Approval Process for Student Travel in State Fleet Vehicles
According to NDSU and State Board of Higher Education Policy, student’s travel
in state fleet vehicles must be approved. This includes any youth involved in
the NDSU Extension Service program who are transported in or drive a state
fleet vehicle.

The NDSU Extension Service is using the “Request for Authorized Academic
Use of State Fleet Vehicles” form from the Motor Pool Reservations page on the
NDSU Facilities Management web-site for this purpose.
The NDSU Extension Service will approve the following types of travel:
1) As part of our educational program. (Similar to student travel
related to academic course in a campus setting). Youth who are
participating in a learning opportunity, which may include
officially representing North Dakota 4-H, is covered in this
section.
2) Students in an employee relationship with the extension service.
3) Students operating within scope of NDSU Extension leadership
responsibilities. (example - ND 4-H Ambassadors who are
operating within scope of their leadership responsibilities)
4) Students who accompany a staff member (or travel on their own,
using a state fleet vehicle) for the purpose of representing the
NDSU Extension Service.
This policy applies to ALL STUDENT TRAVEL within the US and Canada. Other
policies involving students as passengers or drivers also apply. Academic uses
that involve students, such as field trips, will be authorized via the respective
college dean.
Process:
1. Complete the Request for Authorized Academic Use of State Fleet
Vehicles form. Authorization to use a state fleet vehicle is an approval
process; not a simple formality.
2. For county office staff, submit the completed form to your appropriate
district director’s office for recording of fund numbers and further routing
and approval.
3. The travel request will be reviewed and authorization determined. The
completed authorization will be forwarded to the Motor Pool Office at
NDSU. Any previously made reservations for state fleet vehicles will be
canceled for trips for which authorization is denied. The originating staff
member or office will be notified when the approval process is complete
and use of a state fleet vehicle is authorized.

2011 Extension Youth Conference
EYC 2011 will be held June 20 – 23 on the NDSU campus with the
theme of “FIESTA” – start recruiting!! Postcards are ready – please order
quantities from Holly Halvorson. Posters are on the Center’s website for
counties to print. Registration brochure will be out in late March.

Citizenship Washington Focus
Registrations will be taken for Citizenship Washington Focus. North Dakota is
scheduled to take part June 5-11. If you have interested youth in this program,
please email brenda.vertin@ndsu.edu. Estimated cost is $1500 per delegate,
which is the responsibility of the delegate or county.

Call for Communication Arts Program Dates
The Communication Arts Program Committee has been working hard to update
the program guidelines and recommendations for the 2011 Communication
Arts Program Events! If you will be hosting the event in your MPU, please send
the date and location to Katie Tyler at katherine.tyler@ndsu.edu or call at
701.857.7682.
Encourage all your 4-H members to participate. Between demonstrations,
illustrated talks, prepared speeches, interpretive readings, dramatic
presentations, commercials, short takes (impromptu), broadcasting,
presentation softward, video production, web site design, or 4-H promotions,
there is a place for every member to find a category they like! Cloverbuds can
even recite the 4-H pledge, so feel free to encourage involvement from all!
Don’t forget: Teens are eligible to with a FREE registration to the Extension
youth Conference through the MPU (district) 4-H Communication Arts Contest.

State Crop Show
Please encourage your 4-H members to enter a crop sample at the State Crop
Show at the North Dakota Winter Show. Samples are two quarts for most
crops however, only one quart is needed for small seeded crops like flax,
canola, grass seeds, etc. The crop is to be grown in North Dakota, but does not
need to be grown by the 4-H member. Crop samples do become the property
of the NDWS. They are due at the Winter Show building the morning of
Monday, February 28.

The National 4-H Salute to Excellence Volunteer Recognition Award
Volunteers are essential to our ND 4-H success. Please think about taking the
time to nominate your outstanding volunteers for one of the National 4-H
Salute to Excellence Volunteer Recognition Awards.
The National 4-H Salute to Excellence Volunteer Recognition Award recognizes
4-H volunteers who demonstrate exemplary service to 4-H, while promoting
service through volunteerism as both an opportunity and a privilege.
In 2011, eight regional honorees will be selected. Each region will have its
own Outstanding Lifetime Volunteer and Volunteer of the Year. States
are invited to submit an application for each of the two categories. The eight
regional winners become nominees for the national award, and one volunteer
in each category will be named the national winner.
1. The Volunteer of the Year Award is for individuals who have served as
4-H volunteers for less than 10 years at the county or state level.
2. The Outstanding Lifetime Volunteer Award is for individuals who
have served 10 or more years at the county or state level.
3. A completed nomination will consist of an overview resume of the
applicant’s 4-H and relevant community volunteer experiences and three
(3) letters of recommendation.
Nominations/letters of recommendation must address the following selection
criteria:
Positive impact the nominee has had on 4-H and on 4-H youth.
Nominee's ability to work with young people on projects and activities in
a way that promotes decision-making, problem-solving, meeting
challenges, mastery and youth-adult partnerships.

Nominee's innovative approaches to engaging youth and increasing
diversity among participants.
How nominee exemplifies a "mentor-learner" relationship with
participants.
Dedication to a safe and inclusive environment.

Recruitment of additional 4-H volunteers.
Personal growth from being a 4-H volunteer (that you have observed).
Nominee’s innovative approaches to performing volunteer service.
Increased funding/resources generated by nominee.

module – Assuring the Best From Each Volunteer which will be posted
beginning February 21, 2011. Please share this information with all
extension staff in your office and please think about participating in this
educational lesson. Steve McCurley, our NDSU Fall Extension Conference 2010
speaker is the trainer and he does an excellent job.

New Volunteerism for the Next Generation fact sheets have been posted
on the Everyone Ready site. These fact sheets are a wonderful reference for
many of your volunteer management needs. Topics include information on
everything from recognizing 4-H volunteers to recruiting new volunteers for
your 4-H program. These resources can be printed off and shared with middle

Blue Ribbon Enrollment Program/4honline
Thank you to all who have started work with the 4honline enrollment program.
We will continue to hold Wimba sessions on different aspects of entering and
retrieving data.
Remember that before Blue Ribbon is discarded at the end of this 4-H year,
you will want to be sure to print out information on each member. More on
that will come later this summer.

Are your 4-H clubs looking for money to use for a community service
project? Here’s their opportunity to qualify for up to $2,500 to carry
out a community service project!
Cargill Victory Canola has partnered with North Dakotan and Canadian 4-H
programs to inspire the leaders of tomorrow to reap higher returns for their
communities today through their Reaping Returns Community Outreach
Program by offering funds for service projects that relate to one of three focus
areas: Health and Nutrition, the Environment, or Education. Clubs are invited
to participate as individual clubs or can form a team with other clubs. Projects
must include at least four club members.
Project examples could include:
Food Boot Camp during which food experts teach youth and community
members to cook healthy and find local foods
Wellness Day to motivate the community to eat healthy and exercise
Implement a Recycling Program in the local school and/or community
Clean up a Community Park and include funding to help keep in clean
for years to come
After School Mentoring Program to help youth with homework
After deciding on a project, Clubs and/or teams must work together to create a
video to explain the project, the goals, and the community benefits as part of
the application process. Videos must be edited to five minutes or less and
saved in digital format on a CD. The application is available to download here
or by going to www.victorycanola.com/promotions.shtml and clicking on the

North Dakota Program Overview and Application. Complete eligibility and
funding rules are available in the application packet.
When filling out the application, please note the Club Leader must sign and
ensure the media release and assumption of risk and release forms are signed
by all those participating in the video (please note, the last two pages of the
application packet should already be on file for enrolled 4-H members,
however, Victory Canola needs a copy for their records too!). Depending on the
type of project, when the project is carried out, additional assumption of risk
and release forms may need to be signed by those participating in the actual
project.
Funding through the Reaping Returns program is limited and the program
will end when funds have been depleted, so send in your applications as soon
as possible. Awarded funds will be distributed through the North Dakota 4-H
Foundation, and any excess funds awarded will need to be returned to the
North Dakota 4-H Foundation. Through an additional partnership with Cargill
Cares, matching funds up to an additional $2,500 may be received. This
funding will be selected from the same application by an internal Cargill panel.

News and Updates from the ND 4-H Foundation
Burleigh County ROCKS THE RAFFLE! $920 (92 tickets) sold…and counting!
Sales figures are still rolling in but so far Burleigh is setting the bar. Other
counties that have been selling include Morton, Ward, Ramsey, Ransom, and
Williams. Many others have signed up and have upcoming events or other
sales activities planned. With spring and summer right around the corner, we
can expect sales to warm up right along with the weather! If you haven’t
signed up it is not too late. Remember, sales go through mid-July! Don’t miss
YOUR chance to raise money and awareness for your local 4-H
programs and activities! If you need more posters, tickets or supplies please
let us know and we will get them in the mail!

Recognition: the ND 4-H Foundation will be hosting a social for our donors
and sponsors on July 25th at the ND State Fair. We will also be recognizing
current and past Hall of Fame recipients and Century Families.
Hall of Fame and Century Family nominations and applications are
accepted year round but must be received by May 1st to be honored at
2011 State Fair event.
Staff Donating to the ND 4-H Foundation:
Letters have been sent to all staff who give a financial gift to the
foundation. These letters can be used as a receipt for income tax
purposes for your charitable contributions.
Current donors only need to complete a new deduction form if you wish
to increase the amount of your gift. The letter includes a new form for
your convenience.
If you do not currently give a gift of support you will receive a letter from
Duane Hauck and me, asking you to join us in supporting ND 4-H
through the foundation. This letter also includes a payroll deduction form
for your convenience (should you choose to make your gift in this
manner).

The Morton County archery training has been postponed due to weather,

Glen Ullin. Burleigh County is planning an archery training on February 26

having archery training on March 19 please contact Helen at Helen.Volk-
Schill@ndsu.edu. Richland County is having a training on March 12 contact
Colleen at Colleen.Svingen@ndsu.edu. Cindy Ketterling in McIntosh County is
in the works of a possible training and needs more volunteers to hold it. Please

Spring Training 2011
Plans are being made for a joint 4-H & FCS training on April 12-14, 2011
at the Doublewood in Bismarck.
The focus of the 4-H portion of the training (noon on April 12 through the
afternoon of the 14th) will be on providing safe physical and emotional
environments for young people.
Tentatively, the first afternoon will focus on 4-H Livestock and Ethics.
On Wednesday, April 13th, we hope to provide Safe Zone Training
facilitated by NDSU staff, which educates people about sexual orientation
and gender identity issues and provides accurate information about these
issues and how to access resources within communities. Parents and
those who work with young people are concerned about these issues
with good reason. Research shows that suicide attempts among GBLTQ
teens are four times that of heterosexual youth.
Staff will also receive a copy of the curriculum Take A Stand and will be
trained in its use by one of the authors of the curriculum. Cheryl
Newberry, Texas Extension Program Specialist - 4-H will facilitate the
training. This set of three 4-H curricula from Texas Extension Service,
aims to teach strategies to children and teens to reduce bullying. Topics
include conflict resolution, bullying, communication, etiquette, teamwork,
and cultural awareness. Activities and work sheets are also included.
(Grades 3-5, 95-page instructor guide; Grades 6-8, 124-page instructor
guide; Grades 9-12, 104-page instructor guide. Each book also includes
a CD.) We will also provide policies and procedure information for staff
on what to do if bullying occurs during an Extension sponsored program
or 4-H event. This day will be valuable for agents working with youth,
county chairs, and camp chairs

Thursday, April 14th will focus on FCS programming.

2011 4-H Aerospace Event
The dates have been set for the 2011 4-H Aerospace Event in conjunction with
UND School of Aerospace in Grand Forks. This event will be held start with
registration at 11:30 am – 12:30 pm on Sunday, April 17 and finish up around
11 a.m. on Monday, April 18.

Passport to 4-H Science Training – Rescheduled Dates
Because of nasty roads across most of North Dakota the Passport to Science
training schedule for February 3 - 4 has been rescheduled for May 12 - 13. It
will begin at 1 p.m. at the Comfort Inn in Bismarck on Thursday, May 12 and
end by noon on Friday, May 13. Enclosed with Shop Talk is a flyer describing
this training. It is open to extension staff, volunteer leaders and older youth.
There is no charge for the training, but we asked that those interested in
attending please register by May 2 so that supplies can be purchased. You can
register by emailing ndsu.4-H@ndsu.edu.
4-H Film Festival
The 1st annual 4-H Film Festival will be held on July 24 at the North Dakota
State Fair in Minot. Teams of 1-4 youth (at least one has to be a current 4-H
member) in grades 6-12 during the 2010-2011 school year are encouraged to
develop a 1-10 minute video in at least one of these categories:
A. Fur, Feathers and Fins- Video featuring an animal as the main
character or video teaching how to train or work with an animal.

B. 4-H SET on Going Green- Video promoting going green and
conservation
C. Discover 4-H- Video promoting 4-H to others
D. Just for Fun!- Video that does not fit into any of the above categories
Deadline Dates:

June 24 – Videos must be submitted on DVDs to Center for 4-H for
judging

Western 4-H Camp
The 2011 camping season is posted on the camp website. We are switching
online registration providers. While everything is scheduled to be on time, it
best to be prepared to answer the question should the system not be ready by
March 1. They are building some parts to meet our camping needs so it is
possible a construction problem might delay our online registration. The new
system is integrated with the new 4-H enrollment system and will be easier for
4-H parents to register for events and data will be more easily shared between
state and county events. Registration by brochure is still available.

CAMP CHAIRS/Counselor Training
Camp Training for agents and counselors will be the week May 22-27. One day
will be scheduled for agents and counselors together to go over camp plans
and common training needs. Camp chairs are expected to attend with their
camp plans. If you or any of your camp help need to be recertified in CPR or
First Aid and would like to take it at the camp during the training week, please
contact me ASAP so we can arrange trainers. Camp chairs are responsible to
make sure all chaperones and accompanying camp help has been background
checked and informed of camp rules. We have extra camp handbooks if you
need them.
COUNTY Please Notice: In the past we have had some parents or
chaperones attending who were not background checked before 4-H camp. As
a risk management strategy, this year we have added in the introduction
letter, parent’s handbook, and registration forms – a notice of a need to be
background checked to stay at camp. They are instructed to complete and
submit the form two weeks before camp. Your county may receive requests
for this. We will need a notice sent to Adrian and Brenda that this has been
completed and cleared before camp.

Chair a camp at the Western 4-H Camp near Washburn, ND this summer! The
Statewide Camping Committee is currently seeking camp chairs for General
Adventure Camps the weeks of July 24 – July 28 or August 7 – August 11.
Camp Chair Responsibilities: ensure camp description is complete (already
done for General Adventure Camp Chairs!), attend training for first aid and
CPR, participate in a pre-camp meeting with counselors to go over
expectations and camp schedule, understand the and abide by the Youth
Protection Policy and the Risk Management as set forth by the Center for 4-H,
ensure camp plan, activities, and schedule are completed (sample already
completed for General Adventure Camp, but Camp Chairs have some flexibility
if they want to change it!), and is responsible for following the camp budget.
Camp Counselors will provide co-leadership in most activities of the
General Adventure Camps.

will enjoy a variety of fun camp activities planned by Adventure Camp’s youth
and adult staff.
Arts and Crafts: Explore your creative abilities and express yourself.
Recreation: Large group games and sports will keep you involved with
the other campers and have fun!
Waterfront: Refresh yourself by swimming, boating, and canoeing in a
lake and/or pool setting
Nature: Explore the many natural wonders in and around camp such as
nature trails, streams, animal tracks, birds, and trees. Nature may
include hiking on uneven terrain or opportunities to go on a night hike
with adult supervision.
Campfires: Celebrate with music, skits, storytelling, and entertainment.
