GRANT DEVELOPER
The Training Source – Workplace Learning Resource Center
DEFINITION
Under the direction of an assigned administrator and with assistance from the Training Source and the
Los Rios Colleges, assists in the planning, development and implementation of contract education
programs focusing on basic skills.
TYPICAL DUTIES
Accompanies Training Source program developers to meetings with representatives of business,
government, industry, and professional organizations to explain the services which the Workplace
Learning Resource Center (WpLRC) offers. Communicates with customers, employees, and other
individuals to disseminate or explain information; and helps to market the services of the WpLRC to the
Sacramento area business community. Develops basic skills programs to meet the educational needs of
local employers in business, government, and industry; develops in-service and training workshops as
required; and assists in monitoring Training Source contracts which include basic skills components.
Completes grant objectives; computes, records, and proofreads data and other information, such as
records or reports; completes required grant reports; and prepares monthly reports for District and
external agencies. Implements District policies regarding hiring and work load; interviews, hires and
trains the staff needed to fulfill the basic skills components of Training Source contracts; and oversees the
WpLRC office and staff. Attends meetings and performs related duties as required.
QUALIFICATIONS
EXPERIENCE
Experience in teaching the basic skills areas of reading, writing, math or English as a Second Language
(ESL); an understanding of contract training or community college program development; and the
dynamics of the business community. Sensitivity to and an understanding of the diverse academic,
socioeconomic, cultural, disability and ethnic backgrounds of the Sacramento business community.
EDUCATION
Bachelors' degree in English, reading, math or ESL (or a related basic skills field) from an accredited
college or university (preferred).
SPECIAL REQUIREMENTS
Must possess a valid California Driver's License.
KNOWLEDGE OF
Knowledge of community college curricula development; instructional programs; grant reporting and
budgeting requirements. Knowledge of principles and processes for providing customer and
administrative services; administrative and clerical procedures and systems; and the structure and content
of the English language.
SKILL IN
Skill in listening to what other people are saying and asking questions as appropriate. Skill in
understanding written sentences and paragraphs in work related documents; and communicating
effectively with others orally and in writing as indicated by the needs of the audience.

ABILITY TO (ESSENTIAL FUNCTIONS)
The ability to perform the basic functions of the position; sustain regular work attendance; work
cooperatively and effectively with the public, students, faculty and staff; exercise initiative and mature
judgment; work as a member of a team; and meet schedules and time lines. The ability to assess and
assist in the delivery of training programs to meet the needs of business and industry; and assist
instructors in developing curricula. The ability to follow directions; learn, interpret, and apply specific
rules and policies with good judgment; read and understand information and ideas presented in writing;
and prepare routine correspondence independently. The ability to add, subtract, multiply, or divide
quickly and correctly. The ability to travel to meeting sites to confer with employers and instructors;
perform clerical work including use of correct English and spelling; and operate modern office
equipment.
