drugs with action to diminish the demand for drugs.

Local Policy & Objectives
Salford Drug and Alcohol Action Team (DAAT) have produced a strategy for 2005-2008 looking at ways to tackle drug and alcohol problems in Salford. The
four key aims of the strategy are improved education and communication, better identification and treatment of alcohol problems, prevent and tackle alcohol-
related crime and disorder, and encourage the alcohol drinks industry to promote responsible drinking to reduce alcohol related harm. From this Salford
DAAT have devised an Alcohol Action Plan for 2006 – 2007 with several objectives including providing information to the public about the dangers of alcohol
misuse and increase awareness of local services, and develop interventions to promote safer drinking to all drinkers in Salford. One of the Community Plans
pledges is „A city where children and young people are valued‟ one of the objectives within the pledge is to improve, mental emotional and physical health of
children and young people, tackle drug and alcohol misuse.
