1 INTRODUCTION





The Bank of England Electronic Reporting System (BEERS) enables reporting

institutions that report statistics to the Bank of England’s Monetary and Financial

Statistics Division to transmit that data electronically. BEERS came into live operation

on 4 January 1993.



This Technical Specification contains the information required by software developers to

implement the reporting institutions’ side of the transmission system. The forms are

discussed in form name order.



Any forms that do not appear here are no longer reported and are discussed in past

documents.

2 ALL FORM TYPES



The general structure of all files is:

Files can contain more than one type of header record.



2.1 FILENAMES AND FORM CODES



Each form is output as a separate file. The format for the filename is:



Fffyymm.FRM



where



F Character F denotes a Form file

ff 2 character Form code

yy Year number (eg 99, or 00 )

mm Month number (01 to 12)



Please do not:



• concatenate different form types as a single .FRM file.

• concatenate records for different periods as a single .FRM file.



However, it is acceptable to batch .FRM files together when compressing.



2.2 HEADER RECORDS AND SECTION CODES



Header records contain 2 character section codes. For most forms types the section codes

are the same as the form codes. However, certain form types are split into sections.

These forms have section codes that are, in general, different from the form codes. These

are shown in the summary at the end of this document. However, as these sections make

up a single form type, they must be concatenated into a single .FRM file.

3 3D FORM TYPES



3D form types are those on which no country or currency analysis appears.



The general structure of the corresponding file is:

The fields in the DATA records are always:



• of 12 characters

• right-justified

• take numbers of up to 11 digits, preceded if necessary by a – sign



The fields in the TEXT records are almost always:



• left-justified (the exceptions are specified in the detailed descriptions of the forms)

• of 12 characters



The fields in the COMMENT records are always:



• left-justified

• up to 80 characters long



3.1 DATA HEADER RECORD



The data for each 3D form is preceded by a 12 character Data Header record in the

format Hyymmff3bbbb where

3.2 DATA RECORDS



Each Data Header record is followed by a varying number of Data records. Each Data

record contains up to six fields and is in the format:

The data fields are derived from the form by listing the data values from left to right and

Figures are reported in the format given on the front of the paper form (generally £000s

with no decimal places).



A blank field is shown as a right justified zero ie 0



Note that some 3D forms do not fit neatly into the format described above. Such forms

are detailed later on in FORMS ORDERED BY FORM NAME.

3.3 TEXT HEADER RECORDS AND TEXT RECORDS



Some forms contain text. Text records follow the Data records and are preceded by an

11-character Text Header record in the format Tyymmffbbbb where

Note that unlike the Data Header record there is no dimension indicator in the 8th

position. Details of the formats of Text Header records and Text records are given under

the entries for the forms concerned later on.

4 4D FORM TYPES



4D form types are those on which country and/or currency analyses appear.



An example is form CL; this has one 3D section and one 4D section. The format of the

3D section follows normal 3D conventions. The 4D section consists of a varying amount

of headers depending on what data it being reported for what country code. This figure is

then fed into the WORL line indicating how many coutries are being reported.

The WORL Data records store the totals for the countries reported. If no countries are

reported, then the file must contain a WORL Data Header record followed by a single

Data record with a zero in each field.



The fields in the Data records are always of 12 characters; right justified, and take

numbers of up to 11 digits, preceded if necessary by a − sign.

4.1 COUNTRY CODES



When reporting 4D data, ie data analysed by country, groups of countries (“area”) or

currency, country codes are used in the Header records. The codes to be used are, with

some exceptions, the four character codes shown in Appendix A. (The exceptions are

covered in the descriptions of the individual forms).



Note that some country codes (eg USA) consist of only three characters. In this case, the

country should be output as left justified.



In some form types, the term “country” may mean “area” or currency.

For example the Data Header record H9909CC40001WORLbb15 represents the WORL

Header record for the 4D form CC for September 1999 for Reporter code 0001; the form

contains data on 14 countries. The corresponding Header record for Abu Dhabi would be

H9909CC40001ABUD. If no countries are reported then the WORL Header record will

be H9907CC40001WORLbbb1.



4.3 DATA RECORDS



Each country row on the paper form is then output in the same format as a 3D form,

namely left to right. Thus a typical row from Section 1 of a CA form

There are a number of non standard form types which are a mixture of 3D/4D sections

and with text as well as numerical numbers reported.

The WORL Header record stores the total of exposures reported for each section. The

data records that follow should all be zero.



The total rows are mandatory if shown on the paper return. If no exposures are reported,

then the file must contain a WORL Data Header record and the total record.

numbers of up to 11 digits, preceded if necessary by a − sign.

8 SENDING DATA



Data sent via BEERS must be compressed, encrypted and transmitted (in that order).

Sending data requires the use of three software packages:

• Compression WINZIP

• Encryption PUBLIC

• Transmission E-MAIL







9 DATA COMPRESSION AND BATCHING

Data files must be compressed using the compression software WINZIP.

The compression software will allow several files for different forms to be batched

together. The filename for the resulting compressed file is of the form Abbbb.ZIP

where

A "B" if the destination is the BoE (only)

"C" if the destination is the BBA (or both the BBA and the BoE)

bbbb 4 digit Reporter code allocated by the BoE







10 DATA ENCRYPTION

For security, data files are encrypted using the encryption software PUBLIC, which is

available from Sophos Plc, 21 The Quadrant, Abingdon Science Park, Abingdon,

Oxfordshire, OX14 3YP: tel 0235 559933, fax 0235 559935. To obtain the software,

follow these steps:

1. Raise a purchase order and fax it to Sophos Plc. UK (01235 559935), or post it to

Sophos PLC, Abingdon Science Park, Abingdon, OX14 3YP.

2. Sophos will then send a username and password to allow access to the download

section of the Sophos website

(http://www.sophos.com/companyinfo/contacting/uk/). This will also include the

documentation and licence.

3. The charge will be £895 (plus VAT) for each licence of PUBLIC 5.

4. Any questions can be directed to Jonathan Brooks (01235 544042).

5. The user name and password will be valid for a limited time.

Encryption keys need to be generated and exchanged with the BoE.

Key generation is explained in the relevant section in the PUBLIC manual (Setting up a

PUBLIC communications system). The key must be given a name: this is BANKxxxx,

where xxxx is the unique 4 digit Reporter code allocated by the BoE. To obtain your

unique reporter code please email your request to

Key can now also be sent to the Electronic Queries email address above. The key will be

included in the BoE users' library, and the BoE key sent to the reporting bank for

inclusion in its library.

MBBG members that report to the British Bankers' Association (BBA) will be sent a

second key for use when transmitting data to the BBA.



11 SENDING DATA VIA E-MAIL

Institutions should now send data to the Bank via e-mail.

Live transmissions must be sent to the e-mail address

MFSD_BEERS@BANKOFENGLAND.CO.UK



Test transmissions must be sent to MFSD_EBEERS_TEST@BANKOFENGLAND.CO.UK.

Before sending a test transmission please contact

DATARECEPTION@BANKOFENGLAND.CO.UK



These files must not be sent to any other e-mail address at the Bank. Reporting

Institutions must not send Excel spreadsheets to this address.



Banks who send data e-mail to the BBA must send their encrypted BEERS files to

STATS@BBA.ORG.UK .



Please ensure when sending BEERS files to the BBA, the recipient in the header of the

encrypted file is the BBA and not the Bank of England.





12 RECEIPTS

All forms sent in will receive a receipt. There are three types of receipt.

The first a “valid receipt”, will be sent if the form you send us is in a valid format and the

internal validations are correct. The text will be:

“Thank you for your electronic transmission, your file is formatted correctly and the form

XX for MMM-YYYY has passed internal validation checks. This form was received on

DD/MM/YY at HH:MM.

Please note that anything received after 17.00 will be logged as being received on the

following working day. Cross form validations and plausibility checking have not yet

been performed on these data.”

You will receive the second form of receipt, an “invalid receipt”, if the form you send us

is in a valid format but the internal validations are invalid. The text will be:

“Thank you for your e-mail, your file is formatted correctly but the form XX for MMM-

YYYY has failed internal validation checks. A member of the Data Reception Team will

contact you about this. The form was received on DD/MM/YY at HH:MM.

This third type of receipt will always be followed by a type one or two. A receipt will be

sent per form. For example, if you send us a single attachment that contains two forms,

then two receipts will be sent back. The text of the receipt will be sent in the body of the

e-mail and also as a text attachment to the e-mail.

If the file you send is incorrectly formatted, no receipt will be sent but you will be

contacted by a member of the Data Reception Team.
