         COUNCIL BILL NO. 2006-274 - AN ORDINANCE amending Ordinance No. 2004-256,
         passed by the Council of the City of Joplin, Missouri, November 15, 2004, by removing from
         District R-1 and including in District R-2 property as described below and located at the
         southwest corner of 42nd Street and Virginia Avenue in the City of Joplin, Newton County,
         Missouri. Motion by Shaw, Second by Ms. Colbert-Kean, to Deny Council Bill No. 2006-
         274. Voting in favor were Council Members: Colbert-Kean, Glaze, Harrington, Shaw,
         Stinnett, Tupper, West and Woolston, 8. Nays: 0. Absent: 1, Russell.

         COUNCIL BILL NO. 2006-275 - AN ORDINANCE amending Ordinance No. 2004-256,
         passed by the Council of the City of Joplin, Missouri, November 15, 2004, by removing from
         District M-1-PD and including in District R-2 property as described below and located at
         4409 North Swede Lane in the City of Joplin, Jasper County, Missouri. Motion by Mr.
         West, Second by Mr. Glaze, to Place Council Bill No. 2006-275 on First Reading and
     Anyone wishing to address the Council should step to the Podium and state their name and address. If the matter
     is not a Public Hearing, a request to speak to the Council should be prepared prior to the meeting. Speaking time
     will be limited to five minutes.

     Sound enhancement units are available for hearing impaired customers. You will be asked to provide a form of
     identification as security, which will be returned when you return the unit.

       COUNCIL BILL NO. 2006-276 - AN ORDINANCE amending Ordinance No. 2004-256,
       passed by the Council of the City of Joplin, Missouri, November 15, 2004, by removing from
       District R-1 and including in District R-2 property as described below and located
       approximately 200 feet west from the intersection of Logan Drive and James Drive in the
       City of Joplin, Jasper County, Missouri. Motion by Harrington, Second by Mr. West, to
       Place Council Bill No. 2006-276 on First Reading and Pass. Voting in favor were
       Council Members: Colbert-Kean, Glaze, Harrington, Shaw, Stinnett, Tupper, West
       and Woolston, 8. Nays: 0. Absent: 1, Russell.
       COUNCIL BILL NO. 2006-278 - AN ORDINANCE amending Ordinance No. 2004-256,
       passed by the Council of the City of Joplin, Missouri, November 15, 2004, by removing from
       District R-2 and including in District C-0 property as described below and located at 613 and
       615 South Club Avenue in the City of Joplin, Jasper County, Missouri. Motion by Mr.

       COUNCIL BILL NO. 2006-279 - AN ORDINANCE amending Ordinance No. 2004-256,

       southeast corner of Virginia Avenue and 44th Street and including 4401, 4505 and 4509
       South Virginia Avenue in the City of Joplin, Newton County, Missouri. Motion by Mr.
       Shaw, Second by Mr. Harrington, to Place Council Bill No. 2006-279 on First Reading

       COUNCIL BILL NO. 2006-280 - AN ORDINANCE amending Ordinance No. 2004-256,

       northeast corner of 49th Street and Virginia Avenue in the City of Joplin, Newton County,
       Missouri. Motion by Mr. West, Second by Mr. Harrington, to Place Council Bill No.

       COUNCIL BILL NO. 2006-282 - AN ORDINANCE amending Ordinance No. 2004-256,
       passed by the Council of the City of Joplin, Missouri, November 15, 2004, by removing from
       District R-3 and including in District C-2-PD property as described below and located on the
       south side of 32nd Street approximately 500 feet east from the intersection of 32nd Street and
       McClelland Boulevard in the City of Joplin, Newton County, Missouri. Motion by Mr.
       Harrington, Second by Mr. West, to Place Council Bill No. 2006-282 on First Reading
       and Pass. Voting in favor were Council Members: Colbert-Kean, Glaze, Harrington,

       COUNCIL BILL NO. 2006-020 - AN ORDINANCE approving the Redevelopment Plan for
       the property located generally at 501, 505, 507, 509, 511, and 513 South Main Street; and,
       502, 508 and 627 South Virginia Avenue, known as the "Chrisman Buildings and Properties"
       by the Matt Miller Company, d/b/a Urban Dwellers, LP, in accordance with the
       Redevelopment Plan as approved by the Joplin Redevelopment Corporation, Inc; approving
       and authorizing the abatement of ad valorem real estate taxes on the property located
       generally at 501, 505, 507, 509, 511, and 513 South Main Street; and, 502, 508 and 627
       South Virginia Avenue in Joplin, Missouri, in the amount of one hundred percent (100%) of
       the amount that the total equalized assessed valuation of the taxable real property in the
       redevelopment project exceeds the certified total initial equalized assessed valuation of the
       taxable real property in the redevelopment project for ten (10) years, commencing January 1,
       2007, and, an abatement of the ad valorem real property taxes in the amount of fifty percent
       (50%) of the amount that the total equalized assessed valuation of the taxable real property in
       the redevelopment project exceeds the certified total initial equalized assessed valuation of
       the taxable real property in the redevelopment project for fifteen (15) years, commencing
       January 1, 2017; authorizing the City Manager to execute all instruments approved herein
       and any other instruments necessary to effectuate the intent of the Council as described
       herein upon recommendation of the City Attorney; and containing an emergency clause.
       Motion by Mr. Shaw, Second by Mr. Harrington, to Adopt Council Bill No. 2006-020.
       Voting in favor were Council Members: Colbert-Kean, Glaze, Harrington, Shaw,

       COUNCIL BILL NO. 2006-021 - AN ORDINANCE approving the Redevelopment Plan for
       the property located generally at Maiden Lane and Junge Boulevard known as the "King
       Press" property by Charles J. Robertson, III, and Jackie Robertson, in accordance with the
       Redevelopment Plan as approved by the Joplin Redevelopment Corporation, Inc; approving
       and authorizing the abatement of ad valorem real estate taxes on the property located
       generally at Maiden Lane and Junge Boulevard, Joplin, Missouri, in the amount of one
       hundred percent (100%) for ten (10) years, commencing January 1, 2007, and, an abatement
       in the amount of fifty percent (50%) of the ad valorem real property taxes for fifteen (15)

       COUNCIL BILL NO. 2006-022 - AN ORDINANCE approving the Redevelopment Plan for
       the Messenger Towers property located generally at 102 East 2nd Street, in Joplin, by
       Dominium Development and Acquisition, LLC, in accordance with the Redevelopment Plan
       as approved by the Joplin Redevelopment Corporation, Inc; approving and authorizing the
       abatement of ad valorem real estate taxes on the property located generally at 102 East 2nd

       Street, Joplin, Missouri, in the amount of one hundred percent (100%) for ten (10) years,

       intersection of Logan Drive and James Drive in the City of Joplin, Jasper County, Missouri.

       COUNCIL BILL NO. 2006-281 - AN ORDINANCE establishing grades and accepting the

       Restriction by and between the City of Joplin, Missouri, a Municipal Corporation, and State
       of Missouri, releasing a restriction that the land may only be used as a National Guard
       Armory; and authorizing the City Manager to execute the same by and on behalf of the City
       of Joplin; and containing an emergency clause. Motion by Mr. Harrington, Second by Mr.
       Glaze, to Adopt Council Bill No. 2006-023. Voting in favor were Council Members:
       Colbert-Kean, Glaze, Harrington, Shaw, Stinnett, Tupper, West and Woolston, 8.

       Jasper County, Missouri; and authorizing the payment of Forty-Nine Thousand and 00/100

       approve the declaration of this excess city property. Voting in favor were Council
