      Sub:- Higher Secondary Examinations, March 2008 – reg.

       The Higher Secondary Board Examinations of 2008 are scheduled to be conducted in
Feb-March 2008.
       The Second Year Higher Secondary Examinations, March 2008 will be conducted in
two schemes viz: New Scheme (for candidates who were admitted to the course in 2005 and
2006) and Old Scheme (for candidates who were admitted to the course prior to 2005). New
Scheme Examination will be based on the curriculum and syllabus prepared in accordance
with the Continuous Evaluation and Grading System (CEGS). Old Scheme Examination
will be based on the curriculum and syllabus prescribed for the regular candidates of Second
Year Higher Secondary Examination, March 2006
       The Second Year Higher Secondary Theory Examination will be held from
12-03-2008 in accordance with the time table given in Appendix – 1. The Practical
Examinations will be conducted from 11-02-2008 to 20-02-2008.
       The First Year Common Examination will be held from 25-02-2008 in accordance
with the time table given in Appendix – 2.

SECOND YEAR HIGHER SECONDARY PUBLIC EXAMINATION
I. EXAMINATION UNDER THE NEW SCHEME

(i) Eligibility

       All regular candidates from Government/Technical/Aided/Un-aided (recognised) /
Open School and Private Registration stream who were admitted to First Year Higher
Secondary Course in the Year 2005 or 2006 are eligible to appear for the Second Year
Higher Secondary Examination, March 2008 under the New Scheme provided
       (a) They had appeared for all the six papers in the First Year Higher Secondary
            Common Examination and secured D+ or above Grade for each subject under
            the Grading System.
       (b) They had completed the Second Year Higher Secondary Course by securing not
            less than 75% attendance. Shortage of attendance below the prescribed minimum
            can be condoned in deserving cases based on existing rules.
       (c) They had undergone Continuous Evaluation (CE) for each subject under the
            Grading System.
       New Scheme candidates who had registered for the Higher Secondary Examination,
March 2007 and subsequently cancelled the registration/ completed the course but did not
register for the Higher Secondary Examination, March 2007 may register for the Higher
Secondary Examination, March, 2008 in the New Scheme as private full course candidates.
      New Scheme candidates who appeared for the Higher Secondary Examination, March
2007 but failed to attain D+ Grade for any subject can register only for those subjects for

which they failed to attain D+ Grade. They will be treated as Private Compartmental
candidates. The Continuous Evaluation and Practical Evaluation scores of such candidates
will be carried forward from their previous appearance and hence such candidates need not
appear for Continuous Evaluation & Practical Evaluation again.
     A candidate for the Second Year Higher Secondary Examination shall be required to
register for the whole examination at his first appearance. For first appearance candidates
attendance in Practical Examination is compulsory and a candidate who fails to attend the
Practical Examination will be treated as „Absent‟ in that subject.

(ii) Distribution of Scores

      The distribution of scores for Continuous Evaluation (CE), Practical Evaluation (PE)
and Terminal Evaluation (TE) will be as follows.

        The scores of Botany and Zoology for CE, PE, & TE shall be in the order 10, 10 and
30 respectively.
        For subjects having practicals, maximum score for Practical Evaluation is 20 which
is bifurcated as follows:-
        Laboratory Work -           18 scores
        Practical Records -         2 scores
        For Botany and Zoology these shall be in the order 9 and 1 respectively.
        The subject wise distribution of scores is given in Appendix – 3


(iii) Nine Point Grading

(a)The grade of a candidate is determined on the basis of the scores he/she achieves in
respective subjects. Scores are transformed into grades as detailed below. There is no
overall grade.
             Grade range
A+ - Total Score 90-100
A     - Total Score 80-89
B+ - Total Score 70-79
B     - Total Score 60 – 69
C+ - Total Score 50– 59 with TE Score greater than or equal to 30% of TE Maximum
C     - Total Score 40– 49 with TE Score greater than or equal to 30% of TE Maximum
D+ - Total Score 30– 39 with TE Score greater than or equal to 30% of TE Maximum
D     - Total Score 20 - 29 or TE Score less than 30% of TE Maximum
E     -   Total Score below 20
 [For Music 30% each of the maximum score of PE & TE is necessary for D+ Grade or
above].

(b)   There will be no separate minimum for CE and PE whereas a minimum of 24 scores

      for subjects without practicals and 18 scores for subjects with practicals for TE is
      compulsory . To become eligible for higher studies a candidate should attain D+
      Grade in all subjects.
(c)    For securing D+ Grade for Biology separate minimum of 9 scores or above should
       be attained for Botany as well as Zoology.
(d)   The scores obtained by a candidate will also be recorded in the Certificate along with
       Grades.
      II. EXAMINATION UNDER THE OLD SCHEME
  (i) Eligibility

(a)All the candidates who were admitted to the First Year Higher Secondary Course prior to
the Year 2005 and registered/appeared for the Second Year Higher Secondary Examination
in March 2006 or before are classified as Old Scheme.

(b) Candidates admitted to the Higher Secondary Course prior to 2001 (very old scheme) can
also register for the failed subjects under the old scheme examination. This will be the last
chance for such candidate to register for the Higher Secondary Examination.

(c) Old Scheme candidates are required to register only for the subjects for which they have
failed in the previous examination(s).

(ii) Scheme of old scheme Examination
 (a) The Scheme and Syllabus of the examination will be the same as that prescribed for the
Second year Higher Secondary Examination March 2006. Pattern of conduct of Second
Year Examination(Old Scheme) is given in Appendix- 4.

(b) For subjects with practicals candidates need to appear for the theory examination only.
The practical marks obtained by the candidate in the examination just preceding to the
March, 2008 examination will be carried over to the subsequent appearances.

(c) Old scheme candidates should submit along with their application for registration for the
Higher Secondary Examination, copies of marklists of all their previous appearances at the
Higher Secondary Examination, duly attested by the Principal.

III. SAY/IMPROVEMENT EXAMINATION
      SAVE A YEAR (SAY) Examination gives a chance to those candidates who
achieved D+ or above grades in four subjects and only D Grade or below for the remaining
subjects in the Second Year Higher Secondary Examination, March 2008, to improve
his/her grade in those subjects.
       The Improvement Examination gives a chance to improve any one subject
provided the candidate appeared and achieved grades D+ or above grades for all the six
subjects in the Second Year Higher Secondary Examination, March 2008.
       Only regular candidates under the School Going/Open School/Private Registration
stream who had appeared for the Higher Secondary Examination, March 2008 are eligible
to register for the SAY/Improvement Examination,2008.

      The SAY/Improvement Examination will be conducted in June 2008 and the
Notification in this regard will be issued separately.

       Those who achieved only D Grade or below for more than two subjects may appear
for the succeeding March Examination for improving the grades of those subjects

       For subsequent appearances with practicals a candidate need to appear for Terminal
Evaluation (TE)/Theory Examination only of that subject. The CE Scores and PE Scores
(in the case of subjects with practicals) of the March examination of such candidates shall
be carried over to the subsequent appearances. A candidate need not appear for practical
evaluation at subsequent appearances.

IV. SUBMISSION OF APPLICATION FOR REGISTRATION
       Candidates are required to submit an application in the prescribed form to register for
the Higher Secondary Examination. Duly filled up applications should be submitted to the
Head of the Institution in which the candidate is studying/studied. The attested photocopy of
Secondary School Leaving Certificate is to be attached to the application. The attested
photocopy of the Higher Secondary Examination Certificate of earlier appearance[s] should
also be attached along with the application in the case of the subsequent appearance
candidates. No change of centre will be allowed. Candidates should not send
applications directly to this office. The Heads of institutions should ensure that no
candidates other than those who had applied through the school are permitted to appear from
their school as private/compartmental candidates. New Scheme (Grading) candidates who
had not under gone Continuous Evaluation (CE) should not be registered for the
Examination. Hall Tickets of such candidates who have not attained CE scores for all the
six subjects should be returned to the Directorate for cancellation of their registration of
Higher Secondary Examination.
       Private registration and Open School candidates shall submit their applications for
Higher Secondary Examination in the prescribed form along with the Private Registration
Memo/Attested copy of Identity Card issued by The Kerala State Open School and attested
copy of the Marklist of the First Year examination [Std XI] remitting the prescribed fees to
the Principal of the school where they had submitted their application for private
registration. A certificate regarding the candidate‟s eligibility will be recorded by the
District Coordinator of the Open School in the application for registering for the Public
examination [Std XII]. Application form for registration of examination shall be common
for Regular, Open School and Private Registration Candidates and the format of the
application is available in the Department portal (www.dhsekerala.gov.in). The open
school candidates are permitted to register and appear for their
examination only in the examination centres selected by the Director of
Kerala State Open School and the candidates of the subsequent
appearances are not permitted to change the examination centre.
Candidates will not be permitted to appear for any subject under Part II or Part III other than
those they had chosen at the time of private registration.

       The prescribed form of application and admission ticket will be available with the
Heads of institutions. The entries in the application form should be made very carefully.
The Heads of institution must collect duly filled up application form along with examination
fee from the candidates.

V. EXAMINATION FEES

       Examination fee for Second Year (CLASS XII)             Rs.     125/- (for first

      Examination fees at the rate mentioned above should be collected from the candidates
and remitted in the treasury as stated elsewhere in this notification. The fees due from
SC/ST/OEC students should be got reimbursed from the SC/ST Development Department.
This shall be remitted to the relevant head of account in the Government treasury. Fees
should not be collected from students in such cases. The Open School/ Private registration
candidates of SC/ST/OEC categories are not exempted from remitting examination fee.

        On no account the examination fee should be sent directly to this office. The amount
once remitted as examination fees will not be refunded or adjusted towards the fee for a
subsequent examination on any account. Fees remitted prior to the date of this notification
will not be entertained. Receipt should be issued using the school fees receipt book for
every item of fees collected. The examination fee and fine collected from the candidates
should be remitted into the Government Treasury under the Head of Account “0202-01-
102-97(02) Exam fees” and in the case of fee for certificate, it may be remitted under the
Head of Account “0202-01-102-97 (03) other receipts”. Chalan receipt (original) should be
kept in the school. Copies of chalan receipts along with details of fees collected in form
included in Appendix-5 shall be forwarded to this office. The consolidated candidate
details form shall also be forwarded to this office by post.

       The regular school going students belonging to Scheduled Castes/Tribes and Other
Eligible Communities including Kudumbis and converts from among them as notified by the
Director, Scheduled Castes Development Department are exempted from payment of fees,
provided the same has to be got reimbursed from the concerned department by the Principal.

VI. MODE OF FORWARDING CANDIDATE DETAILS

       The Head of Institutions should prepare “candidate details list” using the soft ware
made available by the Secretary, Board of Higher Secondary Education for the
purpose.Utmost care should be taken while preparing the list to avoid mistakes in Name,
Subjects, Date of Birth, Caste etc of the candidates. A print out of the list should be
displayed in the notice board for verification by the candidates and corrections, if any,
reported should be effected.
       The corrected, „candidate details file‟ generated by using the software should be
uploaded to the Higher Secondary Examination portal http://dhsekerala.gov.in following
instructions given in this regard from time to time. Candidate details in no other form will be
accepted.
       Once the candidate details are uploaded by the school any further corrections like
addition or deletion of candidates, name correction etc. cannot be made at the school level
ie. by the Principals. However before the closure of the portal by the Directorate the
Principals must down load the candidates details uploaded by them to see whether all data
have been correctly uploaded. If any corrections are noted at this stage or if any additions

or deletions are to be made the same shall be intimated to the Directorate in writing
immediately in the form included as Appendix-6.

VII. PRACTICAL EXAMINATION
       Candidates will not be permitted to attend practical examination in any institution
other than the one in which they have registered for the examination. It is the responsibility
of the Candidate to contact the Chief Superintendent of the Examination centre, in advance
and ascertain the dates of the practical examinations. The candidates should produce their
admission tickets for practical examination also. A Candidate need not appear for Practical
Examination in the subsequent appearances. The scores/marks obtained by the candidate in
the March Examination will be carried over to the subsequent appearances. For old scheme
candidates the practical marks obtained by them in the examination just preceding the March
2008 exam will be carried over.

VIII. ISSUING OF ADMISSION TICKETS
       Admission tickets will be issued sufficiently early and the candidates must receive the
admission tickets at least three days before the commencement of examination. The
candidates, on receipt of the admission tickets must scrutinize them and get the defect, if
any, rectified then and there. The department will not be responsible for any defects in the
admission ticket, which is not pointed out by the candidate. Complaints, if any, raised
during or after the examination regarding discrepancies about the subject of appearance will
not be considered.

IX. DATES FOR THE RECEIPT AND REMITTANCE OF EXAMINATION FEES

X. TIME TABLE AND CENTRES FOR THE EXAMINATION

       The time table [Appendix 1] for the Second Year Higher Secondary Examination
will be strictly followed even if a holiday happens to be declared on any day of the

examination. The examination should not, under any circumstances, be stopped without the
order of the Director, Higher Secondary Education.

       Detailed list of Examination Centres will be published later.

XI. CENTRALISED VALUATION CAMPS

       Centralised Valuation camps are arranged at various centres. The details will be
intimated in due course. The answer papers should be sent in the name address of the Camp
Co-ordinator of respective Camps, which will also be intimated.

     All existing rules and regulations as stipulated in the Higher Secondary
Examination Manual will be followed.


     XII (i) FIRST YEAR HIGHER SECONDARY COMMON EXAMINATION

       The pattern of First Year Higher Secondary Common Examination is given as
Appendix-7. This Examination will be held by covering the syllabus prescribed for class
XI. The question paper for the conduct of the Examination will be supplied by the Secretary,
Board of Higher Secondary Examination. In the case of Kalamandalam Art Higher
Secondary School, the question papers for Part I and II will be common as in the case of
other candidates. The Principal, Kalamandalam Art Higher Secondary School will prepare
question papers for Part III subjects.

        The candidates appearing for the Examination should have satisfactorily completed
first year course with not less than 75% of attendance. Shortage of attendance below the
prescribed minimum can be condoned in deserving cases based on the existing rules. The
Principal of the school concerned will take steps to register all regular school going
candidates for the First year Common Examination, February- March 2008 if they are
otherwise eligible. There is no prescribed application form for registering the
candidates for the first year Examination.

        The first year common Examination is applicable to the Open School and Private
Registration candidates registered with Kerala State Open School (KSOS) also. The State
Co-ordinator, Kerala State Open School (KSOS) will arrange to assign Examination Centers
to the candidates registered with it and intimate the details of school with details of question
papers required in each such schools to the Secretary, Board of Higher Secondary
Examination not later than 05-12-2007. A candidate for the Higher Secondary Examination
shall be required to register himself for the whole Examination at his first appearance. A
candidate should obtain the separate minimum of 30% for TE and 30-39 scores out of 100
(Grade D+) in each subject to become eligible to appear for Second Year Higher Secondary
Examination. However a candidate who had not achieved D+ Grade or above is eligible to
pursue the Second Year Course provided he/she is otherwise eligible. There shall be two
more chances during the second year Higher Secondary Course for those candidates who
had achieved D Grade or below for any subject in the First Year Common Examination to
improve their grades. It shall be held during June/July & August/September 2008 of the
succeeding academic year as per separate notifications issued for the purpose.

(ii) Examination Fees

       Examination Fee is Rs.30/- per student. This is applicable for the subsequent
appearances also irrespective of the number of papers for which the candidate appears in the
Examination. The fee due should be collected from candidates and utilized/ remitted to
Government Treasury as stated else where in the notification. The fee due from SC/ST/OEC
students should be got re-imbursed from the SC/ST Development Department as per rules.
The Open School/ Private Registration candidates should remit Examination fees in
Examination Centers allotted to them by the Co-ordinators, KSOS (Kerala State Open
School). The Open School /Private Registration candidates belonging to SC/ST/OEC are not
exempted from remitting Examination fee. The prescribed fees should be collected issuing
fee receipts used for collecting special fees and accounted in the Cash Book.

       The Examination fees collected from each candidate shall be apportioned in the ratio
17:13. The amount of Rs.13/- per registered number of candidate should be remitted to
Government Treasury under the Head of Account “0202-01-102-97 (2) Examination fees”
on or before 19-01-2008 and original chalan retained in the School and produced for audit.
The Principal of the School is authorized to utilize the balance amount of Rs. 17/- per
student registered for the conduct of the Examinations as per the conditions stipulated below.

I. The amount specified above can be utilized for the following Examination related
expenses.

   (a) For the purchase of blank answer sheets for conducting the first year Examination.
   (b) For payment of remuneration to Chief Superintendent, Assistant Superintendent,
       Clerk and Peon and for seating arrangements as per existing rates.
      Balance if any available after meeting expenditure for the conduct of the First year
Examination should be remitted to the Government Treasury under the Head of Account
‘0202-01-102-97 (2) Examination‟ on or before 31st March 2008.

II. The utilization of the amount is subject to the further condition that:
      (a) All the expenses as authorized above shall be limited to the amount available on
          the basis of the division of the amount collected from the registered number of
          candidates. No additional amount for the expenses incurred will be made available
          from any other source on any account.
      (b) Blank answer sheets should be supplied to the students appearing for the
          Examination. Stock register should be maintained for accounting the blank answer
          sheets.
      (c) Each Principal should prepare the expenditure statement and keep the same in safe
          custody so as to submit the same at the time of audit.
      (d) The Receipt book for the collection of Examination fees, DCB and all the
          vouchers for the purchase of blank answer scripts and payment of remuneration
          should be kept duly passed for payment recording payment date and should be
          produced for audit of the AG/Department.

(iii) Conduct of Examination
       For the conduct of the Examination the Principal of the school shall be the Chief
Superintendent and the Assistant superintendents will be posted from among the teachers
working in the school. The duties of Chief Superintendent and Assistant superintendents
shall be the same as in the case of Second year Higher Secondary Examination. The Safe
Custody of the question papers is the duty of the Principal. Opening of the question papers
shall be done in the presence of two Senior most Assistant Superintendents and observing
the relevant rules regarding safety and security of the question papers prescribed for the
Second year Examination.
(iv) Valuation of Answer Scripts and Publication of Results
       The valuation of the answer scripts of regular school going candidates shall be done
by the teachers of the concerned schools and the results published by the Principal not later
than 31-03-2008. The Practical Evaluation & Continuous Evaluation shall be done at the
School level and the marks obtained in these shall be added to the marks obtained for theory
papers before finalising the result. The Principal shall furnish report regarding the result to
the Secretary, Board of Higher Secondary Examination clearly specifying the number of
candidates failed in each subject. In respect of Open School/ Private Registration candidates,
the StateCo-ordinator, KSOS shall make necessary arrangements for valuation and
publication of results. The schoolwise result of Open School/Private Registration candidates
clearly specifying the number of candidates failed in each subject may be forwarded to this
office on or before 10-04-2008
