The City of Waterbury (City) acting through the Waterbury Development Corporation (WDC) invites
interested and eligible parties to submit applications for the Fiscal Year 2008-2009 Community
Development Block Grant (CDBG) and Emergency Shelter Grant (ESG) Programs funded by the U.S.
Department of Housing and Urban Development (HUD). The specific funding amount for 2009-2010 has
not yet been announced for this year, but is expected to be at or below last year’s levels which were:
$2,241,978 for CDBG and $99,746 for ESG. CDBG funds provide the City of Waterbury with
comprehensive, flexible funding for activities and projects that address decent housing, suitable living
environment and economic opportunities for low-and moderate-income Waterbury residents. Funds are
awarded to a wide range of community development activities directed toward neighborhood
revitalization, housing, economic development and improved community facilities, infrastructure and
public services pursuant to the Priority Needs and Objectives in the City’s Five-Year Consolidated
Community Development Plan. ESG funds support the operation of emergency shelters in the City. The
City determines the eligibility of proposed activities based on the Code of Federal Regulations (24 CFR
Part 570).

The City reserves the right to make grant awards as deemed to be in the best interest of the City and to the
benefit of low- and moderate-income Waterbury residents only. Final allocation of CDBG/ESG funds is
contingent upon HUD Award of Funds, recommendation by the Citizen Advisory Committee (CAC), the
WDC Board of Directors, Board of Aldermen Action, and execution of agreement within a reasonable
amount of time.
The categories for applications by community-based agencies and nonprofits include: 1) Public
Services, Housing and Economic Development and 2) Public Facilities and Improvement Projects. Please
note that there is a different application for each of these two categories. One application form is for
housing, economic development and public services (social services) activities. Another application form
is for public facility /improvement project proposals.

Applications may be downloaded from the WDC website: www.wdconline.org or at the City’s website:
www.waterburyct.org. You may also request an application by calling the WDC at 203-346-2607 Ext 115
or 109. Please specify what type of application you are requesting. Applications are designed to be typed
into. Please follow the instructions that appear with the application forms.

City of Waterbury Departments and the Waterbury Development Corporation proposals must use
a separate general application form for City Departments that will cover all CDBG
activities/projects for which funding is proposed.

Completed applications (including one (1) original and twenty (20 copies) should be hand-delivered to
the WDC no later than 1:00 p.m., Tuesday, April 7, 2009 or mailed for receipt by that date in a sealed
package bearing the name and address of the applicant and clearly marked with the words 2009-2010
CDBG/ESG Program Year Application. Copies are used for members of the Citizen Advisory
Committee.

If funding for more than one program or project or for multiple grants is being proposed, a separate
application with the appropriate number of copies must be completed. Do not use previous years’ forms
as they will not be accepted. Applications may be mailed or hand delivered to:

Applications that do not reach the WDC by the above deadline will not be accepted. Said
applications will be time-stamped and returned to the applicant. The WDC will not accept applications
sent by facsimile (fax) or by email. Your application and 20 copies must be prepared on/according to
application forms and instructions for FY 2009-2010.

The funding cycle timeline is outlined below (next page) and is subject to change; additional meetings of
the Citizen Advisory Committee (CAC) will be added, when needed; schedule updates will be posted on
the WDC and City websites and at the Office of the City Clerk. If meeting time or location changes, those
changes will be posted at the Office of the City Clerk. The City Clerk’s office can be reached at 203-574-
6741. You should call the City Clerk’s office the day of the meeting to confirm. You may also call the
WDC and speak to Kathleen McNamara at 203-346-2607 x 115 or Geoff Green at x. 109 to confirm.

Staff at WDC will also be available for questions relating to meetings and for technical assistance on
applications by calling Kathleen McNamara or Geoff Green at Ext. at the above phone numbers.. Staff

                   We encourage applicants to attend technical assistance workshops.
