									 TENDER SPECIFICATION OF SUPPLY, INSTALLATION, TEST AND COMMISSION OF
                 SMSC BASED RAILWAYS APPLICATIONS

SCOPE OF THE TENDER
    1. Supply, Installation, Testing & Commissioning of the following related to
       GSM-R with 4000 users.

      A.     Short Message Service Centre with the following dimensions on 100%
             Redundancy basis:

              a)   BHSM – 180 K (50 sms/s *3600)
              b)   Busy Hour Traffic – 12.5% of total day traffic
              c)   Percentage of non-delivery: 10%
              d)   CDR/ internal HDD storage : 30 days

      B.     USSD gateway on 100% Redundancy basis:
              a) Busy Hour Traffic-12.5% of total day traffic.
              b) 64000 simulations outgoing and incoming sessions.
              c) CDR/internal HDD storage:30 days
      C.     SMS and USSD based applications:
                   Development of SMS and USSD based applications tailored
             according to Railway needs.

      2. The tenderers are required to provide Annual preventive maintenance of
         the equipment for 3 years after the expiry of warranty period. The
         tenderers should include the charges of preventive maintenance schedule
         and the cost of items to be used in preventive maintenance schedule in
         the FOR destination price for the purpose of comparative evaluation of
         offers.
      3. In-house training for end-users, support technician and oprerator-2 days
         each with a max batch size of 5 pax.

SHORT MESSAGING SERVICE CENTER
1.1 System features and function
SMSC shall consist of the followings:
    i.   DB Architecture based on Advanced queuing
   ii.   Subscribers Queue
  iii.   Intelligent Traffic Control
 iv.     Fast Underlying Server
   v.    Configurable Multiple Read/Write Connections
 vi.     Logging SMS Life Cycle
 vii.    Buffering handling congestion
viii.    Central Main Management (CMM) should provision enabling/disabling,
         debugging, restart and stop facility of any module of the live system
 ix.     Event-based logging of database
   x.    In case of anomaly/overload the CMM should send email notification to
         user(s).
 xi.     The SMSC should use store/forward mechanism to ensure reliable delivery
         of SMS messages
 xii.    Should support MO,MT, ESME origination and termination
xiii.    Should support text messages with alphanumeric CLI
xiv.     Should support picture messages

  xv.     Should provide ring-tone download
  xvi.    Should support WAP push message
 xvii.    Should support SI messages
 xviii.   Facilitate to configure the maximum short message length on a system – wide
          basis or for each interface supported and to specify whether to reject
          messages that exceed the maximum length, or truncate them to the maximum
          length
  xix.    The offered system shall generate CDR for every type of transaction
          performed. There shall be CDR for each state of transaction like successful,
          unsuccessful, pending, etc.
   xx.    The offered system shall have the GUI based Operation and Maintenance tool
          (O&M).
  xxi.    The system should support interconnection with GSM network via SS7 and
          SIGTRAN
  xxii.   A single SMS should contain 160 characters of user data of 7-bit default
          alphabet
 xxiii.   Provision of SMS concatenation (stringing several short messages together)
          and compression (getting more than 160 characters of data within a single
          short message) as defined in the GSM 3.40 SMS specifications
 xxiv.    Messages of the originating subscriber should be validated before acceptance
 xxv.     An appropriate error code should be generated if the destination address
          verification is not served
xxvi.     Should support Message Validity Period
xxvii.    Should support short-numbers and short names/aliases for mapping to actual
          mobile numbers.
xxviii.   Should be capable of defining alphanumeric string
 xxix.    Should support GT addressing
 xxx.     Should be capable of identifying email addresses in messages and handle it
          for delivery using SMTP
 xxxi.    SMSC should be capable of generating Unique Message ID for each submitted
          message.
xxxii.    Should be capable of notifying the subscriber mobile handset memory exceed
xxxiii.   Provision an interface to specify the throttle control on the number of message
          delivery attempts to the MSC
xxxiv.    99.999% uptime
xxxv.     Authorized link should be capable to set the following parameters of message

                       1.   Validity Time
                       2.   Time to Send
                       3.   Message Priority
                       4.   Address Conversion Table
                       5.   Optional Enquire Link (SMPP)
                       6.   Advanced SMPP Layer, that handles all the
                            incoming/outgoing messages on SMPP links separately from
                            the SMSC

1.2 Hardware requirement:-
Telecom grade high performance server (HP / Dell / IBM)
Signalling hardware:
      Dialogic SS7G31 – IU SIU server with 64 SS7 links (Signalling Interface Unit)
SMSC hardware:
         o Dual Quad Core Xeon Processors @ 2 Ghz with 4 MB Cache Memory
             & 1333 Mhz FSB or higher/better.
         o 4 GB or higher DDR2 RAM with 800 Mhz Bus speed.
         o 3 X 146 GB SAS Hard disk (@ 15,000 RPM ) – RAID 5 Hot swappable
             configuration. Higher/better configuration would suffice.
         o Dual Hot swappable Fully Redundant power supply @ 933 watts.
         o DVD ROM optical drive.
         o Standard Keyboard, Mouse and Monitor.

SS7 stack licenses
Note: The hardware mentioned above can also be used for the USSD gateway along
with SMSC.

1.3 USSD Gateway ( Unstructured Supplementary Services Data Gateway)

USSD gateway shall consist of the following:
