Introduction
This Local Climate Impact Profile (LCLIP) has been undertaken by Burnley Borough Council to assist in identifying the impacts of
climate change on delivery of services. Using the LCLIP to look at the relationships between the a locality, the weather and
vulnerability will assist in identifying how adaptations can be made to predicted future changes in climate.
Lancashire LCLIP
Lancashire County Council and Chorley Borough Council piloted a standard approach for local authorities within Lancashire to
come to grips with NI 188 and reach Level 1 of the National Indicator. Research to identify incidents of extreme weather in
Lancashire over last five years was undertaken using local press to determine typical weather events and consequences on local
authority services. This provides the basic table of dates and weather events in which service impacts can be recorded against.
This resulted in a guidance pack, including a list of weather events and report template, which has been used to produce the LCLIP
for Burnley BC.
Key Impacts and Observations
Several key impacts can be identified from the study:
      Increase in demand on services: calls from the public increase in relation to tree falls, damaged property, and waste for
       example. This is an issue for the Contact Centre and the relevant service units.
      Safety issues: these may be directly related to the weather event, such as tree falls and damage to property, or potential
       risks that lead to events being cancelled.
      Suspension of operations: this can include services such as waste collections, which would be delayed and cancellation of
       outdoor activities and events, possibly due to flooding of facilities or safety concerns.
      Damage: property and estate can be damaged, but also damage arising from flooding can lead to increased waste
       collections and contamination, which can lead to environmental health issues.
      Information technology: power cuts or flooding could lead to loss of IT facilities for the Council leading to disruption of
       essential services.
      Staffing: weather events that prevent staff travelling to work or accessing the place of work, such as flood damage, would
       effect service provision.

Predictions are that these impacts will increase in frequency as the severe weather events become more frequent. This would also
lead to disruption to a wider range of services than are currently affected, as the chances of impacts increase. Existing Business
Continuity Plans and Emergency Plans are already in place that deal with most impacts, but there may be a requirement to review
them in light of the predicted increases in severe weather events.
Next Steps
The next update of the medium term financial strategy in September/October can include reference to LCLIP. It is clear that if we
are going to recognise the potential impact of climate change on service delivery then this will have associated financial
implications. For example, an emergency budget is required for mobilising contractors on flood defence works is a practical
example of a growth bid for additional resources to reflect the impact of climate change.

Due to the location of our main IT hardware we have are protected against floods. High temperatures can have a significant effect

Burnley Council‟s Planning and Environment Service operates in 4 sections, Building Control, Policy and Environment,
Development Control and Environmental Health and Licensing, each of which has a role to play in mitigating the impact of climate
change.
Building Control
This service assesses the risks posed by defects that become apparent on buildings and other structures. Problems are identified
by routine inspections and by notification of problems by members of the public. All inspections that result in actions being required
are recorded in the Dangerous Buildings Register. Activities include - assessing the risks of unsafe building, cordoning off the
premises if deemed necessary and making safe to the public. The repair work is then either instructed by the Council from one of
the list of authorised contractors, or the owner would be instructed to authorise the necessary work. This element of the building
control function does not generate income and any increase in the numbers of extreme weather events that lead to increased
damage to buildings and structures in Burnley could have cost implications for the Council.
The new development side of building control refers to the inspection of plans to ensure that they comply with current building
regulations and the physical inspection of new developments as part of the build. The service delivers all parts of the Building Act
including Part L which relates to energy efficiency, and will absorb changes to Building Regulations deemed necessary to mitigate
the impact of climate change.
From September 1st 2009 the Building Control Service for Burnley Council will be delivered by Pennine Lancashire Building Control
Service. A Service Level agreement will be drawn up to determine roles and responsibilities, but as Burnley Council will have no
retained BC staff, all activity relating to Dangerous Buildings and structures will be from PLBC service.

Policy and Environment
Planning policy and development control have important roles in ensuring that new developments are appropriately adapted to the
potential impacts of climate change. The supplement to PPS1: Planning and Climate Change confirms that tackling climate change
is key Government priority for the planning system and stresses that both mitigation and adaptation should be considered.
All Local Development Framework documents and Supplementary Planning Documents will comply to current PPS, including the
revised PPS1. All policies are subjected to a sustainability appraisal. Flood Risk Assessments are carried out in all areas
identified by the Environment Agency as being at risk from extreme rainfall events. A borough wide Strategic Flood Risk
Assessment identifies these areas and considers flooding from all sources. Members of the Policy and Environment team play a
key role in the Council‟s Carbon Management Plan and Sustainability Action Group.
Planning for climate change places a growing demand on staff resources in the Policy and Environment team. There is pressure to
comply with the sustainability requirements of external funding agencies and the need to work in partnership with the private sector
and other public sector agencies to implement climate change policies.
The Policy and Environment Team has a significant role in the conservation of the built heritage of the Borough and in the
regeneration of inner Burnley. Both the Policy and Environment and Development Control teams have a role to play in ensuring all
new build is resilient to Climate Change. It is important to ensure that staff are kept up to date with latest good practice and
standards in design. The Buildings for Life initiative will place greater emphasis on the need to ensure that new developments are
both environmentally and socially sustainable.

   Food Safety
The safety of food premises and impact on the health of the public is managed via an inspection programme and reactive work
related to complaints. The frequency of the inspections is dependent upon the risk rating of the premises. The impact of climate
change with extremes of heat in summer may impact on the safe storage of food and the spread of disease.
   Environmental Protection
Pollution control is monitored via an inspection regime for authorised processes – ie those industries permitted to pollute which is
administered by Defra. The service will also react to complaints about pollution from other sources. The service is also reactive to
complaints relating to noise pollution/smoke/burglar alarms etc. Extreme weather conditions including heat in summer will impact

Burnley Council‟s Property Consultancy Service consists of three main sections; Property Services, Building Services and Project &
Development Services, each of which play key roles in service delivery as detailed below.
Property Services
One of the main functions within this section is Asset Management of the Council‟s investment portfolio such as shops, offices
industrial units, minor land sales and garden tenancies. Furthermore, this section keeps detailed property records and databases
which help respond to enquiries from the public and other bodies with a high degree of accuracy.
Another main function of this section is to provide valuation services which involves the valuation and sale of surplus Council assets
to generate capital receipts. It also provides statutory valuations for Compulsory Purchase Orders for future development works.
Building Services
Encompasses a wide range of services, including conditions surveys, architectural design and quantity surveying. The work
comprises of gas & electrical testing, lift maintenance and legionella precautions. Other areas include asbestos surveys, design and

Following extreme heavy rain causing the river to overflow and flood Padiham Town Hall, the car park, and surrounding public

As a result of severe storm damage water ingress to Towneley Hall Gallery caused damage to paintings and the closure of the
gallery.
St. Peter‟s Centre, September 2008
Due to heavy rain the overflowing river washed away the river bank causing the car park at the St. Peter‟s Centre to collapse into
the river.
In response to events detailed in Section 4, the Property Consultancy team acted on procedures in place that called into action
various groups of specialist services such as contractors, service departments and the Fire Brigade.
Property Consultancy works order form PCON1234 system records works procured together with costs and dates. Building
Services staff maintain the system and records on an ongoing basis. The Building Services works order system allows staff to
review all works carried out and are available for further scrutiny.
Property Consultancy reviews the services provided and emergency procedures on a regular basis.

General Street Cleansing Operation

Waste Services
This service provides waste and recycling services to 40,000 properties in Burnley. The service currently manages alternate
weekly collections for regular waste and paper and garden waste and recyclables.
This service is affected on a day to day basis by weather events. There is an impact on the front line when there is a weather event
due to increased calls from the public relating to the typical problems described below. Any additional costs are provided for within
the contract conditions, however, service delivery may be interrupted and therefore may impact on customer satisfaction. The
services are generally brought up to date. Should a major weather event take place, this is provided for in the business continuity
plan and as such waste services will be prioritized above cleansing services in the short term. The service does not routinely
monitor weather events and associated service activity.

Environmental Services and ASB
This service manages and undertakes a wide range of Environmental services in Burnley including:

Crime and Disorder
As part of the Crime Reduction Partnership this service is responsible for reducing crime and promoting community coherence in
Chorley District. All anti social behaviour and crime is recorded and responded to. Calls and enquiries may come directly to the
Chorley Council call centre or via police or Fire brigade. In conjunction with MATAC the service will look for patterns and trends
associated with all types of crime and will take a holistic view in terms of tackling it. The service recognises that the weather and
time of year does have an impact on the types of crimes that are committed and will typically undertake diversionary activities in
response to this knowledge. The weather event that tends to cause the most problems for this service is periods of high
temperatures or heat waves that result in an increase in anti social behaviour.
