Transferability Checklist
O E All Action
X Determine obligation required for transferring entitlement to family members.
X Acquire sufficient obligated service to provide 4 full years from the date of your
request to transfer entitlement.
Example: YN1 Sailor has an EAOS of 15 December 2009. He desires to
transfer his entitlement to his spouse, Sally, on 1 October 2009. He must have 4
full years of obligated service on 1 October 2009. He must obligate to 30
September 2013 if he submits his request for transfer on 1 October 2009. He must
consult with his NCC/CCC to determine how to meet his obligation in accordance
with current policies.
* Members retirement-eligible on 1 AUG 2009 do not require any additional
obligated service.
**See note for exceptions to the 4-yr requirement for other members nearing
retirement eligibility.
***Review interim provisions through 1 Jan 2010 for SRB/ESRP-eligible
members.
x Enlisted service members with less than 12 months to their EAOS/Eos will
reenlist per standard procedures.
X Non-SRB/ESRP eligible service members with greater than 12 months and less
than 24 months to their EAOS/EOS are granted an exception to the reenlistment
policy. Reenlistments will be routed through the standard process for pay-grade
and zone. This exception to policy expires 1 January 2010.
X SRB/ESRP-eligible service members with greater than 12 months and less than
24 months to their EAOS/EOS and who have already reenlisted once for a bonus
in their current zone, are eligible to apply for a short term extension to meet the
transferability service requirement to be approved by NAVPERSCOM (PERS-
811 for active/PERS-812 for SELRES, Full-Time Support (FTS), and Canvasser
Recruiter (CANREC)). Service members who require greater than 23 months
additional service must sign a page 13 stating the service member agrees to
reenlist to complete their full commitment for transferability. An additional short
term extension will not be approved for the purpose of meeting the transferability
service requirement. All short term extension requests must be received before 1
January 2010.
X Service members in Zones A, B and C that will require Perform To Serve (PTS)
approval prior to applying for reenlistment will be allowed to submit early
application requests by utilizing the early apply (“STAR”) question on the PTS
application. This exception to policy expires 1 January 2010.
X Service members with greater than 24 months and less than 48 months to their
EAOS/EOS can apply for a short term extension to be approved by

NAVPERSCOM (PERS-811 for Active/PERS-812 for SELRES, FTS, and
CANREC). Sailors are not required to have PTS approval as long as the
extension does not cause them to cross into a new zone. All short term extension
requests must be received before 1 January 2010.
X All officers, other than those in categories listed in paras 3C of NAVADMIN
203/09 and SELRES enlisted members: the administrative officer will complete a
page 13 in the Navy Standard Integrated Personnel System (NSIPS) ESR agreeing
to serve the required additional years of service. See NAVADMIN 203/09 for
page 13 requirements.
X Verify the obligation data (new Expiration of Active Obligated Service (EAOS))
or the page 13 is reflecting in member's ESR prior to submission of request.
Request will be disapproved if EAOS/Page 13 is not viewable in ESR at the time
of processing, requiring member to resubmit.
X Submit request through the Transferability of Education Benefits (TEB) program
at www.dmdc.osd.mil/TEB. Check on status periodically through website.
Note: Date of approval of a transferability request will be the date of submission.
Example: YN1 Sailor requests transferability on 1 October 2009 and his wife, Sally,
enrolled in school in October. His transferability request is approved on 15 November.
Sally Sailor is eligible for benefits from the transferability approval date (1 Oct 09).

** For those eligible for retirement after 1 AUG 09 and before 1 AUG 10, 1 additional
year from the date of transfer election is required.
For those eligible for retirement on or after 1 AUG 10 and before 1 AUG 11, 2 additional
years from the date of transfer election are required
For those eligible for retirement on or after 1 AUG 11 and before 1 AUG 12, 3 additional
years from the date of transfer election are required.
