Mr. Maura is currently the Marine Corps Oversight Requirements Counsel (MROC)
Analyst, supporting the Deputy Commandant, Plans Policies, and Operations (DC,
PP&O), at HQMC. He prepares and executes the Consolidated Operational Advisory
Group’s issues for Regimental and separate Battalion Commanding Officers to discuss
issues regarding the Ground Combat Element (GCE) of the Marine Corps. He conducts
the GCE Conference, where the Marine Division Commanding Generals address all
manpower, training, and equipping issues concerning the GCE of the USMC. This
conference culminates with the Ground Board; an outbrief to DC, PPO for final decision
prior to presentation to the Commandant of the Marine Corps. Mr. Mauro represents the
DC, PP&O in all matters associated with the development of Marine Corps’ capability in
accordance with the Joint Capability Integration Development System (JCIDS). He
provides continual, qualitative, analytical support regarding issues within the GCE to the
Director of Operations and DC, PP&O. He acts as the liaison between the Headquarters
Marine Corps, the Operating Forces of the Marine Corps, Marine Corps Combat
Development Command (MCCDC), Marine Corps Systems Command (MCSC), and DC
PP&O on all current GCE issues and programs.
SAIC, Senior Operational Test Manager Jun 2006 – Aug 2008

Mr. Mauro was appointed Test Manager for Logistics Vehicle System Replacement. He
led the development of the operational field test for this major acquisition system. He
assisted the government Operational Test Project Officer (OTPO) in the execution of his
duties and conducted additional duties as directed by the OTPO. Mr. Mauro led the test

team on site to execute the test plan. He managed all operational and logistical aspects
of the team’s deployment for littoral testing in Camp LeJeune, NC, extreme cold weather
testing in Alaska, and desert testing in Twenty-nine Palms, CA. Of particular importance
was his monitoring of all data collection to assure quality control. He then provided
limited data reduction, analysis, and reporting as this became the basis for the test
report and, ultimately, will be the foundation of the Marine Corps in its decision to
procure this major acquisition item. Upon completion of the OT, Mr. Mauro analyzed the
data in a more comprehensive manner for inclusion in the Independent Evaluation
Report, which he authored.
L3 Communication, Senior Analyst Aug 2002 – June 2006
MCCDC, Quantico VA
Through Mr. Mauro’s knowledge of the Joint Capability Integration & Development
System (JCIDS) and the Marine Corps’ requirements generation and systems
acquisition process, he was assigned senior analyst and requirements developer for the
Gladiator Tactical Unmanned Ground Vehicle program. This system was the Marine
Corps’ first combat robotic system being developed in conjunction with the Robotic
System Joint Program Office (RS-JPO). He was responsible for planning & coordinating
the Marine Corps' Field User Operational Evaluations and he developed the
demonstration scenarios for all Marine Corps command levels to display the potential
capabilities of this ground breaking technology. Mr. Mauro was the liaison between the
Marine Corps Operating Forces, Marine Corps Combat Development Command
(MCCDC) and the Robotic Systems Joint Project Office in Huntsville, AL, on all issues
concerning Unmanned Ground Vehicles (UGVs). He represented MCCDC at Joint
Robotic Program Working Group meetings and other inter-service meetings concerning
UGVs. Mr. Mauro generated information for UGV fielding plans, requirements analysis,
Basis Of Issue, Operational Mode Summary/Mission Profiles, and analysis relating to
requirements development. He developed UGV operational requirements documents,
operational concepts, programmatic charts, program briefs, information papers, and
other UGV acquisition documents.
Paramount Movie Production Company, Production Assistant Jul 1997 – Aug 2002

Mr. Mauro worked on the production of numerous feature films, television series, and
industry training films. His duties ranged from scouting suitable locations for filming to
liaison between the production companies and all local civilian and government
agencies. He handled all logistics issues on set. Duties included:
Conducting site surveys and assessing suitability of venues as filming locations.
Coordinating with governmental agencies to obtain necessary permits and
permissions to conduct filming operations.
Coordinating with local law enforcement to obtain site security.
Developing site plans for positioning equipment, props, and vehicles.
Supervising the transportation of equipment on and off set.
Serving as public relations liaison between production companies, news media,
and community organizations.
Providing contract oversight, ensuring documents were completed by talent and
readied for execution.

Mr. Mauro provided direction, guidance, and supervision for personnel across functional
areas of operations, training, logistics, and communications. His leadership skills led his
seniors to put him in charge of planning and executing numerous exercises requiring
detailed integration and logistical coordination with allied forces in Europe, Asia,
Australia, and Africa. His duties are outlined below:
