PCI Honors Fellows at 2009 Awards Breakfast
Individuals recognized in ceremony at PCI Convention
SAN ANTONIO, Tex. — At PCI's 55th Awards Breakfast on September 13, 2009, at the
PCI Convention & Exhibition and National Bridge Conference in San Antonio, Tex.,
individual PCI members were named PCI Fellows for their outstanding service to and
achievements in the precast concrete industry.
Recipients of the 2009 honor include Sami H. Rizkalla, Distinguished Professor of Civil
Engineering and Construction at North Carolina State University in Raleigh, N.C., and
director of the Constructed Facilities Laboratory, NSF-I/UCRC, and NSF-I/UCRC; Allan
R. Kenney, chairman of Precast Systems Consultants Inc. in Venice, Fla.; Charles
Magnesio, senior vice president of engineering and technical marketing at JVI Inc. in
Pittsfield, Mass.; Heinrich O. Bonstedt, executive director of the Prestressed Concrete
Association of Pennsylvania in Allentown, Pa.; Rita Seraderian, executive director of the
Precast/Prestressed Concrete Institute Northeast in Belmont, Mass.; and Larbi

Sennour, executive vice president of The Consulting Engineers Group Inc. in San
Antonio, Tex.
Rizkalla’s involvement in PCI extends to several committees as chair and member, and
he is a regular reviewer for PCI Journal. He is currently the chair of the PCI FRP
Composite Committee to advance the knowledge in the use of fiber-reinforced polymers
(FRPs) for precast concrete members and structures. He also serves on the Student
Education and Research and Development committees. In 2007, he received the Martin
P. Korn Award in recognition of his contribution to the advancement of the design and
research of precast, prestressed concrete L-shaped spandrels. Then, in 2008, he
received PCI’s Distinguished Educator Award. He was also responsible for the design
and supervision of the construction of a bridge that received the Harry H. Edwards
industry advancement award in 1998.
Kenney serves on the Architectural Precast Concrete services and Manual Committee,
is past chairman of the Guide Specification for Architectural Precast Concrete
Committee, and was a member of the Prestressed Concrete Guide Specification
Committee. He was also coeditor of the second edition of the Architectural Precast
Concrete Manual, which was published in 1989.
Magnesio is a member and past chair of the Parking Structures Committee and a
member of the Total Precast Systems and new Marketing Comprehension Committees.
Bonstedt is chair of the Marketing QA Committee. He also serves on the Bridge
Producers, Student Education, Continuing Education, and Pavement committees and
Transportation Activities, Regional, Educational Activities, and Marketing councils;
Stimulus Task Group. Bonstedt is past chair of the Bridge Producers Committee and
Allied Organizations Council and past member of the PCI Board of Directors (from 2006
to 2007) and the Government Relations, Bridge Design Manual Steering, and Bridge
Coordinating committees.
Seraderian has been the executive director of the Precast/Prestressed Concrete
Institute Northeast for the past 20 years. She has organized, hosted, and spoke at
numerous seminars and workshops on the use of precast/prestressed concrete
products and systems throughout New England and New York. Seraderian is vice chair
of the Continuing Education Committee, incoming chair of the Regional Directors
Council, and member of the Bridges, Student Education, and Continuing Education
committee and Sustainability council. She was instrumental in the development of PCI’s
one-day Basic Prestressed Design Class. In 1990, she established the PCI Northeast
Bridge Technical Committee.
Sennour is vice chair of the Technical Activities Committee. He is a member of the
Connection Details, Concrete Materials Technology, and Industry Handbook
committees. Sennour is also the past chair of the Durability and Connections
committees and former member of the Computer Committee.
With the distinction of Fellow, PCI members are recognized for their contributions to the
precast, prestressed concrete industry and topic within the areas of education,
research, design, production, quality, erection, marketing, and management.
