The CEC Meeting held at ETARSI has decided to go for a joint action programme
along with the Train Controllers. As such a modality is formulated to conduct a
SAFETY WEEK in line with the administration from 11.8.2008 (ie the D.Day of our
Historic Strike 11.08.1997) to 17.08.2008 to ventilate our feeling and displeasure
over the 6th CPC. The modalities and instruction has formulated by the 2
SECRETARY GENERALS of AISMA & AITCA. All the Divisional Secretaries and
General Secretaries are hereby instructed to follow the instructions scrupulously and
for ward a compliance report to SG, without fail. For any details or quarries call SG or

      Joint action co - ordination committee of AISMA & AITCA
   for conducting SAFETY WEEK from 11th August to 17th August 2008.

      A joint Co-coordinating Committee of AISMA and AITCA office bearers is
       formed at Central / Zonal Level. At Divisional level same to be formed by the
       action committee members.

      The Joint Central body office bearers will meet, discuss and finalize the modus
       operandi. They will also finalize the joint Memorandum, joint Poster and joint
       Press Conference details.

      A joint Press Conference or Press release will be given on all Divisions on 4th
       Aug 2008 and media will be briefed about the action plan.

      The joint Coordinating Committee at the Zonal and Divisional level will work as
       per the guidelines charted out by the Central Joint Coordinating Committee.

      A joint Memorandum will be handed over jointly by the Office bearers to all
       Sr DOM/ DRM /COM / GM and to MT / CRB & MR.

 Sub: Safety week from 11th August to 17th August 2008 jointly by the All India
     Station Masters Association and All India Train Controllers Association.

Respected Sir,

               Rapid expansion, growth, and changes in pattern/volume of traffic on the
system has radically revolutionised the day to day operations and the control organization
with the active help of Station Masters has so far adapted to the changes successfully.
               However the control organization and the Station Masters as a whole needs to
transform itself by way of efficiency, and the day to day working in order to meet the
demands made by the rapid changes, not forgetting to be active watchdogs of safety, failing
which the productive aspect overshadow safety and jeapordise the safe operation of the
system and thereby productivity.

                Analysis portrays the few contributors to the revolution as :-
Shift inorganizatonal focus aim and goal from a social obligation or organizaton to a revenue
earning and profit earning enterprise,
Enhanced quality of managerial talent resultantly maximising asset utilisation, management,
and maintenance,
 Phenomenal increase in trains handled – statistics show 8500 trains in 1985 to 16000 trains
in 2007,
Proposed future expansion @ 10% per annum,
Technology upgrade in all departments on the system,
Improved quality and competency of running staff and other operating and front line staff by
the infusion of younger and well educated staff,
Revolution in quality, standards, and speeds of communication,
Improved performance of all input departments of the system thereby radically enhancing the
speeds of trains and operations,
Significant policy changes in loading of traffic like eradication of piece-meal, wagon loads
etc. and upgrade to train loads,
Introduction of consumer attraction programmes and customer motivation schemes
increasing traffic demands on the system,
Rapid turnaround from manpower intensive to machine and performance intensive methods
in maintenance,
Revolution in techniques of track maintenance increasing the time slot for active trains
movement,

Revolution in techniques of wagons/coaches and locomotive maintenance giving enhanced
utilisation time of the assets,
Radically improved fleet of locomotives with higher technology and greater capacity
increasing capacity of traffic handling,
Performance enhancing policy decisions of the ministry.
             In face of the rapid changing system the control organization as also the Station
  Masters needs to enhance its performance with due importance to safety of the system.
              In an endeavor to meet this goal as an Association of 2 most responsible and
  Safety conscious cadre of the Operating Department, we jointly propose to organize a
  safety week from 11th August to 17th August in order to improve the safety aspect and to
  educate all the controllers and Station Masters as also all the staff who they control so that
  the importance of safety is not over shadowed or lost in the process of productivity
  enhancement.
          In this connection we also would like to highlight a few of the constraints and the
inconveniences faced in the performance of the assigned tasks.
            Monstrous increase in traffic handled thereby workload involved,
            Phenomenal increase in stress due to rapidly decreasing inactive time,
            Ever increasing traffic leading to zero reaction time, and split second
               decisions,
            Unhealthy trend of posting medically decategorised staff leading to increased
               strain on the remaining staff,
            Treating core activities of train passing on par with non-core activities like
               desk job and not compensating enough, resulting in unrest among the staff
               involved in core activities.
            No proportionate increase in staff in relation to increase of traffic, despite of
               orders from the RB to provide additional hand at the ground level, not
               honoured by the zonal and divisional administration with regard to additional
               ASM at all central and end panels.
            No rational or proportionate policy governing volume of traffic handled as in
               the case of --- air traffic controllers, (in light of vast difference of average
               traffic handled on various routes and divisions)
            Policy of having to work 365 days a year without any weekly calender rest,
               national holiday, festival holiday nor any compensation in this regard
               (pertinent to state that air traffic controllers have the privilege of 30 days of
               casual leave to compensate this).

       Sir, we hope that the proposed safety week will be able to draw the attention as also
       healthy response from all the staff involved and contribute significantly to attain the
       organizational aims and goals.
