1 Introduction

Mobile Learning Manager


mLeMan aims to develop and mainstream Europe wide skills recognition and qualification service for
m-learning managers, and other individual management level charged with evaluating sourcing or
implementing m-learning solutions. Proposal is made in the context of growth of m-learning because
of m-technology development and availability, and qualifications and programs paucity at managerial
(as premise and stimulus to design and development levels) levels in the field.

ECQA – European Certification and Qualification Association


People will be able to apply for a European certificate for the aforementioned levels. The exam portal
is managed by ECQA - European Certification and Qualification Association. The ECQA is a not-for-
profit association which was created as a result of a number of EU-supported initiatives over the last
ten years, where, as part of the European Union’s Lifelong Learning Program, different educational
establishments decided to follow a joint process for the certification of people working within
industry.

        ECQA provides worldwide unified certification schemes for various professions.
        ECQA works alongside experts from the market and supports the definition and development
         of the knowledge (skills sets) required for professions.
        ECQA defines and verifies quality criteria for Training organizations and Trainers to ensure
         the same level of training all over the world.
        ECQA centrally promotes all certified professionals.

The European work force is highly flexible and needs to work for industries across Europe (Germany,
France, etc.). Through the ECQA it is possible to attend courses for a specific profession, in Slovenia
for example, and take a standard European test at the end of the course. The certificate will then be
recognized by European training organizations and institutions in 14 Member States. This will
automatically lead to a wider recognition of the qualification and better chances of working for
customers in an open European market.

ECQA currently supports 15 professions in Europe and, with support from the European Commission
continuing until 2012, the pool will grow to 21 certified professions. In addition to the qualifications
available for the mobile Learning Manager, ECQA offers certification for roles such as IT Security
Manager, Innovation Manager, EU project manager, E-security Manager, E-Business Manager, E-
Strategy Manager, SW Architect, SW Project Manager, IT Consultant for COTS selection, Internal
Financial Control Assessor (COSO/COBIT based), Interpersonal Skills, Scope Manager (Estimation
Processes), Configuration Manager, SW Process Improvement Manager, Integrated Mechatronics
Designer, E-Learning Manager and Terminology Manager.

2 Registration

   1. Go to: www.ecqa.org
   2. Select Learning Portal from the left menu and scroll down till you see the picture from step
      5.
   3. If you have registered before, log in under ‘Participants’ and continue with step 8.
   4. If you don’t have an account, please click on Register.

        IMPORTANT:
        You need to register only once. For the exam an additional registration is not required.

   5. As participant please register / log in here.




   6. First, select the profession you would like to register for ( ‘mLearning Manager’) and click
      Next.




   7. Then select the training organisation and click Next.




   8. Click on the option ‘I am a new user and would like to create an account’.

    9. To get to the registration form, please fill out this form completely and click Finish.
       You will be forwarded to the ECQA Skill & Exam System.

IMPORTANT:
      Please make sure that you have entered your personal details correctly, as this data will be
      used for further contact with you. The surname and first name you enter (under ‘Contact
      details’) will appear on the certificate.




    10. After logging in to the ECQA Skill & Exam System you have the following options:
             Perform self assessment
             Attend an Exam
             Enter the Online Training.

3 Online Training

   1. To attend the m-Learning Manager online training please select Learning->Courses from the
      Menu




   2. A new window will open with a list of Units.




   3. Click on the Unit to get a list of courses. In the case of the m-Learning Manager training all
      Units are pointing to the same online training. To sign in for the training click on the Sign In
      button. The username and password from the ECQA Skill & Exam Portal are transferred to
      the Learning Management System DIPSEIL and you will be automatically redirected to the
      Online Training.

  4. Once in the DIPSEIL system, you will see a tree structure, containing the course you have
     selected to study.




  5. By clicking on the course’s title, you will see a popup giving more information about the
     specific course. To unveil the tasks, which you should study, click on the plus sign next to the
     course’s title. The second level (right below the course) in the tree structure contains the
     modules. Each course contains several modules. When you open the modules, you will see

       the tasks, that need to be done.

  6. To start studying the task, click on the task’s title.




  7. Each task contains several tools, called IPSS Learning Objects, which help you fulfill your task.

    8. Once you have studied the information provided about this task, you may send your solution.
       The form for submitting a solution can be found on the bottom of each task’s page. Upload
       your file.




    9. If the upload was successful, information about the file you have uploaded will be displayed
       above the upload form. This file will be stored on our servers and will be used during your
       assessment as DALA-evidences. Once the assessors have commented and noted your
       solutions, the comments and notes will be also displayed in the form shown above.

Once you have registered to the ECQA and logged in the first time to DIPSEIL you can use also the
direct link to the DIPSEIL online training: http://env.dipseil.net/v3/
