Substance List Covering Letter





Nokia recognises the need to identify and control the chemicals (substances) used in its products

and/or packaging. For this purpose Nokia has compiled a NOKIA SUBSTANCE LIST based on

regulatory requirements and reasonable facts. The list specifies substances Nokia has banned,

restricted or targeted for reduction.



The sections of the lists are defined as follows:



 ‘Restricted List’: This identifies substances that are banned or restricted in applications

(components, materials (solders, pastes, etc.), parts, subassemblies and accessories) related to

Nokia products and/or packaging.



Details of the ban or restriction are specified in the ‘restriction’ column of the list. The restrictions

cover both known regulatory and specific Nokia requirements. Nokia applies these mandatory

requirements worldwide.



 ‘Monitored List’: This identifies substances which Nokia expects, based on reasonable facts,

to be reduced and phased out from Nokia products and/or packaging, subject to the availability of

technically, environmentally, and economically sound alternatives. Suppliers are strongly advised

to investigate suitable alternative solutions.





The scope of the list is defined as:



 Products (including components, parts, subassemblies and accessories): Substances that are

present in the product.

 Packaging (transport): Substances that are present in packaging materials.

 Scope of applicable Nokia products for each restriction is listed in the ‘Restriction and products

scope’ column.

 Restrictions that come into force in the future are defined in the ‘Pending restriction’ column.



This list and timetables are subject to updating in light of further scientific evidence, legislation

and/or other reasonable facts at the discretion of Nokia.

-"Prolonged skin contact" means 10 minutes of continuous skin contact in a normal use of the product.

- Note that if a non-nickel coating is applied on a nickel, the coating shall be sufficient to ensure that the rate of Ni release will not exceed 0.5 micro g/cm²/week for a period of at least two

years of normal use of the product

- It is recommended to avoid nickel and nickel platings in parts that come into skin contact, even if contact is not prolonged

- Standard method for nickel release testing: BS EN 1811:1999

- Standard method for the simulation of wear and corrosion of coated items: BS EN 12472: 1999

- Corrosion preventative coating on numerous key vehicle components (maximum 2 g per vehicle)

- Lead in electronic ceramic parts (e.g. piezoelectronic devices)

- Lead used in compliant pin connector systems

- Lead as a coating material for the thermal conduction module c-ring

- Lead in solders consisting of more than two elements for the connection between the pins and the package of microprocessors with a lead content of more than 80 %

and less than 85 % by weight

- Lead in solders to complete a viable electrical connection between semiconductor die and carrier within integrated circuit Flip Chip packages

- Lead in lead-bronze bearing shells and bushes

Exemptions to the ban of lead in products for vehicles:

- Lead as an alloying element

- Steel (including galvanised steel) containing up to 0,35 % lead by weight

- Aluminium containing up to 0,4 % lead by weight

- Copper alloy containing up to 4 % lead by weight

- Lead and lead compounds in components:

- Batteries

- Solder in electronic circuit boards and other applications

- A maximum concentration value up to 0,1 % by weight per homogeneous material shall be tolerated for not intentionally introduced lead

- A maximum concentration value up to 0,4 % by weight of lead in aluminium shall also be be tolerated provided it is not intentionally introduced

Exemptions to the ban of mercury in electrical and electronic equipment:

- Mercury in compact fluorescent lamps not exceeding 5 mg per lamp

- Mercury in straight fluorescent lamps for general purposes not exceeding

- halophosphate 10 mg

- triphosphate with normal lifetime 5 mg

- triphosphate with long lifetime 8 mg

- Mercury in straight fluorescent lamps for special purposes

- Mercury in other lamps not specifically mentioned in the list of exemptions to the directive.

Exemptions to the ban of mercury in products for vehicles:

- Bulbs and instrument panel displays

- A maximum concentration value up to 0,1 % by weight per homogeneous material shall be tolerated for not intentionally introduced mercury

Applications in question are in particular the following:

- Not to be used in packaging materials. Not to be used without prior Nokia consent in PWB varnishes or other applications where it may be heated to decomposition

temperatures in use or in repair of products

"Homogeneous Material" means a material that can not be mechanically disjointed into different materials.



- The term "homogeneous" is understood as "of uniform composition throughout". Examples of "homogeneous materials" are individual types of plastics, ceramics, glass, metals, alloys,

paper, board, resins and coatings. For example a stainless steel screw is a "homogeneous material", but a semi-conductor package contains many homogeneous materials which

include plastic moulding material, tin-platings on the lead-frame, the lead-frame alloy and gold-bonding wires.

- The term "mechanically disjointed" means that the material can be, in principle separated by mechanical actions such as unscrewing, cutting, crushing, grinding and abrasive processes.

Definition of "Intentionally introduced" for the purpose of the Nokia Substance List :

- "Intentionally introduced" shall mean "deliberately utilised in the formulation of a material or component where its continued presence is desired in the final product to provide

a specific characteristic, appearance or quality". The use of recycled materials as feedstock for the manufacture of new products, where some portion of the recycled materials

may contain amounts of regulated metals, is not to be considered as intentionally introduced.

prior to biological waste water treatment;

- metal working uses in controlled closed systems where the washing liquid is recycled or incinerated;
