Paul H. DeLaney, III: Senior Attorney, Trade and International Affairs
FedEx Express – Washington D.C.
Paul represents FedEx Express on trade policy and international regulatory issues before the
U.S. and foreign governments, as well as in industry and trade associations. He works
extensively with the Office of U.S. Trade Representative (USTR), the National Security Council
(NSC), and the Departments of Commerce, Treasury, State, and other Federal agencies to shape
trade policies, trade agreements and international regulatory policies that impact the company’s
international operations and investments. Paul also works with foreign Embassy and government
officials to advance the company’s international trade policy and regulatory reform objectives. He
advises, briefs, and joins senior FedEx Executives in meetings with Cabinet Officers and senior
leadership in the Administration; with foreign government Leaders and officials in priority markets;
and with industry association leadership. Paul travels internationally to represent the company
before the WTO, the EU, APEC, ASEAN and with government and industry leaders in key
markets.
Paul was appointed to serve on Industry and Trade Advisory Committee 10 on Services and
Finance by the Bush and the Obama Administrations. He also serves as staff liaison to USTR for
Michael L. Ducker, COO and President International for FedEx Express, who is a Member of the
President’s Advisory Committee on Trade Policy and Negotiations. Paul Co-Chairs the Trans-
Pacific Partnership Business Coalition and works actively with other industry associations and
business coalitions to advance open trade and investment policies that benefit FedEx and its
customers. He helped open FedEx Express’ D.C. Office of Trade and International Affairs in
August 2009, and he coordinates advocacy efforts with FedEx Express regional and country
teams around the world. In addition, Paul works with the company’s executive, regulatory,
communications, operations and corporate responsibility teams in the Memphis Headquarters to
develop and execute the company’s internal and external trade policy advocacy and messaging
efforts.
Prior to joining FedEx Express, Paul worked at the Office of the U.S. Trade Representative for
three years, including as Deputy Chief of Staff for U.S. Trade Representatives Rob Portman and
Susan C. Schwab. While at USTR, Paul was integrally involved in strategic planning and
decision-making with senior political and career staff. He also coordinated USTR’s work with the
NSC and Executive Agencies including preparation for the USTR’s briefings of the President.
Paul was the USTR point of contact for the White House Staff Secretary, NSC, and National
Economic Council staff to coordinate interagency actions and to represent USTR positions.
Before joining USTR, Paul was a litigation associate at Vinson & Elkins, LLP in Washington D.C.
Prior to law school Paul worked on congressional affairs for The Nature Conservancy. Paul
attended Yale University and the University of Virginia School of Law. He is a member of the
Virginia and District of Colombia bars as well as the U.S. Court of Appeals for the 4th Circuit and
the U.S. District Courts for the District of Columbia and Eastern District of Virginia. Paul has
lectured at the University of Virginia School of Law and the Georgetown McDonough School of
Business on international trade and disputes, as well as been a speaker at the U.S. Chamber of
Commerce, the National Association of Manufacturers, the U.S.-India Business Council and
participated in ABA programs on international trade and business policy.

Note
As a participant in the European Union Visitors Programme, Mr Goudie
will study the formation and implementation of EU trade policy at the
Commission and Parliament. The focus would be particularly the role of
trade relations with the United States on a bilateral basis, as well as how
trade policy determination is influenced by the EU and the U.S. positions
in the ongoing World Trade Organization Doha Round.
Sean S. Heather

Global Regulatory Cooperation
Sean Heather is the Executive Director for Global Regulatory Cooperation. The Global
Regulatory Cooperation (GRC) Project seeks to align trade, regulatory, and competition policy
around the world in support of open and competitive markets.
Sean has held a number of positions during his twelve years at the Chamber. Prior to his
current position he led the Chamber’s strategic forecasting initiative that was tasked with
identifying emerging public policy issues of concern to the business community as well as
examining trends in other issues like energy policy and healthcare.
Before that, Sean was part of Congressional and Public Affairs where he served as the
division’s chief of staff and helped oversee the day to day operation of the division and
coordinated the Chamber’s lobbying efforts, its grassroots initiatives and its regional offices
located across the country to ensure that the efforts of the entire division were focused on the
achievement of the Chamber’s public policy and political goals.
In this capacity he worked on issues as diverse as: international trade, tax, labor,
healthcare, environment, energy, transportation, homeland security, immigration, technology, and
corporate governance.
Sean also spent several years in the Chamber’s Chicago regional office which covered
six states. Before joining the Chamber he worked for the Illinois Comptroller as well as with
several political campaigns across the state. He holds an undergraduate degree and an MBA
from the University of Illinois.
Laurie Sherman
Senior Advisor
Transparency International -USA
Laurie Sherman provides legal representation and strategic advice to businesses, governments
and international organizations on international trade, telecommunications regulation and
transactional issues. She is a Senior Advisor to Transparency International –USA, where she is
involved in projects relating to government procurement and the extractive industries. Ms.
Sherman has extensive experience advising on international trade obligations, such as
compliance with WTO obligations, and various aspects of telecommunications regulatory reform.
Ms. Sherman practiced law with Paul, Weiss, Rifkind, Wharton & Garrison in New York and
Washington and worked in the Office of Legal Advisor at the Department of State and the
International Bureau at the Federal Communications Commission. Ms. Sherman was Associate
General Counsel at USTR from 1992 to 1997, concentrating on telecommunications, government
procurement and investment trade issues. Ms. Sherman was the legal advisor to the U.S.
delegation to the negotiations resulting in the WTO’s Agreement on Basic Telecom and was a
primary author of the "Reference Paper," a set of regulatory principles to govern market access in
telecommunications services.
