CONSULTANT INSTRUCTIONS FOR "FRONT END" (DIVISION 0) DOCUMENTS



The attached documents shall be used in conjunction with the University of Minnesota Standards

and Procedures for Construction (University Standards) to prepare bidding documents. The

University Standards are a guide, not a specification master; text should not be copied verbatim

except where directed. Much of the text is directed to the consultant to explain procedures and

policies, and is irrelevant to the bidder.



Project manuals shall be prepared in conformance with the Construction Specifications Institute's

(CSI) Manual of Practice. CSI Master Format shall be used for section numbering, and CSI section

and page formats shall be used within sections. Location of material shall be as indicated in

"Uniform Location of Subject Matter," AIA Document A521.



The following documents shall be used in addition to information included in University

Standards. Except for information enclosed in brackets, which must be edited, these

documents shall be used exactly as written. "The General Conditions of the Contract for

Construction as Modified by the University of Minnesota" current at the date of the bid shall

be used as a master for printing (the "Additions and Deletions Report for AIA Document

A201-1997" which is appended to the end of the General Conditions need not be included);

other text shall be retyped by the consultant using the same page format used in the

remainder of the project manual. Square brackets [ ] enclose comments to the consultant

or material which is to be edited by the consultant. They should not be incorporated into the

project manual, nor should they be replaced by parentheses.

The following documents shall be bound into the project manual after AIA Document A201, as

Modified by the University of Minnesota:



Project Notification - Request for Prevailing Wage Certifications (the

consultant shall complete and process the request form in the Appendix

Section of the University Standards) with the State. Resulting Wage Rate

information received from the State (shall be included in the Project Manual

before final printing).

Minnesota, and the Draft Contractor's Agreement listed above can be downloaded from the following web

The consultant shall prepare Section 01010 - Summary of Work and other Division 1 Sections as

required for the project.



Section 13280 - Hazardous Materials Procedures (shall be included and edited as required for this project)



If the project includes any of the materials or procedures listed below, request from U of M Owners

Representative and include the appropriate sections:



Section 13290 - Preparation/Removal/Disposal of Lead Based Painted Materials

Section 13295 - Structural Demolition where Lead Containing Materials are Present

Section 13300 - Impacting, Removal and Disposal of Lead Containing Materials

Section 13305 - Removal of Lead Paint from Steel Structures

Section 13310 - Removal and Disposal of Asbestos Containing Roofing Materials

Section 13320 - Removal and Disposal of Carpeting with Nonfriable Asbestos Mastic

Section 13330 - Removal and Disposal of Cement Asbestos Materials

Section 13340 - Impacting an Asbestos Containing Material While Drilling

Section 13350 - Working in an Asbestos False Ceiling Space

Section 13360 - Working in an Asbestos Contaminated Dirt Floor Space

Section 13370 - Working in the Presence of Asbestos Containing Materials

Section 13380 - Core Drilling Through Vinyl Asbestos Floor Tile

Section 01120 - Special Project Procedures, shall be included and edited for projects in patient areas, and all

other critical areas where dust and contaminants might have adverse affects on health and/or

operation of sensitive equipment.



Special provisions for telephone service, construction site sign, and logo shall be incorporated in

Division 1.

SPECIAL PROVISIONS FOR USE BY OUTSIDE CONSULTANTS



Use the following provisions where indicated. The University Project Manager will determine

special modifications for specific projects. Brackets enclose material to be edited and notes to the

specifier.



1. Include the following provisions in appropriate Division 1 Sections.



Selective Demolition:



A. Perform demolition work required to expose asbestos containing materials which will be

removed by others. [Modify or delete this paragraph as required if demolition to

expose asbestos containing materials will be performed by asbestos contractor;

verify with University Project Manager.]



Cutting and Patching:



A. Limit dust and dirt dispersal to lowest practicable level. Use water misting for cutting,

hammering, and other operations which might generate dust. Control water to prevent

hazardous conditions, spread of pollutants, and damage of products to remain or be

reused. Comply with governing regulation regarding environmental hazards. Notify

Construction Administrator of possible exposure to harmful dusts and vapors, flammable

or explosive materials, and other potential hazards.



B. Provide local exhaust system to capture dust and dirt. Use tools with integral ventilation

hoods connected to exhaust system. Exhaust air through HEPA filter system. Dispose

of filters as contaminated material.



2. Include the following paragraph in Section 01500 for projects on the Minneapolis and St. Paul

campuses. Contact the University Project Manager for assistance in specifying phone service

requirements on other campuses.



A. Provide and maintain telephone service to the field office. All telephone lines on campus

are owned by the University; contact University Telecommunications, 625-0700, to

arrange for service. Basic University service provides local no-toll service only. If

Contractor requires long distance service, the University must act as agent with the long

distance company, and the Contractor shall so authorize by appropriate letters to the

long distance company and to the University. Allow at least two weeks lead time for

service installation.
