MEMORANDUM FOR BATTALION STAFF DUTY OFFICER AND NONCOMMISSIONED

OFFICER



SUBJECT: Staff Duty Instructions





1. The Battalion Staff Duty Officer (SDO) is the Battalion Commander’s representative during non-duty

hours. The SDO performs all his duties in a professional manner. He is responsible for the conduct

and operation of the Battalion after duty hours and is directly accountable to the Battalion Commander

for his actions.



2. SDO and SDNCO must read the entire Staff Duty Instruction Book and ensure that they understand

their tasks upon assuming staff duty.



3. Either the SDO or SDNCO must be present in the staff duty office at all times. He will answer the

telephone and radio and always take detailed messages to include who, what, when, and where.



4. The SDO and the SDNCO will conduct security checks of Battalion Aid Station, both motor pools,

ensuring all doors and windows are closed and locked. He will inspect one company vehicle line and

10 wheeled vehicles in the wheel motor pool.



5. Both the SDO and SDNCO must eat at least one meal in the dining facility during their tour of duty.



6. Family members and civilians are not authorized to be in the staff duty office, unless conducting

official business.



7. The SDO and SDNCO are responsible for recording all events and activities in the Staff Journal Log

(DA Form 1594). Close out the DA Form 1594 at the end of the tour of duty and debrief the CSM and

Battalion Executive Officer prior to relief.



8. The place of duty for the SDO and the SDNCO is the Battalion Area. If not conducting security

checks or eating in the Brigade Dinning Facility, both SDO and SDNCO will remain at their assigned

place of duty.



9. Direct all visitors, inspectors, general officers, and Corps Field Officers of the Day to the Battalion

Executive Officer. Direct all persons wishing to speak with the Battalion Commander to the Battalion

Executive Officer.



10. The SDNCO will have the next day off while the SDO will report to work at 0900.



11. Immediately notify the Battalion Executive Officer of any activity considered Serious (page 13) or as

outlined by the Commanders Critical Information Requirements (CCIR Page 12).

COMMANDER’S CRITICAL

INFORMATION REQUIREMENTS

 IF ANY OF THE INCIDENTS LISTED BELOW OCCURS DURING THE DUTY

DAY, YOU ARE TO FIRST NOTIFY THE CSM, AND THE ADJUTANT, OR XO

AND RECEIVE FURTHER INSTRUCTIONS FROM THEM. IF NO ONE ELSE

IS AVAILABLE THEN DIRECTLY NOTIFY THE BATTALION COMMANDER.

 Underlined items: IMMEDIATELY NOTIFY THE BATTALION EXECUTIVE

OFFICER.



 Deaths, accidents or injuries requiring hospitalization of soldier or family member

 Serious illness (life threatening ie. Diagnois of Cancer, heart attack, stroke) of any

soldier.

 Training accident, especially if in Class III category or those requiring

hospitalization.

 Any incident involving a firearm.

 Loss of weapon, munitions, night vision devices or Computer System

 Loss of COMSEC device ie, ANCD

 ANY DUI

 Problems with the Intrusion Detection System (IDS) ie ARMS ROOMS-in this case

it is important to notify the Assistant S-2 or S-2 Actual.

 Threatened or attempted suicides

 New officers or senior NCOs (E-7 or above) arriving to the Battalion

 Blotter reports (except minor traffic violations)particularly DOMESTIC VIOLENCE

Ensure that both NCO and Officer Chains of Command are aware of the problem or

incident.

1. PURPOSE: To establish guidelines and set standards for the operation of the Staff Duty Officer

(SDO), the Staff Duty Non-Commissioned Officer (SDNCO), the Assistant Staff Duty Non-

Commissioned Officer, Rover, and Staff Runner/Driver.



2. GENERAL: The SDO and SDNCO are the personal representatives of the BN CDR and CSM during

off duty hours, and as such will enforce the polices and maintain the standards set within this SOP.



3. STAFF DUTY OFFICE CONSISTS OF:



A. Staff Duty Officer. E-7, O-1, or O-2 1600-0900 /(Weekend-Holiday) 0900-0900

B. SDNCO E-5(p) or E-6 0900-0900

C. Assistant SDNCO E-4(p), CPL, or E-5 0900-0900

D. Rover/Runner E-1 thru E-4 0900-0900

E. Driver/Runner E-1 thru E-4 0900-0900



4. GENERAL INSTRUCTIONS:



A. SDO place of duty is the battalion area, both the SDO and the SDNCO will be in the battalion area

and one will be in the EAC at all times.

B. SDO will ensure rover is logged in and out while conducting barracks checks. Rover is required

to be roving 45 minutes out of each hour.

C. SDO inspects both track and wheeled motor pools once before and once after midnight. Checks

all doors and windows are locked for the entire building, to include 1-33 AR’s area, and inspects

tank company vehicle line (can not be own company) and 10 wheeled vehicles from wheel pool.

Inspects both motor pools for EPA violations.

D. Maintains radio checks with locally deployed units on Fort Lewis. Is knowledgeable on deployed

units location, activity and receives Blue 1 reports and ensures properly all is properly logged in

SDO log.

E. Ensures all arriving and departing convoys are logged in or out ( to include local training activities

on Fort Lewis)

F. Inspects Company Headquarters arms room (Bldg 3674), annotates on Form 572, ensures all doors

and windows are secure.

G. Ensures SDO log is properly maintained.

H. Ensures all closed offices are locked, windows secured in Battalion Headquarters.

I. Supervisor of Extra duty personnel. Ensuring proper execution of duties as required.



1) Evening meal will be taken in the Dining Facility by the SDO.



2) Authorized areas outside of battalion area:



(a) Brigade HQ

(b) MP Station

(c) Madigan Hospital

(d) I Corps HQ (Blotter Reports)

(e) At no time are you authorized to go off post during your duty.



3) Enforcement of Standards



4) The SDO and the SDNCO are responsible to ensure that basic military standards are enforced

during non-duty hours. This is includes but is not limited to:



(a) Loud Music (heard outside the room is too loud, let alone outside the building)

(b) Underage drinking

(c) Underage visitors (guest must be at least 18 years old)

(d) All visitors comply with Barracks visitation policy

(i) 1000-2300 Sunday

(ii) 1800-2300 Monday-Thursday

(iii) 1800-0200 Friday

(iv) 1000-0200 Saturday or Holiday Proceeding Non-Duty Day

(e) Walking on the ledges

(f) Unruly parties

(g) IDS failure in Arms rooms

(h) Unprofessional behavior towards visitors (i.e. catcalls)

(i) Ensuring that soldiers pick-up after themselves

(j) Preventing damage to barracks and Battalion Property

(k) Enforcing military policy towards body piercing. (i.e. no male soldier on post may have

any type of ring or stud anywhere on his body, female authorized only earnings)

(l) Ensuring that soldiers maintain a level of personal decency while moving to the latrine

while visitors are authorized in billets.

(m) Making certain that soldiers do not park their POV in unauthorized places.



J. Any behavior that the SDO or SDNCO feels is inappropriate is inappropriate. The SDO and

SDNCO are the final decision on whether soldier is behaving in an un-military manner during

non-duty hours.

6. Staff Responsibilities

A. S2 has responsibilities for EAC physical property and inventories

B. S3 provides Staff Duty Radio

C. S1 Duty Roster and collects logs, Provides DA 31’s and In briefs the SDO.

D. SIGO provides ANCD to fill radios and ensures all staff duty commo systems function correctly.

STAFF DUTY OFFICER

(Duty Times: 1630 to 0900 on Duty Days and 0900 to 0900 Weekends and Holidays)



DUTIES AND RESPONSIBILITIES:



 Report to Adjutant for an in-brief at 1600 on duty day or 1300 on last workday before

weekend or holiday. Sign for A, B, and C Company orderly room keys and $50 taxi

money from Adjutant.



 Responsible for the overall management of the staff duty office and all security and

safety issues affecting the Battalion.



 Either the SDO or the SDNCO will be present in the Staff Duty office at all times.

This is to ensure that a responsible party is present and available in the event of an

emergency.



 SDO personally conducts two physical security checks on workdays and four on

weekends, half before midnight and half after midnight. SDNCO does other two

on workdays and four on weekends. Only the SDO will enter the A, B, and C

Company orderly room to physically check arms rooms and sign HFL FM 702s.



 Security Checks will include:

 Company Arms Rooms Bldgs 3657, 3656, 3674)

 Annotate HFL FM 702

 Ensure all doors and windows locked

 Ensure all unnecessary lights are off

 Check supply room doors and platoon cages

 Battalion Headquarters Building Bldg 3659

 Ensure all windows are secure

 Hallway doors are chained

 S-3 is locked

 Bandit Flag is recovered after dark

 Unnecessary lights are off

 Barracks walk through Bldg 3657, 3656

 Ensure hallways are free of trash

 Latrines are clean

 All office doors Secure

 No open, unoccupied personal rooms

 Fire Extinguishers charged and current

 Day rooms secured

 Music quiet enough that it cannot be heard outside of a soldiers room

 Fire lights on

 POV Parking Areas

 Trash policed

 All cars possess current license plates and post stickers/visitor passes.

 Cars are not illegally parked.

 No unauthorized vehicles in command groups parking spaces

 During checks, fill out security checklist and give to the Battalion S-2 each morning

and highlight problem areas.



 Debrief the Battalion Executive Officer on duty days prior to relief from duty.



 In the event of an Serious Incident or a CCIR event immediately notify the Battalion

Executive Officer. If unable to contact the Battalion Executive Officer contact the

CSM. Contact the Battalion Commander directly only as a last recourse or unless

instructed to do so by a superior authority.



 Ensures log is promptly filled out and signs when complete.

STAFF DUTY NCO

(Duty Times: From 0900 to 0900 daily)



DUTIES AND RESPONSIBILITIES:

 Relieve the outgoing SDNCO at 0900 and report to the CSM for special instructions in the

morning hours or 1300 on the last workday before weekends and holidays.



 Inventory and sign for all assigned keys on a DA Form 5513-R and for all assigned staff duty

office property from previous Staff Duty NCO, including the Bandit flag, on a DA Form

2062. When relieved, sign over keys and property to incoming SDNCO.



 Ensure all assigned personnel report on time and check the dispatch and license of Battalion

driver.



 Log in the extra duty personnel and ensure they complete all assigned tasks listed on page 11

and all specific tasks to standard. If there are no extra duty personnel, SDNCO is responsible

for completing all tasks.



 Executes Duty log. Ensures it is complete, neat and includes all items listed on Annex A

(Staff Duty Log Entries)



 Immediately notify the SDO in the event of a Serious Incident or a CCIR Event. The

SDO is the first link in your chain of command and must be notified before anything is

reported higher or out of the Battalion. Therefore, before you call CSM, contact the

SDO.



 Show courtesy to Battalion Commander by calling Headquarters to attention on first arrival

and again when he leaves for the day.



 Retire the Bandit flag at dusk and raise it at first light.



 SDNCO conducts two physical security checks on workdays one before midnight, one

after midnight and four on weekends, one prior to noon, another prior to 1700, one

between 1700-2400 and last check after 2400. SDO does other two on workdays and

four on weekends.



 Ensure rover personnel continuously rove through billets and parking lots during non-duty

hours in order to maintain a command presence in the barracks and investigate all

disturbances. They will walk though the Battalion Area continuously for at least 45 minutes

out of every hour. Roving personnel are to:

 Immediately report all illegal drugs, pyrotechnics, flammable items, and weapons in

barracks to SDO/SDNCO using hand radio.

 Enforce barracks visitation policy. Escort visitors to Staff Duty Office.

 Keep music and television noise to a level that they cannot be heard outside of the

room after 2200.

 Ensure common areas are kept clean.

 Supervise evacuation of barracks when fire alarm sounds.

 Check ID’s of visitors to ensure no minors are entering the barracks

 Lock all doors except main entrance at 1900 or after cleaning details are done. This includes

motor pool gates and parking lot gate. Reopen at 0600.

 Monday through Friday, emplace roadblock barrels at the corner of Railroad and 22nd Streets

at 0625 and remove them at 0730.



 Debrief the incoming SDNCO as well as the CSM at the end of shift.

ASSISTANT STAFF DUTY NCO

(Duty Times: From 0900 to 0900 daily)



 Responsible for all duties of the SDNCO in his absence



 Ensures Rover is conducting his checks and reporting violations of Battalion Policy.



 Provides additional NCO presence.

STAFF DUTY ROVER

(Duty Times: From 0900 to 0900 daily)



 Conducts roving patrols 45 minutes of each hour. Uses hand held radios for communication

to the SDNCO in the Battalion Headquarters.

 Responsible for conducting regular and intensive security checks in:

 Parking Lot-clean and trash free

 Checking for trash

 Check for loud music

 Loitering people

 Personnel entering the back doors of barracks and not properly signing in

 Barracks.

 Check for damage to day rooms

 Damage to vending machines

 Trash in hallways and latrines

 Loud music

 Unsecured rooms

 Report all problems with barracks to SDNCO (ie water leaks)





 Enforce visitor policy



 Speeding or reckless driving in Battalion Area



 Billets



 Checking common areas for trash



 Checking laundry room



 Enforcing visitation Policy



 Checking unsecure rooms



 Listening for loud music



 Checking for illegal drugs, weapons, and flammable items.



 Responsible for expediting the evacuation of billets during fire alarms by ensuring all rooms

are empty and by looking for cause of alarm.

 Responsible for executing all official errands for SDO and SDNCO



 Responsible for ensuring that the staff duty vehicle is available.



 Responsible for ensuring that the Battalion mail clerk has an official vehicle with which to

pick-up mail.



 If not fulfilling duties as driver, performing duties as Rover.

STAFF DUTY VEHICLE

 The staff duty vehicle reports with the incoming shift each morning. It is provided by the red

company but is not to be used for company or section use.



 Staff duty vehicle must have a full fuel tank and a dispatch with DA Form 5988

covering off-post use. On Friday or last duty day of week ensure that the dispatch

covers weekend.



 Staff duty vehicle’s radio must have current fill and conduct a communications check

with BN HQ.



 The staff duty vehicle will also be used to pick up Battalion mail with the mail clerk at

approximately 1000.



 Excepting the two uses discussed above and discretionary use by the BN CDR, Adjutant, or

CSM, the staff duty vehicle is to be used only for emergencies.

EXTRA DUTY PERSONNEL

 The SDNCO is the supervisor of any extra duty personnel. SDNCO reports to the

CSM for additional duty instruction. If there are no extra duty personnel, SDNCO

will accomplish tasks outlined below.



 Normal work hours are 0900-2300 on weekends and holidays and 1800-2300 or

1700-2200 on Workdays. Do not release prior to these times or until their tasks are

complete.



STANDARD EXTRA-DUTY DETAILS:



Sweep sidewalks and curbs in parking lot.



Police all trash and cigarette butts from parking lot.



Pull grass and weeds from cracks in curb and sidewalk.



Strip and wax hallway floors in both headquarters buildings.



Clean and polish the Battalion classroom and conference room as directed by CSM.



Clean and mop all HQ latrines. Resupply paper towels, soap, and toilet paper as

needed. Notify the S4 if supplies are needed. Annotate any leaking faucets or

running toilets on DA Form 1594 and bring deficiencies to attention of Battalion

R&U NCO.



Clean water fountains.



Dump trash cans in the dumpster.



9. Turn off lights in S1 and S4 sections. Do not turn off any computers.



10. Thoroughly clean staff duty office.

SERIOUS INCIDENTS

 Serious incidents apply to 1-32 Armor Battalion soldiers and their family members.

After duty hours, notify the chain of command of the soldier beginning with the

Company 1SG, XO, or CO and then the Battalion CSM and the Battalion Adjutant. If the

CSM is not available, contact the adjutant and then the Battalion Commander.

 Notify Brigade Staff Duty at 967-6242. Compose standard formatted Serious

Incident Report (SIR). Do not forward SIR to BDE Staff Duty. The Battalion chain of

command will forward SIR to brigade headquarters.

 If an arms room IDS alarm malfunctions, notify all personnel listed on company IDS

alert roster then contact Assistant S2 or S2. They will designate arms room guards. Only

the Battalion Commander has the authority to post armed guards.

 If a soldier attempts or threatens to attempt suicide, place him under immediate and

constant supervision and contact company chain of command. Also notify CSM, XO, or

Battalion Commander and the chaplain (see below). Chain of command will arrange for

psychiatric evaluation.

 In the event of a death, serious emergency, or attempted suicide, contact the Battalion

Chaplain at work or at home. (Do not give out the home telephone number of the

chaplain under any circumstances.) If you are unable to contact the Battalion Chaplain,

contact the Brigade Chaplain at work or have Brigade Staff Duty contact him at home.

As a last resort contact the duty chaplain through Corps EAC.

 In the event of a crime, the SDNCO will secure the scene of the crime to ensure that

the area is not disturbed prior to the arrival of the Military Police. At this time, the SDO

will notify the CSM, BN Adjutant, and only as a last measure the BN CDR. The chain

of command will give authorization to call the Military Police.



Examples of Serious Incidents:

 Bomb/Terrorist Threats

 Homicide, Suicide, Death, Rape, Kidnapping, Arson

 Threatened or attempted suicides

 Breaches of discipline by ten or more soldiers who defy authority (i.e. RIOT)

 Troop movements accidents (convoys) resulting in death or serious injury

 Actual or attempted break-ins of arms rooms robbery of AA&E

 Theft or willful destruction of government property greater than $50,000

 Racially or ethnically motivated criminal acts

 Loss, theft, or willful destruction of sensitive items

 Possession and distribution of drugs or other controlled substances

 Assaults, abuse, or sexual harassment of a soldier by a superior.

 DWI / DUI (Driving While Intoxicated / Driving Under the Influence)

 Emergency hospitalization

 Training incidents or major safety accidents

 Any security violations to include arms room alarm going off



Do not give out any information regarding a serious incident to the news

media or a family member. Refer inquiries to CSM or CDR.

BARRACKS VISITATION POLICY

(Visitation is a privilege -Not a right!)

 Soldiers may have visitors of either sex in their rooms after duty during the following

times:

1000 until 2300 on Sundays or holidays preceding a duty day

1800 until 2300 from Monday through Thursday

1800 until 0200 on Friday

1000 until 0200 on Saturday or holidays preceding a non-duty day.



 In no case will visitors spend the night. Cohabitation is strictly prohibited.



 Soldiers must sponsor all their visitors and sign them in the visitor log book at the

Staff Duty Office before entering the barracks. No civilian personnel are authorized

entrance without a military sponsor. Civilians will be escorted at all times.



 Visitors must have telephone number of sponsor. If sponsor does not have telephone

number, staff duty will send a runner to sponsor’s room. If staff duty personnel are

unable to contact sponsor, visitor must leave. Under no circumstances are visitors

allowed to go unescorted to the barracks.



 Visitors will present Picture ID to the SDO/SDNCO. Ensure visitor presents a form

of ID with age. Individuals under the age of 18 not accompanied by a parent or

guardian are prohibited without prior approval from the company commander.



 Log in VISITOR NAME, SPONSOR NAME, SECTION, ROOM NUMBER,

TELEPHONE NUMBER, and TIME of Entry.



 If you encounter any visitor(s) in the barracks that have not signed in at the staff duty

office, accompany them with their sponsors to the staff duty office. If they refuse,

record the sponsor’s name, company, and room number and escort visitors out of the

building.



 Immediately contact the Military Police and the Chain of Command whenever a

visitor threatens the use of violence.

I CORPS OPERATIONAL CURTAILMENT CODES :



CODE 1: Post operations are unaffected except for slower traffic patterns, delays

enroute, and possible safety hazards.



CODE 2: Late arrivals are to be expected and/or early departures may be required.

Supervisors have authority to excuse late arrivals up to one hour.



CODE 3: Only critical and mission essential personnel are required to report for and/or

remain on duty. Supervisors have authority to excuse late arrivals up to one hour.



CODE 4: Only critical personnel are required to report and/or remain on duty.

Supervisors have the authority to call and require that soldiers not normally designated as

critical report for or remain on duty if they must execute mission essential tasks which

can not be delayed. Service organization will close. Supervisors have authority to

excuse late arrivals up to one hour.



 When the battalion is deployed, send updated weather information to the TOC over

FM on the BN A&L frequency, not the BN command frequency, in the following

format:

BOMB THREATS

 Treat all bomb threats as a legitimate warning, not just a prank call.



 If you receive a Bomb Threat:



 Silently inform other Staff Duty members, by pointing to bomb threat section of SOP.



 Have another Staff Duty soldier call the Military Police (911 or 967-3107) on a

different phone line while the threatening caller is still on the line.



 Pretend difficulty with hearing; try to keep caller talking.



 DO NOT HANG UP THE PHONE! LEAVE PHONE OFF THE HOOK!

 When caller hangs up, notify MPs on another phone if you unable to do so during the

threat call.

(This may enable the MPs to trace the call through the phone company)



 If threat is on buildings used by 1-32 Armor, then immediately evacuate all personnel

with a 100 meter radius of building or area to include adjacent buildings.

 Instruct soldiers not to touch, disturb, or move any object during evacuation.

150 feet of threatened building or area.

ARMS ROOM ALARM (IDS)

 If the Military Police or Brigade personnel report a problem with an arms room IDS

alarm, immediately initiate the company IDS alert roster filed in the key control book. If

unable to contact any of the personnel listed on alert roster, call the company 1SG.



 After initiating alert roster, contact the Assistant S2 or the S2 and have him notify the

Battalion Commander. If unable to contact either the Assistant S2 or S2, contact the

Battalion Executive Officer.



 SDNCO posts his runner at the arms room as a temporary guard until the respective

company can assume responsibility for guarding it. All guards will be unarmed and

will remain until alarm is reset. On Order of the Battalion Commander post Armed

Guards.



 Notify the BN Commander, BN XO, CSM, S2, and MP station before any

ammunition is issued or armed guards are posted.



 SDO briefs all armed guards on the USE OF DEADLY FORCE. (See following

page.)

 If the alarm requires maintenance, that company immediately initiates an Emergency

Work Order (967-3680).

 Remember to have company armorers or arms room officers check DPW badge

numbers and accompany the DPW maintenance personnel at all times while working in

their arms rooms.

USE OF DEADLY FORCE

DEFINITION: Any use of firearms against another person.

GROUNDS FOR USE OF DEADLY FORCE: Do not draw your firearm or aim it unless

the circumstances justify the use of deadly force. Do not use your firearm as the first

response to a threat unless it is clear that lesser means (i.e., verbal persuasion or unarmed

defensive techniques) will fail or would be inadequate. Under no circumstances will you

draw or use your weapon as a bluff or a threat - if you draw it, draw it expecting to use it.

Use of deadly force is justified only in the following circumstances:

USE DEADLY FORCE ONLY:

a. In self defense when you or another are in immediate danger of death or

serious bodily injury.

b. To prevent the commission of a serious offense (murder, rape, robbery of

weapons, ammunition, arson of an occupied building) under circumstances when the

death or serious injury to a person(s) is imminent.

c. To protect property designated as vital to national security. (IAW 4b, AR 190-28)

1) You may use deadly force to prevent the escape of any person in

unauthorized possession of national security property.

2) Be careful to prevent injury to innocent bystanders.

d. To prevent the actual theft or sabotage of inherently dangerous property. (i.e.

munitions, operable weapons & explosives).

e. To halt a fleeing subject. Unless circumstances require immediate action

under one or more of the justifications cited above, follow the sequence below to stop a

fleeing subject:

1) Shout “HALT” in a loud voice two or more times.

2) If the order to halt has no effect, lock and load a magazine and rounds.

3) If the subject continues to flee, you may employ deadly force.

However, do not aim to kill. Attempt to aim and fire to disable. You may not fire

warning shots.

4) If the subject indicates a desire to surrender at any point in this

sequence, do not use any further deadly force unless the subject’s subsequent actions

during apprehension justify it. (i.e. refuses to disarm)

5) Use only the amount of force needed to apprehend the subject, prevent

escape, and protect yourself or others from injury.

6) After apprehension, take reasonable measures to safeguard the subject

and notify the Sergeant of the Guard.

7) Notify the Sergeant of Guard or the Battalion Staff Duty Officer.



I have been briefed on the Use of Deadly Force as it pertains to my guarding of

arms, ammunition, explosives and national security equipment. I fully understand

my responsibilities and duties.

TEMPORARY STORAGE OF

WEAPONS

 You are authorized to store weapons in the Staff Duty Office only when a Company

Arms Room can not be opened due to a deployment of the unit or when the

appropriate personnel (i.e. Company Armorers) are not accessible.



 SDO assumes responsibility for the weapons and will sign for each weapon on a DA

Form 2062 Hand Receipt. The original copy will be retained by the soldier turning

in the weapon.



 If the SDO is relieved prior to weapons being turned into the armorer, the relieving

SDO (Weekend) or SDNCO (Workday) will inventory and sign a hand receipt for all

the weapons on a DA Form 2062. Ensure that you inform that company’s Armorer

or Arms Room Officer that the company has weapons in the Staff Duty Office.



 Secure M-16 Rifles in the weapons rack and M-9 Pistols in the Staff Duty Safe until

the weapon(s) can be taken to the appropriate Arms Room.



 Weapons must be returned to the appropriate Arms Room within 2 hours of the

opening of that Arms Room.



 Contact the Company Commander if a weapon remains in the Staff Duty Office

longer than 2 hours after that company’s Arms Room keys were signed out.



 Privately Owned Weapons can be stored in the Staff Duty Office until the Armorer

can be located and the weapon placed in the Arms room.

INCOMING PROPERTY AND

SOLICITORS

 The SDO or SDNCO is authorized to sign for property after duty hours.



 Ensure that you PRINT your name and sign for any incoming property.



 Find out from the deliverer who ordered the incoming property.



 Make an entry in the log of who signed for what property.



 Sign over property to the relieving SDO or SDNCO on weekends/holidays on a DA

FORM 3161 Request for Issue or DA FORM 2062 Hand Receipt.



 On workdays, if the deliverer does not know whom the property belongs to find out

from the S4 and contact the owner prior to PT or at Work Call the next work day.





LOST PROPERTY

 All lost items should be reported to the staff duty office. The SDO/SDNCO will

report these items to CSM each morning.



 Tag the item or place it in an envelope detailing where and when it was lost.



 They will be secured in the staff duty safe for thirty days or until a person missing the

item provides an appropriate description of the lost item. After thirty days the item will

be turned over to the CSM.





SOLICITORS

 Solicitors in the barracks are prohibited without proper authorization from the Family

Support Division. This includes magazine subscription sellers, contribution seekers,

special interest groups, etc.



 If you encounter anyone trying to sell or advertise something, notify the MPs.



 Military Police will remove unauthorized solicitors from post.

FIRE ALARMS

 IAW AR 420-90, when a fire alarm is triggered initiate the following steps:



1. EVACUATE THE BUILDING(S).



2. CONTACT FIRE DEPARTMENT 911 (FIRE) OR 967-5896/5859

(DISPATCHER- FALSE ALARM).



3. INVESTIGATE THE CAUSE OF ALARM.



4. INFORM BRIGADE STAFF DUTY.



 Be prepared to identify building number.

 Be prepared to give the following information:

4. Point of Contact for Repairs.



 If the fault is a malfunctioning J-SIIDS Alarm (Arms Rooms), notify company’s

IDS failure alert roster. The company should contact DPW.



 Only the company’s Arms Room Officer or Armorer will open their Arms Room and

he must accompany the DPW Repair Personnel.



 Log all incoming emergency work orders and brief incoming staff duty personnel.

HAZARDOUS MATERIAL SPILL

IMMEDIATE ACTION PROCEDURES

 An individual discovering a petroleum or hazardous substance spill will take the

actions listed below:



1. Protect yourself and others from harm.

a.) Approach spills from upwind when possible.

b.) Avoid physical contact with spilled chemicals or petroleum products.

c.) Evacuate the premises if necessary.

d.) Use appropriate protective clothing.

e.) Extinguish smoking materials away from spill.

f.) Remove other sources of potential ignition.



2. Stop the flow if possible and only if it can be done safely.

a.) Close the valve.

b.) Turn a ruptured or punctured container so the point of exit is up.

c.) Place the leaking container in another container.



3. Notify the fire department (911) and the organization chain of command.

a.) The fire department will dispatch trained responders to the scene.

b.) Report all spills, regardless of size.



4. Confine the spill if possible and only if it can be done safely.

a.) Protect floor or storm drains by covering with a mat or surrounding with

absorbent material.

b.) Shovel sand, sawdust, sweeping compound, or place sandbags in the path of

flow.

c.) Place sweeping compound, absorbent pillows, pads, and mats to confine spill.

d.) Continue confinement efforts until the initial response team arrives and

assumes control.







CLASSIFIED MESSAGES,

DOCUMENTS, AND COMSEC

 Secure all ANCD-10s in the staff duty safe.



 Log receipt of Emergency Action Messages (EAM) from BDE or CORPS.



 DO NOT WRITE THE CONTENTS OF THE EAM ON DA Form 1594.



 Direct all deliveries of classified documents to S2 Office. Never accept any classified

documents without contacting S2 or store classified documents in staff duty safe..

REGULAR AND EMERGENCY

LEAVE PROCEDURES

 Regular Leave

The PAC will issue a folder to the staff duty personnel each evening containing

the leave forms of the soldiers scheduled to leave or return from leave during the staff

duty period. This folder will also contain the control numbers to be used for emergency

leaves or special situations.

If a soldier claims that he has an approved leave form but it is not in his direct

possession, then staff duty personnel must contact the soldier’s company commander,

executive officer, or first sergeant to get a verbal confirmation of the soldier’s leave

status. The SDO/SDNCO will then fill out a new leave form, use one of the unissued

control numbers, and sign as the approving authority. Annotate the verbal authorization

on the leave form and the use of the control number in the leave folder.

Soldiers cannot sign out before their leave period begins and must sign out and

sign in personally. Officers and senior NCOs (E-7 or above) may telephonically have the

SDO/SDNCO sign out or sign in on their behalf. When signing soldiers in or out, do not

compute the amount of days used or fill in any blocks other than signature, time, and

date. This is not the SDO/SDNCO’s job.



 Emergency Leave

Each night, someone from the PAC will issue a folder with unused control

numbers to the SDO/SDNCO to be used in emergency leave situations only.

The SDO/SDCNO may use these control numbers and sign as the approving

authority if the Red Cross has verified the situation and the chain of command has

approved the leave. This approval may be verbal but can only be given by the

Commander, Executive Officer, or First Sergeant.

Red Cross Notification is valid only if it is through local Red Cross channels and

a standard Red Cross message is sent. You must log in all Red Cross messages by

number and carefully annotate which control numbers were used so PAC can record

numbers.

ALERT PROCEDURES

In the event of an alert, the SDO/SDNOC will receive a telephonic directive from Brigade staff

duty stating, “THIS IS THE BRIGADE EOC. MOUNTAIN/TRAIL ROUNDUP.” The SDO/SDNCO

must authenticate the order by calling Brigade staff duty back and providing the name of the duty driver

who will pick up a written alert order from Brigade Headquarters (BLDG 3733, 3 rd floor). Depending on

the level of operational security required by the mission, this alert will be transmitted non-telephonically or

telephonically.



NON-TELEPHONIC ALERT

In the event of a non-telephonic alert, the staff duty runner will drive to the homes of the critical

personnel in the duty vehicle, which must maintain an off-post dispatch at all times. The EAC will retain

strip maps to the homes of the Battalion Commander, Command Sergeant Major, Executive Officer,

primary staff officers, and company commanders.



TELEPHONIC ALERT

Telephonic alert is used to rapidly assemble unit soldiers for various contingencies, including

deployment, when operational security is not of primary importance. Using the phone-tree alert rosters, the

SDO/SDNCO will contact the first soldier listed on the roster and transmit the following message, “THIS

IS THE SDO/SDNCO. MOUNTAIN/TRAIL ROUNDUP IS BEING INITIATED. N-HOUR IS _____

LOCAL TIME.” Each soldier on the alert chain will then transmit this message to the next soldier on the

alert chain and, if that soldier cannot be contacted, the caller then notifies the subsequent soldier in the alert

chain. Soldiers at the end of the alert chain will call the unit commanders or staff duty.



ALERT MESSAGES

Trail Roundup is an alert message initiated by a higher headquarters requiring the unit to alert

and assemble. Alerted soldiers will report in their normal duty uniform unless otherwise specified.

Soldiers will have LBE and Kevlar available but not worn unless instructed.

Mountain Roundup is an alert message initiated by higher headquarters that requires the unit to

prepare for deployment. Mountain Roundup will be specified as actual or exercise (EDRE). Alerted

soldiers will report in the following uniform:

- Battle Dress Uniform

- Field Jacket, scarf, and black gloves

- Two pairs of issue glasses and one pair inserts (if required)

- Kevlar helmet

- LBV/LCE with:

- Two amunition pouches

- Canteen cup and cover

- First aid pouch with dressing

- Protective mask

- Flashlight

- 9mm pistol holder w/ ammunition pouch and magazine (if designated)

-A and B bags

 Battalion will provide further instructions to alerted units as they become available.



PROCEDURES

 Using the SINCGARS mounted in the EAC, staff duty personnel will open the Battalion Command Net

and serve as the NCS until instructed otherwise.

 Establish local security by controlling entry to the Battalion Headquarters using access roster on file.

 All phones in the Battalion area will be removed to EAC or rendered non-operational with the sole

exception of the SDO telephonic land line.

 SDO/SDNCO will give Brigade staff duty or the adjutant personnel strength reports every thirty minutes

beginning at N+1 and continuing until the Battalion achieves one hundred percent strength.

 As the Battalion Planning Cell and commanders arrive, the SDO will distribute copies of the alert

message after checking their identification card and recording the name and time of issue.
