 PHILLIP GOLDFEDER
              rd
Assemblyman 23 District

          November 17, 2011

          Mr. Joseph J. Lhota
          Executive Director, MTA
          347 Madison Ave.
          New York, NY 10017-3739

          Dear Mr. Lhota:

I would like to begin this letter with sincere congratulations on your recent appointment. The MTA faces a multitude of
challenges, and it is my hope that upon receiving a timely confirmation from the State Senate, your strong leadership
will carry the authority through its most pressing concerns.

I am writing to you regarding the toll on the Cross Bay Bridge, an issue that affects the day-to-day lives of most of the
constituent in my Assembly District. As you may know, the Cross Bay Bridge toll is the only intra-borough bridge toll
in New York City and by principle, inherently unfair. For the residents of Broad Channel and the Rockaways, this
means paying a toll to travel to and from work, drop-off and pick-up their children at school, visit the police precinct
and go to the local post office, among many other everyday necessities. The toll is hurting Queens residents and placing
a great burden on the local economy and the small businesses in the area. We should be doing everything we can to
attract visitors and businesses to our area, not charging them a fee to get here.

All of these reasons make ending this toll one of my top priorities. Queens residents should not have to pay a fee to go
about their daily lives. I have started an online petition on my website, and in the upcoming weeks I will be introducing
legislation to eliminate the toll completely. In addition, I am putting together a broad coalition of residents, local
business owners, community activists and fellow elected officials who support ending, once and for all, the only intra-
borough bridge toll in New York City.

It is with the most sincere efforts that I make this campaign to end the Cross Bay Bridge toll a top priority for the
people of the 23rd Assembly District. I invite you to visit my district to hear first hand from the affected residents and
businesses and I ask that you work with me to end the fee and make lives a little easier for the hardworking residents of
          the southern Queens.

          Sincerely,

          Phil Goldfeder
          Member of Assembly, 23rd District
