development, acquisition, and sustainment.

What is Simulation Based Acquisition?
The integrated use of Models, Simulations and Analyses and
Information Technology across acquisition programs and
phases, with the goal of reducing the acquisition cycle time and
total ownership cost of acquisition programs.
• SIMBA definition includes, but is not limited to:
– Requirements generation and definition
– Effectiveness and Affordability analysis
– Threat assessments and definition
– Virtual detailed design and manufacturing
– Early Concept of Operations development
– Product test and evaluation
– Training and simulators for training (Operational & Maintenance)

Everyone Is Involved!
• Miami Valley government, industry and academia
– Organic government work force
• Approximately 21,000 military and civilian government
employees work at Wright-Patterson, making it the largest
employer in the state at a single location and the largest
employer among U.S. Air Force bases worldwide. Civilian
workers comprise more than half of the work force. The fiscal
year 1998 payroll to Wright-Patterson employees in the local
area was $527 million. (from PA)
– ASC -- Manages programs, develops, acquires, fields, sustains
and updates aerospace weapon systems
– AFRL -- Discovers, integrates and delivers affordable technologies
for aeronautical, space, armament, information and electronic
systems
– NAIC -- Provides aerospace intelligence information and
assessments
– AFIT-- Conducts research and educates an aerospace workforce
– HQ AFMC -- Provides policy and guidance for research,
acquisition, and logistic support for all Air Force weapon systems
