The objectively qualified are selectively disengaged from financial
support. Any other tactics would be discriminatory. Look how far the
USSR got giving absolute education and hiring preference to those of
pure peasant parentage. It's the pan that is important, not the
batter. The USSR proves it, er, proved it.
