                                   INVITATION TO BID:

           ONE (1) NEW OR USED 1-1/2 TON TRUCK WITH DUMP BED


Sealed bids will be received by a representative of the Board of Trustees of School
District No. 25, Bannock County, Idaho, at 3115 Poleline Road, Pocatello, Idaho, until
3:00 PM, August 5, 2009, for one (1) new or used 1-1/2 ton truck with dump bed.

Specifications or additional details (including bid forms) may be secured at 3115 Poleline
Road, Pocatello, Idaho. All bids must be on the forms furnished, all blank spaces filled
in, and signed with the name and address of Bidder. No qualified bids will be read.

Each bid shall be accompanied by a certified check, cashier’s check, or a bidder’s bond
(executed by a qualified surety company with the power to do business in the State of
Idaho) in the sum of not less than (5%) of the total bid, made payable to School District
No. 25, Bannock County, Pocatello, Idaho. This surety shall be forfeited by the bidder in
the event of failure to fulfill provisions of bid on which purchase order award is based.
Personal and Company checks will not be accepted.

The Board of Trustees reserves the right to reject any or all bids or to waive any
informalities, or to accept the bid or bids deemed best for Pocatello / Chubbuck School
District No. 25.

                    GENERAL TERMS AND SPECIFICATIONS

              ONE (1) NEW OR USED 1-1/2 TON TRUCK WITH DUMP BED

BIDDER REQUIREMENTS

1.     Licensed as a dealer to do business within the state of Idaho.
2.     Provide a shop service facility with full-time service personnel.
3.     Provide an established (adequate) inventory for parts and service.
4.     Provide an 800 number for parts and a full-time parts person available during
       normal business hours.
5.     Provide field service person available for warranty work at school district facility.
6.     Provide list of five users within the state of Idaho.

SUBMISSION OF BID

The bidder shall submit with his bid, complete specifications and descriptive data as
published by the manufacturer. Also submitted shall be such photographs, charts and
drawings as may be necessary to enable the Board of Trustees to understand clearly and
readily the mechanical features of the proposed vehicle.

Price per unit shall be quoted F.O.B. Pocatello, Idaho.

The dealer shall provide the school district with a copy of the order to the factory
showing date of the order and the factory's acknowledgment and scheduled date of
production.

IMPORTANT: Bids will be accepted on the attached “Bid Sheet” form only. Bids shall
be sealed in an envelope along with the required certified or cashier’s check or bid bond.
All envelopes (internal, external, Fed-Ex, UPS, etc.) should be clearly marked on the
outside “ONE (1) NEW OR USED 1-1/2 TON TRUCK WITH DUMP BED
- TO BE OPENED AT 3:00 P.M. ON AUGUST 5, 2009,” and addressed to Director of
Business Operations, School District No. 25, 3115 Poleline Rd., Pocatello, ID 83201.
Bid not addressed as such may be subject to late arrival and disqualification from the bid
opening. Bids not delivered by vendors at the time of bid opening must be received by
mail no later than 4:00 P.M. on August 4, 2009, the day before the bid opening.

Each bidder shall furnish a Certified Check, Cashier's Check, or Bid Bond, written by an
authorized surety company with power to do business in the State of Idaho, for not less
than five percent (5%) of the amount of the "Proposal" and made payable to School
District No. 25, Bannock County, Pocatello, Idaho, as a guarantee of faithful completion
of contract, refundable after the satisfactory conclusion of the proposed transaction.
Personal and Company checks will not be accepted.
DELIVERY

It shall be the responsibility of the successful bidder to:

1.      Provide the school district with a copy of the order to the factory showing date of
        the order and the factory's acknowledgment and scheduled date of production.

2.      Establish a definite date for delivery. Factory invoice shall be submitted with
        delivery of the unit, listing the breakdown of component parts of chassis.

PAYMENT
Prices must remain firm as quoted by supplier until received. Application for payment
dated on or before the 25th of the month, shall be paid by the 15th of the month.
Application for payment dated on or after the 25th of the month, shall be paid within 30
days.

INTERPRETATIONS:

Should a bidder find discrepancies in or omissions from the specifications, or be in doubt
as to their meaning, he should at once notify the owner, who will send written
instructions or addenda to all bidders. The owner will not be responsible for oral
interpretations. Questions received less than 48 hours before time for bid opening cannot
be answered. All addenda issued during the time of bidding will be incorporated in the
contract.

DISTRICT REPRESENTATIVE:

Refer all questions to Mr. Ken Wright, School Plant Coordinator, at (208) 233-2604.
Contact with other district staff, Board of Trustees, or Administration, will be by written
permission only.

GENERAL INFORMATION:

The vehicle bid shall be a new or used model vehicle of the manufacturer’s current
standard production, and shall be complete with all accessories and standard equipment
customarily furnished with the vehicle offered under these specifications, stipulated
herein or not.

Exemption certificate for all allowable excise tax will be furnished by the School District.

In addition to specifications hereinafter written, the body and chassis shall consist of the
following:

Motor Size:
1. Diesel powered, turbo charger and after cooler.
2. 200 horsepower or equal.
3. If gasoline engine, 190 horsepower minimum.
Wheels, Rims:

Wheels shall be at least 10-hole disc, Budd Type (900 x 20) wheel (7.0 rim)
manufactured by the Budd manufacturing company or equal. Single wheels in front, dual
rear, also equipped with extra wheel and rim.

Tires:

Front: 9.00 x 20, 12 ply tubeless load range.
Rear: 9.00 x 20, 12 ply tubeless load range with traction tread.
Spare: 9.00 x 20, 12 ply tubeless load range.

Wheelbase:

The wheel base shall be close to or equal to 152” with frame sufficient to mount a 10’
dump body.

Axles:

1.   Front axle – not less than 8,100 pounds.
2.   Rear axle – not less than 15,000 pounds.
3.   Rear axle shall be single speed, ratio near 4.63.
4.   Heavy duty front and rear springs with overloads for rear.
5.   Front springs shall be multi-leaf type, spring design.
6.   Rear springs shall be multi-leaf type.
7.   Auxiliary springs, single taper leaf needed to provide increased stabilization of load.
8.   No plastic bushings shall be permitted at any point in the suspension.

Shocks:

Front and rear heavy-duty, double action.

Air Cleaner:

Equipped with adequate (high capacity) dry type air cleaner, mounted outside passenger
compartment. Air restrictor gauge to be mounted on air cleaner housing.

Horns:

Dual electric horns.

Mud Guards:

Front and rear wheels shall have mud flaps.
Engine Heater:

1200 watt

Power Steering:

Vehicle is to be equipped with power steering, reservoir to be readily accessible.

Transmission:

Allison 2000 series automatic (or equal) with five (5) forward speeds and one (1) reverse
speed. An external transmission filter shall be installed vertically in a protected, but
easily accessible location. Transmission oil cooling shall be incorporated into the engine
radiator with an auxiliary cooler also provided. Transmission temperature gauge
preferred.

Brakes:

1. Split system, power-assisted hydraulic.
2. Front disc brakes; rear disc brakes; parking brake; non-asbestos pads; shielded.
3. Brake system failure warning light or buzzer.
4. Shall be designed to permit visual inspection of brake pad wear without removal of
   any chassis components.
5. Back-up electrical power system pump required.

Battery:

1. Dual batteries, with a rated capacity of not less than 1000 ampere-hours, at twelve
volts measure at five hour rate. Three-year guarantee.
2. 130 amp minimum alternator with heavy-duty regulator (no Motorola)

Instrument Panel Gauges:

1. Amp meter
2. Oil pressure
3. Coolant temperature
4. Fuel tank
5. Speedometer/odometer (U.S. head)
6. Upper beam headlight indicator

All gauges are to be illuminated
Mechanical and Electrical Signals:

Vehicle shall comply with federal safety standards on external lights. Turn signals,
emergency flasher switch and self-cancel turn signal. All gauges are to be installed in
dash and illuminated.

Windshield Wipers:

The windshield wipers shall be two speed; dual electric; intermittent; heavy duty. Wet
arm wiper blades, 16” minimum. Windshield washer system shall have an electric pump
and a one gallon reservoir.

Windows:

1. Windows shall be safety glass throughout.
2. Tinted windshield.

Mirrors:

There shall be dual side mirrors, West Coast type, heated and wired to key switch.

Seats:

1. There shall be one full size, three passenger, bench seat. Vinyl or cloth covering.
2. Seat to be bolted.

Radiator:

Heavy duty radiator; tubular type with coolant level warning system and coolant recovery
system.

Muffler:

Aluminized type exhaust system, applicable to engine application.

Seat Belts:

Shall include two lap/shoulder safety belts with retractors. Center lap belt without
retractor also needed.

Fuel Tank:

Minimum 50 gallons
Body Size and Construction:

1. Construction shall be all steel or other metal with strength at least equivalent to all
steel, as
   Certified by the body manufacturers.
2. Length to be able to accommodate 10’ long dump body.
3. Rear stabilizer needed because of heavy-duty applications.

Doors:

1. Both doors shall have safety glass.
2. Padded arm rests both sides.
3. Cab assist handles to be installed on both sides for entry (11” minimum required).

Undercoating:

1. Underside of front fenders shall be undercoated with fire resistant asphalt base, rubber
base, or other undercoating material, applied by spray method, to seal, deaden sound,
insulate, and prevent oxidation.
2. Complete Body rust proofing.

Color:

Tan preferred. White Acceptable.

Drive Shaft:

Protected by metal guards (one for each section) to prevent whipping through cargo areas
or dropping to the ground if broken.

Governor:

Shall be set at manufacturer’s recommended maximum.

Gross Vehicle Rating:

Minimum of 23,000 G.V.W. per rated capacity axles. Must be under CDL (25,950)

Filters:

1. Spin on oil filter(s).
2. Spin on primary and secondary fuel filters, if diesel engine equipped.
Throttle:

1. Electronic operated throttle installed in driver’s compartment.
2. Installed on dash, easily accessible to the driver while seated in the driver’s seat.

Radio:

Standard AM/FM type.

Miscellaneous:

1. Tilt hood.
2. Tow hooks mounted at front bumper area and two mounted in rear.
3. Front license plate bracket.
4. Electric back-up warning alarm installed behind the rear axle WARN-A-ALARM
(002Dba) or
   comparable to be installed.

Floor Covering:

Rubber type with separate floor mats.

Maintenance Manuals:

Provide a complete set of wiring diagrams for chassis and engine plus include
transmission, service and parts manuals for easy reference.

Hydraulic Hoist/Dump Body:

1. Double-action ram preferred; scissor-type.
2. Ten foot fold-down sides needed with dump body, 24” high.
3. Installed.
4. Dumping Capacity: 8-10 cubic yards

Warranty:

Body and chassis warranty to be a minimum of three years.
