SMART Goals
SMART goals are: Specific, Measurable, Achievable, Relevant, and Timely. Below is a list of
ten sample SMART goals that were created by States at the NRS Regional training in the
summer of 2008 titled, Building and Sustaining Quality in NRS Data: Strategies for Program
Improvement.
1 Increase the number of students who intentionally declare the goal of “Enter Employment”
by 25% by year end FY09.
2 Increase statewide total completion percentages by 3% by close of 2009-2010.
3 Move 50% of local programs (22) at or above 70% benchmark by end of FY2010. (The
State wants 70% of students entering a program to stay 12+ hours and have a pre-test.)
4 Increase the setting and reporting of employment goals by 10% over the next year (PY
2008-2009).
5 The State will improve its statewide performance at the ABE High Intermediate and ASE
Low levels by 10% over the next two years through: Research and Dissemination; Targeted
Technical Assistance; and Statewide/Regional Training.
6 All low performing adult education programs will use data to inform their instruction and
exceed the State’s negotiated ABE performance benchmarks by PY 2011. Specific goals
include: 65% of low performing programs will exceed the State’s benchmark by end of PY
2010; and, all programs will exceed the State’s benchmarks by end of PY 2011.
7 Fifty-five percent (20 of 36) of local programs will meet the state performance target for
pre/posttesting of 60% of fundable students by the end of fiscal year 2008-2009. This will
represent a 67% increase in the number of programs meeting this state performance goal.
(33% met the goal in 2007 [12 of 36 programs]).
8 Improve the completion rate for ESL Beginning Literacy: 100% of programs
underperforming in Beginning Literacy ESL will conduct analysis of state and local NRS
data by October 1, 2008 and develop a Program Improvement Plan by November 1, 2008.
9 Increase the percentage of learners who remain in programs 12 or more hours in FY 08-09
by 25%.
