Thank you for your recent e-mail concerning my endorsement of Billy Swails for Mayor. I don't think
you would have sent the e-mail to me had I come out in support of your candidacy, nevertheless, I do
not believe I have committed any indiscretion over and above what mayors, governors and presents
do on a daily basis. My letter was on my letterhead to the Moultrie News and/or every news media
that wished to use it. That is quite different from posting signs on public property. It was neither a
breach of ethics nor a moral deviation. You need to look at what you are doing and saying in support
of your own election efforts rather than finding fault with the opposition. My letter was issued after
careful deliberation and rational thought which caused me to reach my decision to point out the best
suited person for mayor to those people who had put their trust in me for over twenty-seven years.
Please take my advice and be the man I always thought you were rather than resorting to mud-
slinging.

With reference to you're below information, you certainly seem to be violating your own instructions to
the candidates by using the Mayor's office to promote Mr. Swails for Mayor (see attachment). This is
clearly "Town property". How can you expect the others to follow your instructions when you clearly
don't. This is certainly an example of poor leadership and I trust that all of the candidates understand
that this is not how our Town Government should operate . Your comments that "We do not wish
anyone to perceive that Town government favors one candidate over another" clearly flies in the face of
your actions. I will be filing a complaint with the State Ethics Commission on this issue today.
