SIGNAGE MASTER PLAN (5/18/01)
I. GENERAL INFORMATION
Invitation to Bid. Point Park College invites you to submit a proposal to provide a
Signage Master Plan for Point Park College. This program will encompass Academic,
Thayer and Lawrence Halls.
A mandatory site visit is scheduled for Thursday, June 7, 2001, at 9 a.m. The
assembly point will be the College’s main lobby (Boulevard of the Allies Entrance). The
purpose of the site visit is to provide a general tour of the facilities, present information
regarding the College's lobby renovation project, and permit interested firms to answer
any questions they might have regarding the Signage Master Plan. Interested bidders
should RSVP to Ms. Ruth Rauluk, C.P.M., Director of Purchasing, at (412) 392-3996 or
rrauluk@ppc.edu. Please provide the number of site visit attendees when responding.
If a contract results from this RFP, the award will be made to the design firm with
the best evaluated proposal, and that firm will be required to provide the services at
the prices either submitted in the proposal document or as a result of negotiations
based upon the proposal document.
Sealed proposals will be received until 3:00 p.m. on Monday, June 25, 2001, in
the Purchasing Department, 809 Academic Hall.
Evaluation of Proposal. All submitted proposals will be evaluated by a team
comprised of professionals in the areas of architecture, maintenance, and building
operations; members of the Board of Trustees; and College administration.
Description of College. Point Park College is a four-year liberal arts college
located in the center of downtown Pittsburgh. The campus has expanded from partial
use of one building to four buildings downtown and the Playhouse of Point Park College
in Oakland. Presently the College buildings include the new Library Center, housing
the Point Park College Library, the Business Library, and the Downtown Branch of the
Carnegie Library of Pittsburgh; Academic Hall, with classrooms, laboratories, a
newsroom, television studio, computer center and administrative offices; Lawrence Hall,
a 21-story building with dance studios, classrooms, student lounges, snack bar,
recreation center, cafeteria, administrative offices and dormitory rooms; and Thayer
Hall, home of the Point Park College Children’s School and additional administrative
offices and dormitories.
The Playhouse of Point Park College is a multi-theater complex which serves as
the educational arm for the College’s Department of Fine, Applied, and Performing Arts.

II. SCOPE OF WORK
A. Signage Design
The goal of the Signage Design Program is to create a unified look and
firmly establish the College's identity to both the external community and internal
customers.
The design phase should involve a study of all involved facilities and
should involve consideration of the following minimum elements: building uses,
circulation, lighting, traffic patterns, building materials, and color palettes.
The selected firm should anticipate providing both preliminary design and
design development based on committee input.
The selected firm will be responsible for the design of all signage,
including but not limited to the following sign types:
1. Exterior Signs
2. Building Directories
3. Floor/Department Directories
4. Floor Directional Signs
5. Room Identification Signs
6. Cubicle Signs
7. Information Kiosks
The final design concept and related documents and drawings will
become the property of Point Park College.
B. Program Development
The selected firm will be responsible for recommending the types of signs
required for each building, location and placement of the signs, and the
quantities of each type required.
C. Implementation Schedule Development
The selected firm will develop a multi-phase implementation schedule for
the signage program in conjunction with designated Point Park College
personnel. This schedule must include a cost estimate for each phase of the
implementation schedule.
The schedule document will consist of an overall executive summary page
listing each project phase and its associated cost. The selected firm will also
provide a detailed implementation document for each phase of the program. This
document will ultimately be used in the competitive bidding process. (Please see
Exhibit I, pp. 1-5 for an example of the required implementation document).
The implementation documents will become the property of Point Park
College and must be provided on diskette (Word 97 or higher format) to the
College.

D. Competitive Bidding Documents
The selected firm will write specifications, prepare shop drawings, and
provide color samples (hereinafter referred to as "Competitive Bidding
Documents") for each recommended sign type.
The competitive bidding documents will become the property of Point Park
College. Specifications must be provided on diskette (Word 97 of higher format)
to the College. A master set of drawings for each sign type and color samples
must also be provided to the College for use in the competitive bidding process.
E. Preparation of Signage Standards Manual
At the discretion of Point Park College, the selected firm will prepare a
detailed signage standards manual for Point Park College. An example of the
required manual format is included as Exhibit II. The purpose of this manual is to
ensure consistency with the selected signage program through the addition
and/or renovation of facilities and provide continuity of design in the absence of
the selected design firm.
F. Assistance with Competitive Bidding Process ~ Installation
At the discretion of Point Park College, the selected vendor may be
required to provide assistance during the competitive bidding process and
subsequent fabrication and installation of signs. This assistance would involve
answering any questions regarding specifications, materials, etc., raised during
the competitive bidding, fabrication and installation processes.
III. GENERAL PARAMETERS OF SIGNAGE DESIGN CONCEPT
A. Parameters
The design concept should adhere to the following general parameters:
1. All designs must be ADA compliant and consistent with applicable
industry standards.
2. Design concept should emphasize functionality and cost
effectiveness as opposed to high-end features or expensive
customization.
3. Design concept must incorporate use of Point Park College logo (to
be supplied to selected supplier on diskette).
4. Design concept must allow for flexibility in terms of modified
building, floor, or room assignments or changes in personnel. Any
changes in the above categories must be easily accomplished with
minimum expense.

IV. DESIGN FIRM OBLIGATIONS
A. Professional Services
The selected firm shall provide all of the labor, technical disciplines,
materials, and equipment in order to perform the professional services required
for completion of all elements of the Signage Master Plan.
B. Site Visits/Interaction with College Personnel and WTW Personnel
The selected firm will be required to visit the College’s facilities as often as
necessary to review all available relevant documents/plans and to meet with
members of the College's staff as necessary to become thoroughly familiar with
the site, project scope, and existing conditions.
The College is currently engaged in a major renovation of the Academic
Hall Lobby and Building façade. The architectural firm of WTW has been
engaged to develop the design concept and manage the construction process,
tentatively slated to begin in June 2001.
The anticipated completion date for the Lobby is February 2002. The
selected vendor will be required to work with WTW personnel in the design of the
Academic Hall Lobby and exterior building signage to ensure cohesion with the
design, architectural style, and décor of these two areas.
V. COLLEGE OBLIGATIONS
A. Designated Representative
The College shall designate a representative authorized to act in the
College’s behalf with respect to the project. This individual will be the primary
point of contact for the Professional, and any and all correspondence should be
directed to this individual.
B. Access to Facilities
The College shall provide the selected firm with access to all buildings
and areas as required; however, please note that this access must be scheduled
at least 2 days in advance with the designated representative.
C. Facility Information
The College will provide the selected firm with floor plans and any other
relevant information as needed in a timely fashion.
VI. CONTRACT DOCUMENTS
A. Owner-Contractor Agreement
The selected vendor will be required to sign an agreement initiated by
Point Park College. A sample of the agreement is attached as Addendum "C."

B. Standard Terms and Conditions
The Standard Terms and Conditions attached hereto and thereby made a
part of this Request for Proposal will be considered part of the contract
documents that govern any agreement resulting from this RFP.
VII. PROPOSAL FORMAT
The proposal document should consist of the following sections, tabbed to
facilitate reference by the evaluation team:
A. Qualifications of Firm & Project Approach
The following information should be provided in this section of the
Proposal:
1. Demonstration of the firm’s knowledge and experience in the
applicable federal, state, and local codes; laws; and regulations
related to the design of signs for educational facilities.
2. Demonstration of the firm’s experience with signage programs for
similar projects, especially in the College arena. Specifically,
provide a list of at least three other institutions or companies for
whom your firm has provided similar services, including names and
numbers of contact personnel.
3. Description of the firm's approach to this project, including but not
limited to strategy, methods, and client collaboration processes.
B. Cost Proposal
Interested bidders should complete the Cost Proposal Sheet incorporated
as the final page of this document. Note that payments will be made to the
selected firm at the satisfactory completion of each project phase/milestone
listed on the Cost Proposal Sheet. The firm's "Schedule of Reimbursable
Expenses" should also be attached to the Cost Proposal Sheet.
C. Presentation
Responding firms may be asked to provide a presentation to selected
members of the College Community or the evaluation committee. This
presentation would last no longer than one hour. Samples of signs and design
concepts can be presented at this time.
However, offerers are cautioned that this provision is not mandatory;
therefore, all proposals should be complete and concise, and reflect the most
favorable terms available from Offerer(s).
VIII. CONTRACT AWARD
The College has appointed an Evaluation Committee as noted above. The
professional firm will develop a proposal that will provide the committee with a

description of the firm’s qualifications for performance of the program work and all other
submittals as identified above.
The committee will then evaluate each proposal according to the quality of the
design concepts submitted, the qualifications and experience of the firm, response to
the College’s requirements, flexibility to adapt the program to meet the College’s needs,
and the program cost.
The College reserves the right to accept or reject any and all proposals, waive
any and all formalities, and select the offer deemed to be in the best interests of the
College. However, the College is under no obligation, either express or implied, to
purchase or contract for products or services as a result of this RFP process.
The successful bidder will be required to sign the Owner-Contractor
Agreement attached as Addendum "C".
IX. QUESTIONS/SITE CONTACTS

Purchasing, at 412-392-3998. Every effort will be made to respond promptly; answers
to questions will be faxed to all participating professionals.
XII. INSTRUCTIONS TO OFFERERS
All proposals are subject to the terms and conditions outlined in the attached
"Owner-Contractor Agreement and General Terms and Conditions." All responses
will be controlled by such terms and conditions and the submission of other terms and
conditions and other documents as part of an Offerer's response will have no effect
either on this RFP or any subsequent contract that may be awarded resulting from this
solicitation. The submission of any other terms and conditions by an Offerer may, at
the sole discretion of the College, be grounds for rejection of the Offerer's proposal as
non-responsive.
Offerer specifically agrees to the conditions set forth in the above
paragraph by affixing his signature on the Execution of Proposal page
(Addendum "A") contained herein.
XIII. THE PROCUREMENT PROCESS
1. The Request for Proposal is sent to prospective Offerers.
2. Proposals must be submitted in a sealed envelope. The envelope shall
contain responses to all questions and requests contained in the RFP. It
may also include any other information the Offerer feels would be
pertinent. The envelope is to be clearly marked with the name of the
Offerer, the RFP number, and the closing date of the RFP, as well as the
identification of the contents, i.e., "proposal." Six (6) copies of the
proposal are required.

3. All proposals must be received no later than 3 p.m. on Monday, June 25,
2001, in the Purchasing Department, 809 Academic Hall, 201 Wood
Street, Pittsburgh, PA 15222-1984.
4. The College assumes no responsibility for late delivery, for any reason
whatsoever.
5. The original proposal shall be accompanied by a completed Execution of
Proposal Form (Addendum "A"). Each proposal shall be signed by an
authorized official of Offerer's company.
6. As indicated above, all proposals will be intensely evaluated by a team of
professional and administrative personnel. At the team’s discretion,
bidders may be required to make an oral presentation. Following this
evaluation, an award will be made to the selected professional.
XIV. GENERAL CONDITIONS FOR SUBMITTING PROPOSALS
Decline to Offer. Any firm which received a copy of the RFP, but which declines
to make an offer, is requested to send a formal "Decline to Offer" to the Issuing Office.
Failure to respond as requested may subject the firm to removal from consideration on
future requirements.
Ownership of Drawings/Design Concepts. Conceptual designs and/or drawings
submitted with the proposal will become the property of Point Park College for the sole
purpose of the project referenced within this Request for Proposal.
Oral Explanations. The College will not be bound by oral explanations or
instructions given by any College employee at anytime during the competitive process
or after award.
Competitive Offer. The signer of any proposal submitted in response to this RFP
thereby certifies that its proposal has not been arrived at collusively or otherwise in
violation of any Federal or Pennsylvania anti-trust laws.
Taxes. The College is exempt from the payment of State Sales and Use Taxes
on most transactions. Tax exemption certificates will be provided to Offerer receiving
an award as a result of this RFP, if requested.
