Housing Consents Implementation Register









Introduction



This Housing Consents Implementation Register provides the key details of 75 planning consents

for housing developments for 10 or more self contained (s/c) homes (flats and houses). These

consents would provide for a total of over 8,000 homes.



This new Register is intended to elaborate the summary housing consents information provided in

the Annual Monitoring Report 2007/08 (Appendix 1) and the forthcoming Annual Monitoring Report

2008/09. The Register, therefore, contains details of housing schemes that have been completed

since the Annual Monitoring Report 2007/08 was published and includes consents granted up to

31/3/2009.



The consents detailed in this Register collectively represent c 90% of Brent’s ‘residential consents

pipeline’. Multiple consents for the same site have been filtered so that only the most recent, or the

scheme for the largest number of homes, have been listed so as to avoid ‘double counting’ when

identifying Brent’s potential housing capacity.



The information provided for each site includes the consent reference number and issue date, the

site address and the number of proposed homes, including affordable. Contact details of the

applicant and their agent or any subsequent known change of developer or landowner are also

provided.



This Register’s primary focus is centred around the consent‘s implementation status, derived

whenever possible from information obtained from the applicant /developer. Information is

provided as to whether the housing development has commenced (under construction) and, if so,

the expected date of completion (by Fiscal Year). Or in the case of sites where development has

not yet started any known implementation programming. In many cases, development has not yet

started because the scheme only has an Outline consent, the permission has only relatively

recently been granted, or alternative proposals have been subsequently proposed.



Undoubtedly, delays in implementing some consents are the result of subsequent adverse

housing market changes. Preparing this Register during the first housing market recession in

nearly two decades has required a much greater level of communication with applicants and

developers to ensure the information provided is as current and robust as possible. Site ownership

and developers changes have occurred more frequently than before the recession. An additional

problem has been the stated reluctance of a few developers to divulge their delayed

implementation programming on the basis of ‘commercial confidentiality’ and ‘duty of care to

shareholders’. Similar legal reasons have prevented the Council from publishing some information

as to why construction has slowed or ceased on a few schemes.
