Notes on Geography Changes
This file provides information on geographic changes that have occurred between the economic census years
that may impact data comparability. Information on other geographic issues that may be useful to data users is
provided as well.
This information is provided in 2 worksheets in this MS Excel workbook. The 2007 worksheet identifies the
changes that have occurred between the 2002 and 2007 Economic Censuses. The 2002 worksheet identifies the
changes that have occurred between the 1997 and 2002 Economic Censuses. The information is provided in
alphabetical place order, with Balance of County places listed last.
The following types of changes and notes are provided:
Place and County changes due to geographic boundary changes. (2007 and 2002 worksheets)
Place qualification changes due to population change. (2007 and 2002 worksheets)
Changes due to incorporation or other legal changes. (2007 and 2002 worksheets)
Changes to the criteria used to identify the publishable geographies for the 2007 Economic
Census. (2007 worksheet only) These include:
o The addition of Census Designated Places (CDPs, also know as unincorporated places). Up
thru the 2002 Economic Census, data were published only for incorporated cities (except in
Hawaii, where data for census designated places (CDPs) were provided). Businesses in CDPs
were published as part of the “Balance of County”. CDPs were added as publishable places for
the 2007 Economic Census.
o Changes to the population cutoff used to identify the places published. For the 2002
Economic Census, the data for most states included incorporated places with 2,500 or more
inhabitants. (For the six New England states, plus New York, Wisconsin, Michigan, Minnesota,
New Jersey and Pennsylvania, a 10,000 or more population cutoff was used.) For the 2007
Economic Census, this threshold was standardized to 5,000 or more inhabitants for all states.
o The addition of a jobs cutoff used to identify the places published. Only a population
criterion was used to identify the published places for the 2002 Economic Census, but for the
2007 Economic Census a criterion of 5,000 or more jobs was added. This resulted in 117 places
added that qualified using the jobs criteria that did not qualify using the population criteria.
The worksheets also include descriptions of places that cross county boundaries, listing the two or more
counties the place crosses into.
