                            Frequently Asked Questions (FAQ) about Subsidized Child Care



Dear Parent/Guardian,

Thank you for your interest in our child care payment assistance programs. This FAQ Guide
accompanies the eligibility application for the subsidized child care programs participating in
CEL - San Mateo County. Please complete the application and return it to any of the
participating programs or mail to 4Cs at 2121 S. El Camino Real S. A-100, San Mateo CA 94403.
This guide is for you to keep.

The Centralized Eligibility List (CEL – San Mateo County) is a list for families (countywide) who
are eligible and have a need for state and federally subsidized child care. When you are placed
on this list you are assigned a rank based on your gross income (before taxes) and the number
of individuals in your family. When funds become available, families with the greatest financial
need are served and may be enrolled ahead of families who have been on the list for a longer
period of time. If your family’s income is different at the time of enrollment, you will be re-
ranked and may be put back on the CEL if your rank has changed.

Being on the CEL allows all subsidized child care programs in San Mateo County access to your
information when they have openings. On the second page of the application, please indicate
preferred ZIP codes for child care. It is permissible to indicate all ZIP codes as a preference,
but, as a practical matter, you should only check those programs in a geographic area that is
accessible to you. If you check all ZIP codes, programs that you may not be able to use may
contact you.

Please answer all these questions completely and clearly. If questions are left unanswered the
application may be returned to you and this will delay your placement on the CEL. Be sure to
sign the application in the space on Page 2. Applications received without a signature will
be returned.

What is subsidized child care?
Subsidized child care is financial assistance to eligible families to cover part or all of their child
care costs. There are several types of programs:
    • Federally-funded Head Start Programs
    • State-funded Centers
    • Family Child Care Networks
    • Alternative Payment Programs (APP)*
* If you are accepted into the APP, you will have the ability to choose any provider. Non-
subsidized programs may have their own waitlists. Please call your chosen program to verify
their admission procedures.

What is CEL - San Mateo County?
The Centralized Eligibility List (CEL) is a “one-stop solution” for families seeking full or part time,
high quality child care at free or reduced cost in San Mateo County. With CEL, your one
application automatically puts you on the eligibility list to all of the available subsidized child
care programs in San Mateo County.

What is new about CEL?
Traditionally, a child care provider would keep a list of children waiting to enroll in subsidized
spaces. The new CEL is a system that combines all of these separate lists, eliminates duplicates,
and allows subsidized child care providers to access children that are eligible for their programs.

How do I know if I am eligible for CEL?
Families must demonstrate both eligibility and need for subsidized child care services. Eligibility
can be demonstrated in any of the following ways:
   • Having household income at or below the ceilings listed below for different programs
   • Being referred through the Child Protective Service Program (CPS)
   • Receiving public assistance
   • Being “At Risk” of being abused, neglected, or exploited
   • Being homeless

If I am eligible for subsidized child care, how do I demonstrate “need” for child
care?
Parents must meet at least one of the following needs:
    • Working
    • Looking for work
    • Attending school or in job-related training
    • Seeking permanent housing
    • Medically incapacitated
    • Receiving child protective services through the County Welfare Department or referred
       because “At-Risk” of abuse, neglect or exploitation.
    • Your child is three or four years old and needs a developmental part-day preschool
4Cs CEL staff can provide assistance to help you find out if you qualify.

I have recently been in the CalWORKs program or received cash assistance; do I get
help with paying for child care?
Yes, you may be entitled to assistance in paying for child care! If you are currently on
CalWORKs Stage 2 or 3 and need to transfer from another county, contact the 4Cs CalWORKs
manager. If it has been less than 24 months since you stopped receiving CalWORKs cash aid,
please contact your previous case manager for more information. They may be able to help you
access child care directly, without being on the CEL.

How can I apply for CEL?
  1. Obtain a CEL application at any participating center or program. You can also call 4Cs or
     download a copy from the 4Cs website.
  2. Complete all portions of the application, including a signature.
  3. Return the completed application to the program most convenient to you or mail it to
     4Cs.

Should I choose all the ZIP codes listed on the CEL application?
It is permissible to indicate all ZIP codes as a preference, but as a practical matter, you should
only check those programs in geographic areas that are accessible to you, ensuring that you get
connected with programs that best meet your child care needs. If you check all ZIP codes,
program s that you would not actually use may contact you. For additional help choosing child
care, call 4Cs child care counselors at 650-655-6777 to learn more about different program
options.

How long will I have to wait? Can I find out my family’s ranking on the list?
Because CEL is an eligibility list, not a waiting list, families are not assigned a fixed rank and
being on the list does not necessarily guarantee that you will receive subsidized care. Child care
subsidies are not administered on a first-come, first-served basis, but on the order of priorities
for the subsidized programs. For this reason, a family’s ranking can change at any given time,
depending on the circumstances of the family.

What happens after my application for CEL is accepted?
We will notify you by mail that your application has been received. If a program selects your
child, you will be contacted either by phone or by mail. When this happens, you have 5
business days to call and schedule an intake appointment at that site. 4Cs will mail update

       forms every six months to confirm your eligibility status and contact information. You will need
       to respond in order to stay active on the list.

       Can I increase my chances of being picked?
       The most important thing is to keep your personal information up-to-date. If your address, your
       contact number, your monthly income, or your family size changes, contact the program where
       you applied as soon as possible. The more accurate your information, the more chances you
       have of receiving the child care services your family needs. Equally important is to keep your
       child care choices up-to-date. Take the time to research all the child care programs that interest
       you.

       Is there anything I need to do to prepare after I apply?
       When a program contacts you, they will certify your eligibility and need for care. You will be
       asked to provide documentation of your income and to verify the hours that you need child
       care. If your income and/or family size has changed since you first applied through CEL, you
       will be re-ranked and you may have to continue waiting for a space.

       What happens if a program that doesn’t exactly meet my needs calls me and I take
       the space?
       If you enroll your child in a program that does not exactly meet your needs (for example, a
       part-time space when ideally you would have a full-time space), you can request to be placed in
       an “Enrolled and Waiting” status. When your child is in an “enrolled and waiting” status,
       programs that meet more of your needs may still call you and you will have priority for open
       spaces. The only exception is if you enroll in a State Preschool program. During the program
       year, the transfer for a State Preschool child has to be to another State Preschool program.

       What should I do if I’m interested in child care outside of San Mateo County?
       Each county in California maintains its own CEL. For each county where you live, work, or need
       child care, you will need to complete a separate application. The links to surrounding counties’
       CEL programs are on the 4Cs website.

       What are the available programs in the County?
       The list below shows the different types of programs, sorted by age range and ZIP code for San
       Mateo County.

       This list represents a summary of the subsidized programs in San Mateo County, not a list of
       recommendations. It is the parent's responsibility to visit, observe, ask questions and to check
       the program’s references. 4Cs also strongly recommends that you review a potential child care
       provider's licensing history, which is available at the child care facility, before placing your child
       in care. To obtain more detailed background information on providers, including a history of
       substantiated complaints and/or regulatory violations, we recommend that you call Community
       Care Licensing at (650) 266-8843.
