Notes
Reablement gets merged with the access process and the support planning process and moving OTs into reablement in many
councils
Impower blueprint is not just the process but also people; skills, IT etc
CSED core is the as is - to be process, for front end/customer contact, re-ablement & SDS. Takes all the layers in a step by step
process; helping councils look at the impact; may need to help them look at their structure. Also known as ‘brown paper exercise’
as all processes are mapped by staff onto large sheets of brown paper.

Future development?
Are we able to identify what are the high level opportunities; which ones are worth pursuing and supporting regionally?
Impower Commissioning workshop will explore what could be commissioned sub regionally, regionally & jointly with health.
McGlade Page 5 05/12/2011
CSED - commissioning toolkit focusing on processes
Community equipment – the Retail model-support local businesses
Workforce preparation of the models
Biggest weakness CSED sees is how as processes change and people need to move round, how they get the skills to do it
Missing – How is SfC readily accessible to the community who want to train staff or themselves - mapping how to support the
community? – SFC has support to the independent sector in the form of sub regional workforce development managers. They
provide support to organisations and individuals on areas such as recruitment projects, access to funding and training their
workforce.
Models for brokerage
Training on Outcomes- training the trainers
Whole systems- social capital – neighbourhood and community support to care; non paid carers - how to influence investment to
this group of workers.
‘To be’ process - CSED offered to take us through it.
Most LAs struggle with their health engagement
People generally doing OK on personal budgets; not really working on IB; difficult enough to get the RAS to work for 1 funding
stream
CSED - workshop - Derbyshire - what are people doing now, what we need to measure or identify what they are doing different
now that we wont be doing in the future?
CSED - skills matrix, Skills audit?
