Freedom of Information (Scotland) Act 2002 – Request for Information

Thank you for your request for information which has been dealt with under the terms of
the Freedom of Information (Scotland) Act 2002. Unfortunately, the Council is able to meet
only part of your request. This information is released to you now in the format requested.

Can you please tell me how many credit cards are held where the council pays the bill?

The Council does not use credit cards.

Can you please supply copies of the credit card statements for such cards from May 2010
to April 2011?

The Council does not use credit cards.

Can you please tell me how many procurement cards are held by the council?

We have 171 cards, of which 89 are active

Can I please supply copies of the procurement card statements for such cards from May
2010 to April 2011?

Please find attached spreadsheets detailing requested information. Please note, however,
that personal details have been readacted. Under Section 38 (1)(b) of FOISA, personal
data can be redacted if its release would breach any of the principles detailed in the Data
Protection Act 1998. I consider that disclosing such information would breach the first data
protection principle, that of fair processing, as it would not be fair, or expected, for
information which could identify these individuals to be released into the public domain.

Please note that this letter constitutes a formal refusal notice under section 16 of the
Freedom of Information (Scotland) Act 2002 in relation to this part of your request.

Please note there are two sections -

1 Visa - this was the original scheme which has most of the cards at present

2 Mastercard - the new scheme which we shall be moving all cards to in the near future.
The cards issued are with Economic Development and External Relations and are for
expenses incurred by them.
