President and CEO
HISTORY: Between 1975 and 1984, Dr. Goetz worked numerous positions including work with the
Brooklyn Diocese of New York, for the National Park Service on the Interpretation Staff at the Statue
of Liberty National Monument, and for the Defense Logistics Agency in the field of Contract Property
Management at the Defense Contract Administration Services Region, New York.
AFIT and DAU HISTORY: Dr. Goetz was appointed as a Professor of Contracting Management at
the Air Force Institute of Technology (AFIT) in December of 1984. As a professor of Contracting
Management, he is responsible for conducting DoD research, consultation, and instruction in the
areas of Defense Contract Property Management and Administration. He has served as Program
Director, Course Director and instructor for the Defense Contract Property Management series of
courses. In April of 2000 Dr. Goetz transitioned from AFIT to the Faculty of the Defense Acquisition
University (DAU), Midwest Campus, OH and obtained the rank of Full Professor. In January of 2010
Dr. Goetz retired from the DAU with a total of 32 years of Government Service.
GP CONSULTANTS, LLC: Dr. Goetz is the President and CEO of the newly incorporated GP
Consultants providing offerings educational offerings in all aspects of Contract Property
Management, as well as analyses of Property Management Procedures and Systems.
EDUCATION:
Bachelor of Arts and Master of Arts degree - Hunter College, City University of New York,
1975/1977
Doctor of Philosophy in National Security Policy Studies and Adult Education from “THE” Ohio
State University, 1989
PROFESSIONAL ACCOMPLISHMENTS: Dr. Goetz has written over 125 published articles, edited
numerous textbooks and resource guides, and has served as the National Editor of the “Property
Professional” for over twenty years - the only international publication dealing with property and
asset management. He chaired the rewrite and was the principal author of the DoD Manual 4161.2.
He was Special Advisor to the Director of Defense Procurement and team member for the rewrite of
FAR Part 45 - Government Property. He has assisted the Office of Secretary of Defense with the
writing of the 2007 FAR Part 45 Property rule. In January 2010 completed writing a DoD Guide for
the Administration of Contract Property in the Possession of Defense Contractors for publication by
DoD.
