You are cordially invited to attend the Annual General Meeting (AGM) of the Electronics
Division.

The AGM will be held on Tuesday, 6th May 2008 at 18:30 hours at the HKIE Headquarters,
9/F Island Beverley, No. 1 Great George Street, Causeway Bay, Hong Kong. The minutes
of the AGM-2007 will be available in the meeting.


                  NOTICE OF THE 29TH ANNUAL GENERAL MEETING (AGM)

    NOTICE IS HEREBY GIVEN that the Annual General Meeting (AGM) of the Electronics
     Division will be held on Tuesday, 6 May 2008 at 6:30pm (light refreshment will be served
  commencing 6:00pm) at the Seminar Room, the HKIE Headquarters, 9/F Island Beverley, No 1
          Great George Street, Causeway Bay, Hong Kong, for the following purposes:

1.    To receive and confirm the Minutes of the AGM for Session 2006/2007.

2.    To receive and adopt the Annual Report of the Division for Session 2007/2008.

3.    To receive and adopt the Financial Statement of the Division for Session 2007/2008.

4.    To elect the Chairman and Ordinary Members of the Division Committee for Session
      2008/2009.

5.    To elect the Council Member (Division) for Session 2008/2009 to Session 2009/2010.

6.    Any other business.

      In case of adjournment of the AGM, members of the Division shall check on the
      Institution‟s website at www.hkie.org.hk and the Division‟s website at
      http://asic.ee.cuhk.edu.hk/en-division/ of the revised place, time and date for the adjourned
      AGM.

                                      Division Chairman
The outgoing Division Committee has decided to nominate Ir Dr. Wilton Fok Wai Tung for
election as the Chairman for Session 2008/2009.

                                  Ordinary Members
The outgoing Division Committee has decided to opt for the maximum of 15 Ordinary
Members and seven Ordinary Members in the Committee shall retire by end of the Session,
namely Ir Dr Wilton FOK Wai Tung, Ir David CHEUNG Chi Chiu, Ir TAM Yuk Ho, Ir TSE
Lok Him, Ir Peter CHAN On Bon, Ir Dr Samson TAM Wai Ho and Ir TSANG Wing Kei.

                      In the year of 2007/2008, we have set our plan to organize up-to-date
                      seminars, workshops, conferences, company visits etc and to collaborate
                      with other Divisions, YMC, AMC to foster stronger links and network, and
                      appeal to wider base of engineers. We also encourage every one of us to
                      introduce and invite our colleagues, working partners participating in our
                      events. Further, we would work with academic Institutes, our sister
                      Institutions, Associations, Industries, Government organizations etc, to
                      reach out a wide spectrum of engineers joining HKIE and the Divisional
activities. As at the end of my Chairmanship 2007/2008, I am pleased to report that ridding on
the team effort of the Committee and the culture of the Electronics Division, we have achieved
our targets. Please refer to the activities list enclosed. Particularly, we received very good
responses for our activities such as Technical visit to Hong Kong Olympic Equestrian Centre,
Technical Visit to Factory and Traffic Centre in Guangzhou, Win-win negotiation, Utra-wide
band and Digital Living, LED technical seminar, Technical Visit to ASM and seminar on 中醫
養生保健 etc. I treasured the experience working with committee members which is not only
professional execution but also enjoyable.
In these years, we all witness the growth of our Country and the increasing level of
collaboration between Hong Kong and the Mainland China. The economic bond between Hong
Kong and the Mainland China is not only give and take but also inter-collaboration to create
huge amount of opportunities for Engineers to develop in the China economy. We are planning
for a trip to SiChuan, China in 5 – 9 June 2008. I would encourage our members to join and
look for opportunities.
The Division has been providing a good platform for engineers to participate, develop and
cultivate our engineering profession, technologies and industries. I am proud of our committee
team members who are not only professionals, but also dedicated to engineering community.
They make the Division lively and create a lot of values to our members. It is also the good
culture established and passed down from our past chairmen.
Looking forward, we continue to serve our members and the industry with valued added
activities, emphasize on green environment, foster closer link with our Sister Divisions and
Associations and promoting collaboration between China and Hong Kong. I hope, you would
continue to support our events and offer your comments and feedback anytime.

Candidate for Chairmanship

Ir Dr. Wilton Fok Wai Tung


                   Dr. Fok is currently the Honorary Secretary of the Electronics Division of Hong
                   Kong Institution of Engineers. He is the Industrial Training Manager and a Teaching
                   Consultant in the Department of Electrical and Electronic Engineering of the
                   University of Hong Kong. He also a member of the HKU University Court and
                   Convocation Standing Committee. He is responsible for teaching, administrating
                   student industrial trainings and conducting researches on RFID, mobile telecom
                   applications and financial engineering. Before joining the department, Dr. Fok was
the e-Business Development Manager of the E-Business Technology Institute (ETI) of the University of
Hong Kong (HKU) and the Senior Business Development Manager of the ETI Consulting Limited
(ETIC). He led a team to commercialize and transfer technologies in the area of IT and e-Business and
other emerging technologies developed in the HKU to the industries. In recent years, he has been
focusing on the research and application development of Radio Frequency Identification (RFID)
technology and has been involved in a number of RFID feasibility studies and implementation projects
for the Hong Kong Government and industry. In June 2006, his team in ETIC won the 3G Cyberport
Award from the Hong Kong Wireless Development Center for a project of 3G Mobile Learning. In
October, his team also won the ICT Award from the Hong Kong Productivity Council for a project of
“3G RFID Property Management System”. Dr. Fok has broad industry experience in telecom, digital TV
and data networking technologies. Before joining HKU, Dr. Fok had been working in the Hongkong
Telecom (the former company of PCCW), NDS Asia Pacific Ltd and Roctec Technology Ltd. Dr. Fok is
currently serving a few government and NGO committees and panels such as the Advisory Committee
on Certification of Operations of Specified Plants & Equipment of the Labour Department, the Appeal
Board Panel of the Amusement Rides (Safety) Ordinance of the Home Affair Bureau and the Course
Validation Panels of the Vocational Training Council. Dr. Fok received his B.Eng degree in Electrical
and Electronics Engineering from the University of Hong Kong in 1993. Dr. Fok also received two other
M.Sc. degrees in Industrial Engineering and Environmental Management from this University in 1996
and 1999 respectively. In 1998 and 2007, he also awarded a MBA degree and a PhD degree from the
University of Cambridge and Renmin University of China respectively.



Candidates for Ordinary Membership

(No. 1) Mr. Daniel Chan
                  Daniel Chan was graduated in Hong Kong Polytechnic in 1980 and holds a Master‟s
                  degree in electronic engineering from the University of Hong Kong. He became a
                  Chartered Engineer in 1988 and served as office bearer/committee member of the
                  professional engineering societies of HKIE and IEE during the 1991-2000 period.
                  Then he actively participated local and overseas electronic industry association
                  activities including the setting up of several local associations and drafting the
                  international IPC-9151 standard (in the capacity of a member of the D-36
                  Subcommittee of IPC which is based in the USA). Before joining the Hong Kong
                  Productivity Council (HKPC) for which he served 26 years, he worked in National
Semiconductors and a home automation product manufacturer. As a Senior Consultant in HKPC, he led
a team of consultants to provide technology service to the electronics industry. He recently left HKPC to
start his own business to capitalise his technical expertise and relationship with local and overseas
partners. He is a frequency speaker in conferences. The most recent one was the International Tin
Conference which was organised by International Tin Research Institute (ITRI) and Metal Events of the
UK.

Candidates for Ordinary Membership


(No. 2) Ir CHEUNG, David

                 Mr. David Cheung received his Bachelor of Electronics Engineering and Master of
                 Electronics Engineering from McMaster University in 1974 and 1976. He further
                 received his Master of Electrical Engineering from University of Hong Kong in 1985
                 and MBA degree from University of East Asia in 1988. He had been working for
                 Canadian Marconi Company on Airborn Doppler Navigation System and had been
                 working for Ampex Ferrotec Limited on Computer and Memory Storage System. He
                 joined National Semiconductor in 1982 and was heading a Product/R&D center for 15
                 years, projects developed included ATM, FDDI, Ethernet, IsoEthernet , Fax Machine,
DECT Phone, Video Surveillance System, MiniDisc, Multibus 32K CPU and Peripherals interface cards,
etc. He established his own company Advanced Radio Technologies HK Limited in 1996 for developing
pager products. He joined Wongs Technology Limited in 1998 as Sr. VP working on Broadband and
Internet devices. He joined Chung Nam Electronics Co. Ltd as CTO in 2000, products developed
including the fixed and handheld RFID UHF readers, Bluetooth products and 802.11x Wireless LAN
products including Wi-Fi Digital Media Adaptor and Internet Radio.

(No. 3) Mr. DONG Shi-ki
                   Mr. DONG Shi-ki received his BEng(Hon) degree in Electronics Engineering in
                   2004, and MSc Degree in Integrated Circuit Design Engineer (ICDE) in 2006 from
                   the Hong Kong University of Science and Technology. In 2006, he joined Chip and
                   System Technology Centre (CaST), PEAK, VTC group, as an Assistant IC Design
                   Engineer. He was involved in the development of Capacitance Sensor ICs.
                   Currently, he is mainly responsible in designing and testing of the LCD driver ICs.
                   Mr. Dong joined the HKIE in 2007 as a graduated member under “Scheme A”
                   training. He is an active member in the HKIE and has coordinated several activities
                   in Electronics and YMC Division (Visiting Group). He was also the publishing
manager in the “Annual Dinner 2008” of the HKIE Electronics Division.


(No. 4) Ms. KWAN Shui Ling

                  Ms Kwan is the Senior Business Development Manager of Asia Pacific of Globe7
                  HK Limited Ms Kwan holds varied roles in business strategies formulation, sets up
                  new operation branches, manages company's key business partner relationships and
                  projects in Asia Pacific Region includes China, Hong Kong, India, Taiwan and Japan.
                  The projects under her lead includes WOOP, a white label VOIP solution designed
                  for SINA.com; Longhaier.com, a Chinese SNS portal partnered with Tencent;
                  Axillchina, an online advertising platform developed in India with integration of
                  Alibaba payment gateway; Globe7 softphone, developed in India and marketed in
                  China and Taiwan with Baidu, ChinaTimes and Allyes. The total project value
amounted to 40Million HKD. Before serving Globe7, Ms Kwan also served DHL and New World
Mobility. Ms Kwan gained several awards and scholarships, which included the Outstanding
Dissertation Award during her studies in Tsinghua University; the Best XML Web Services Peer-to-Peer
Application Award in Microsoft Developer XML Web Service Award Contest and the Silver Award
from Ericsson, Smartone Smart-apps-to-go contest. Ms Kwan holds an MSc degree with distinction in
Engineering Enterprise Management from The Hong Kong University of Science and Technology and a
BEng(Hons) degree in Software Engineering from The University of Hong Kong.

Candidates for Ordinary Membership


(No. 5) Mr. POON Chung-yin, Johnny
                Mr. POON Chung-yin received his BEng(Hon) degree in information engineering in
                2003 from the University of Hong Kong. From 2003 to 2005, he joined the Electrical &
                Mechanical Services Department (EMSD), the Government of the Hong Kong Special
                Administrative Region as an Electronics Engineering Graduate to undertake a Scheme
                „A‟ professional engineering training. Afterwards, he was promoted to Assistant
                Electronics Engineer and was deployed to the Health Sector Division of EMSD, where
                he provided medical procurement and project management services to various hospitals
                in Hong Kong. Currently, he joined the Hong Kong Sanatorium & Hospital as an
Assistant Engineer in Biomedical Engineering Department. He is mainly responsible for providing
in-house electronics and biomedical engineering services.

(No. 6) Ir POON Kwok-ying, Raymond
              Mr. POON Kwok-ying, Raymond received his BEng(Hon) degree in Electrical and
              Electronics Engineering in 1992 and MSc degree in Environmental Management in 2005
              from The University of Hong Kong. In 1992, he has joined the Electrical & Mechanical
              Services Department (EMSD) of the Government of the HKSAR as an Electronics
              Engineering Graduate. He was promoted to Assistant Electronics Engineer in 1994 and
              deployed to the Health Sector Division to practice in Electronics and Biomedical
              Engineering works. He obtained corporate membership of HKIE in Electronics
Discipline in 1997 and was promoted to Electronics Engineer. He subsequently obtained an additional
Biomedical discipline of HKIE in 2006. Currently, he is mainly responsible for providing electronics
and biomedical engineering services to hospitals and healthcare institutions in the HKSAR. In 2005, he
received the award of Young Engineer of the Year from HKIE and he is now serving HKIE as the
Honorary Secretary of the Biomedical Discipline Advisory Panel and Committee Member of the
Biomedical Division.


(No. 7) Ir TSE Lok Him
              Mr. TSE Lok-him received his BEng(Hon) degree and MEng degree in electronics in
              2000, and his MSc degree in electronics and information in 2001 from The Hong Kong
              Polytechnic University. From 2000 to 2002, he joined the Electrical & Mechanical
              Services Department (EMSD), the Government of the Hong Kong Special Administrative
              Region as an Electronics Engineering Graduate to undertake a Scheme „A‟ professional
              engineering training. Afterwards, he was promoted to the rank of Assistant Electronics
              Engineer and was deployed to the Health Sector Division of EMSD. Subsequently, he
              obtained corporate membership of HKIE in 2005 and was promoted to Electronics
Engineer. Currently, he is mainly responsible for providing electronics and biomedical engineering
services to hospitals. He is a committee member of the electronics division and training review
sub-committee (Group III) of The Hong Kong Institution of Engineers.

                         Minutes of Annual General Meeting for Session 2006/2007

Present      :     Thirty-eight (38) HKIE Electronics Division members, and 11 HKIE members

1. To receive and adopt the agenda for the Annual General Meeting (AGM) of the Division for
   the 2006/2007 Session.
        The agenda of the AGM for the 2006/2007 Session was adopted.
         Proposer        :   Ir Dr Roger SO Tsz-ngai
         Seconder        :   Ir Jolly WONG Chun-kau

2. To confirm the minutes of the AGM for the 2005/2006 Session held on 28 April 2006.
        The minutes of the AGM for the 2005/2006 Session were confirmed.

         Seconder        :   Ir David CHEUNG Chi-chiu

3.   To receive and adopt the annual report of the Division for the 2006/2007 Session.

          Ir Prof Oliver CHOY Chiu-sing briefed the annual report of the Division for Members‟
           information and consideration. The annual report was adopted.

      Seconder            :     Ir Dr LI Chi-Kwong

4. To receive and adopt the financial statement of the Division for the 2006/2007 Session.
        Ir Dr Ringo LAM Wai-kit (Honorary Treasurer) presented the financial statement of the
         Division. For the period from 1 April 2006 to 31 March 2007, the accumulated surplus was
         HK$184,343.60.
        The financial statement was adopted.

5. To elect the Chairman and Divisional Committee Members for the 2007/2008 Session.
            Ir Prof Oliver CHOY Chiu-sing (the outgoing Chairman) reported that One (1) valid
             nomination for the Chairman, Nine (9) valid nominations for Ordinary Member were received
             by the closing date for nomination as follows:
             Nomination for Chairman:

             Nomination for Ordinary Member:
             Ir Ir Dr CHOI Yat-man
             Ir Wilson CHOU Yuk-wah
             Ir Wilton FOK Wai-tung

            For the election of Chairman, there was only one nominee for the post. The attendances to
             the AGM accepted the nomination. Therefore, for the 2007/2008 Session, Ir TSUI Ping-fong
             was elected as the Chairman.
            For the election of Ordinary Member, all the attendances were invited to put their votes in the
             ballot box. After counting the ballot papers with scrutiny by Ir David CHEUNG Chi-chiu and
             Mr Martin SIU Wai-kwong, Ir Prof Oliver CHOY Chiu-sing (the outgoing Chairman)

             announced that the following candidates were elected:

6. Vision of Chairman of Electronics Division for coming Session 2007/2008.
        Ir TSUI Ping-fong, elected Chairman of Electronics Division for Session 2007/2008, briefed
         his visions for the coming 2007/2008 session, and would work for the Division, co-operate
         with other organizations and committees, and sustain the momentum created by the past
         Chairmen.
7. Any Other Business.
        Ir Dr LO Wai-kwok proposed a vote of thanks to Ir Prof Oliver CHOY Chiu-sing (the
         outgoing Chairman) and the committee. It was agreed by all attendances.
        As there was no other business, the meeting was adjourned at 20:20.
